Rules of Engagement Questions pertaining to this conference can be asked at any time.
Response for previous submitted questions submitted will be provided to all offerors and posted on FedBizOps.
All other questions/comments pertaining to the request for proposal (RFP), terms & conditions, SABER Technical Specifications, attachments or exhibits must be submitted in writing no later than COB 22 August 2013.
Q & As will be posted on or about 29 August 2013.
RFP (and any amendments) takes precedent over anything said in this briefing or answers to any questions.

The contractor shall perform maintenance, repair, and minor construction IAW Attachment 1, Specifications for Simplified Acquisition of Base Engineering Requirement (SABER) and as identified by other specific specifications/work statements in each task order issued against the contract.

Evaluation Process (cont.)
| The Government intends to evaluate proposals and award without discussions |
| All coefficients from all CLINs will be added and averaged |
| All proposals will then be ranked from lowest to highest |
| Conduct technical evaluations beginning with the lowest priced offeror |
| Evaluations will continue until the Contracting Officer can establish price fair and reasonable |
| If the lowest priced Offeror is determined to be technically unacceptable, the next lowest priced Offeror will be evaluated. |
| Process will be repeated until the Government has identified the three lowest priced technically acceptable offerors. |
| Only those offerors determined to be technically acceptable, either initially or as a result of discussions will be considered for award |
Developing Pricing
Coefficients are factors multiplied against the standard unit prices in the Unit Price Book (UPB) to calculate TO prices
| The coefficient shall include all costs, profits, risks and factors not included in the UPB the Offeror determines are necessary in order to provide equitable compensation on task orders |
| Base year coefficient shall include the cost of purchasing the UPB software, books and training |
Offers shall prepare a coefficient worksheet and narrative identifying the costs included and the methodology used to calculate the coefficients
Coefficients are the maximum authorized on task orders, but may be lowered to gain a competitive advantage
Technical Evaluation:
Management Overview
| Provide a chart of your organizational structure and narrative detailing the roles, responsibilities, qualifications and levels of authority for personnel within your organization |
| Personnel must have responsibilities, qualifications, and levels of authority similar to the roles identified in SABER Technical Specification Section 01 31 01 |
| Provide a narrative detailing: |
| Process for obtaining, training, and retaining staffing throughout the contract period |
| Policies and procedures to project planning, execution information flow, reporting and government interface |
| Policies and procedures for selection and management of subcontractors |
| How subcontracts will be integrated into overall project management |
| Ability to handle multiple projects at the same time |
Description: This sub-factor evaluates the offeror’s (prime contractor) management approach, organizational structure and experience relating to projects similar in scope to those expected under SABER in accordance with SABER Technical Specification Section 01 31 01.
Standard: This requirement is met when the offeror’s proposal provides an effective management approach to include: (Factor must be met at time of proposal submission)

Contractor’s License Offeror must submit a copy of its active and current, as of the proposal due date, California General Contractor’s License Type “A” or “B”
Description: This sub-factor evaluates whether the offeror (prime contractor) possesses an active and current, as of the proposal due date, California General Contractor’s License Type “A” or “B”.
Standard: This requirement is met when the offeror (prime contractor) submits a copy of its active and current, as of the proposal due date, California General Contractor’s License. (Factor must be met at time of proposal submission)
Bonding Capacity
| Offeror must provide evidence that it is able to obtain a minimum single project bonding capacity of $3M and a minimum aggregate bonding capacity of $10M from an approved corporate surety whose name appears in the Treasury Department Circular 570. |
| Document must include surety company’s name, address, phone number, and points of contact. |
Description: This sub-factor evaluates whether the offeror (prime contractor) has sufficient bonding capacity for projects expected under this acquisition.
Standard: This requirement is met when the offeror (prime contractor) submits bonding capability documents that evidence the ability to obtain a minimum single project bonding capacity of $3M and a minimum aggregate bonding capacity of $10M from an approved corporate surety whose name appears on the list contained in the Treasury Department Circular 570. The document must also include the surety company’s name, address, phone number and points of contact. (Factor must be met at time of proposal submission)
Quality Overview Offeror must demonstrate its ability to create an effective Quality Control Plan in accordance with SABER Technical Specification Section 01 45 01.

| The person(s) within the Contractor’s organization identified as the Quality Control Officer |
| The authority and responsibilities of all the quality control personnel |
| Procedures for reviewing and approving all shop drawings, product data samples or other submittals before submission to the Contracting Officer. Include procedures for obtaining field measurements |
| Method of documenting quality control operation, inspection, and testing of both prime and subcontract work including samples of proposed forms |
| Method of documenting and tracking deficiencies including responsibilities and procedures for correcting deficiencies |
Description: This sub-factor evaluates the offeror’s (prime contractor’s) ability to create an effective Quality Control Plan in accordance with the requirements of SABER Technical Specification Section 01 45 01.
Standard: This requirement is met when the offeror (prime contractor) submits an effective Quality Control Plan that identifies, but is not limited to, the following: (Factor must be met at time of proposal submission) Personnel, procedures, instructions, tests, forms, and records to be used.

Description: This sub-factor evaluates the offeror’s (prime contractor’s) ability to provide a complete and acceptable proposal package in accordance with the SABER Technical Specification Section 01 00 00.
Standard: This requirement is met when the offeror (prime contractor) submits a complete and acceptable task order package in accordance with SABER Technical Specification Section 01 00 00. The proposal package will be determined to be acceptable based on the following: (Factor must be met at time of proposal submission)
| The Offeror has included all required elements of a proposal as identified in SABER Technical Specification Section 01 00 00. |
| A cover page including the project title, total project cost, list of assumptions, list of requirements, performance period, material lead times, and any special considerations such as phasing of construction. |
| The Offeror’s Statement of Work clearly demonstrates a thorough understanding of the construction effort and applicable codes and regulations associated with the Demonstration Project. |
| The Offeror’s price estimate demonstrates a reasonable and complete approach in construction methodology for line items, labor classifications, materials, quantities, and is consistent with the coefficient proposed. |
| The Offeror’s Schedule of Material Submittals identifies all items that have a material effect on the Demonstration Project. |
| The Offeror’s Construction schedule demonstrates a realistic timeframe for the Demonstration Project and follows a logical progression of the work effort from task order award to closeout. |
| The AF Form 3065, Contract Progress Report, provides a reasonable breakout of the major work components and the associated percentage assigned for the Demonstration Project. |
Warnings Proposals found non-responsive to the requirements of Section L will be not be evaluated
| Coefficients will remain fixed for the life of the contract |
| Carefully consider all potential costs, risks, economic trends and the proposal environment before submitting a coefficient |
Line item quantities throughout the contract are vital, not only do they tell us how many widgets you are going to use, they are used, on occasion, to de-scope a project and are required to make a equitable resolution.
