Question and Answer Document 1
Q: Aside from experience information requested in the Management Overview, are there any requirements for past performance or past performance questionnaires for this proposal?
A: No, past performance will not be an evaluation factor for this solicitation.
Q: There is a requirement for a California State contractor’s license. It is unusual to see this type of requirements for a solicitation/contract on a Federal facility. Can you please confirm whether this is an actual requirement?
A: In accordance with Sections L and M of the solicitation, the possession of a California General Contractor’s License (either Type “A” or “B”) will be an evaluation factor for the award.
Q: Is there a maximum number of contracts that will be awarded?
A: Up to three contracts will be awarded.
Q: Does the California office need to be bona fide with the SBA prior to award?
A: Evidence of an SBA bona fide office in California will be a criterion to determine the responsiveness of a proposal.
Q: Will the Demonstration Project require actual submittals or just a Schedule of Material Submittals?
A: Only a Schedule of Material Submittals will be required, the purpose is to see a logical sequence and date of submissions.
Q: Will the pricing for the Demonstration Project be required to be submitted from RS Means?
A: No, for the Demonstration Project in the proposal, RS Means is not required to be used. However, the price estimate should be submitted in a similar line item format in an Excel spreadsheet similar to RS Means.
Q: Can a site visit be scheduled to visit the Demonstration Project site?
A: No, the Demonstration Project is a fictitious project created solely to demonstrate an offeror’s ability to develop a complete proposal package. As such, the site where “work” would be completed does not exist and no site visits will be made. Any questions regarding the site conditions should be submitted to the points of contact listed in the solicitation.
Q: Will some projects require engineering efforts?
A: SABER Technical Specification Section 01 00 00 paragraph 1.4.6.2 reads, “The design and engineering required for this contract is at the level normally expected of a general construction contractor and considered incidental to the accomplishment of the scope of work provided by the government. Examples of services required from the contractor include: sizing and selection of mechanical and electrical equipment and systems; sizing of electrical circuits, electrical devices, heating and ventilating air ducts, fluid piping systems and light structural framing members; lighting layout; fire detection systems; surveying; computer aided drafting, etc. If the design requires the services of a registered architect or professional engineer, it should be considered outside the parameters of SABER and the Contractor shall notify the Contracting Officer.”
Q: Will the entire Unit Price Book (UPB) be available for use on task orders?
A: The entire UPB will be open available for use on task orders with the exception of costs included in the Contractor’s coefficient and costs prohibited by law.
Q: How will non-priced items (NPIs) be evaluated?
A: Contractor’s may propose NPIs on task orders in accordance with the requirements of SABER Technical Specification Section 01 00 00 paragraph 1.4.9.1(a)(3) “For negotiating and determining the price reasonableness for the NPI, the contractor will submit at least three quotes from suppliers with their material submittal for review.”
Q: Will the coefficients be required to be declining?
A: In accordance with Section L paragraph L-1 subparagraph D.2 “The coefficients must be downward sloping demonstrating year over year decreases. Offerors who do not comply with this requirement shall be considered unacceptable and not eligible for award.”
Q: A coefficient worksheet was not attached, is the contractor required to make their own?
A: A sample coefficient worksheet has been posted to give a sample format. However, offerors should tailor it or create their own worksheet to include all costs, risks, profits, risks and factors not included in the UPB the Offeror determines are necessary to provide equitable compensation on task orders.
Q: Is the coefficient a percentage?
A: In accordance with Section B paragraph B-1 subparagraph 3.a of the solicitation “Coefficients are factors multiplied against the standard unit prices from the Unit Price Book (UPB) to calculate task order prices.” In accordance with Section B paragraph B-1 subparagraph 3.c “The Contractor’s coefficients shall be in 4 decimal places format.”
Q: How do the coefficients work with NPIs?
A: SABER Technical Specification Section 01 00 00 details how the coefficient will be applied to NPIs.
Q: What value should be used for the annual volume to calculate the coefficient?
A: The RFP states historical values for the SABER program at Vandenberg AFB. The government has given maximum flexibility to the potential offeror’s in developing their coefficients; this includes developing the annual revenue forcast using the historical data provided in the solicitation.
Q: SABER Technical Specification Section 01 31 00 states that a Construction Inspector should be certified or have 5 years experience. Does this mean the Construction Inspector needs both?
A: No, a Construction Inspector (or similar position) can have either a certification OR 5 years experience to be acceptable.
Q: Will training be required yearly?
A: Training for the Government will only be required in the base year.
Q: Will the training costs be divided equally between all contract awardees?
A: SABER Technical Specification Section 01 04 00 states the training requirements for each contractor.
Q: Where are Sections A & D located at in the solicitation?
A: Section A is the SF 1442 (the first two pages). Section D is not applicable to this solicitation and is not included.
Q: Will the sign-in sheet from the Pre-Proposal Conference be available on FBO?
A: A list of the Pre-Proposal Conference attendees has been posted to FedBizOps.
