MEMORANDUM FOR CONTRACTORS

SUBJECT: Amendment 02, FA460826QS015, C-45 Aircraft Paint
1. The purpose of this Amendment is to:
a. Provide supplemental information in the form of a Question and Answers document.
2. The following additional questions were submitted to 2 CONS:
Question 1: SITE VISIT / AIRCRAFT INSPECTION: Is a site visit or physical inspection of the C-45 aircraft available prior to the quote due date? Accurate pricing for corrosion repair, metal prep, and paint quantity requires direct assessment of the aircraft's current condition. If so, who should we contact to schedule access, and what is the lead time for base access approval?
Answer 1: There is no site visit associated with this requirement.
Question 2: AIRCRAFT CONDITION / EXTENT OF CORROSION: Can the government provide any existing condition assessment, photos beyond those in the SOW, or maintenance history of the C-45? Specifically: (a) What is the approximate square footage of the painted surfaces? (b) Is the existing paint single-layer or multi-layer? (c) What is the known or estimated extent of corrosion/metal deterioration that will require repair prior to painting? I can provide photos if needed
Answer 2: (a) Square footage unknown. (b) There are multiple layers of paint. (c) The aircraft has a lot of flap damage, it still has some fabric flight contracts which will need to be stripped and have sheet metal overlaid.
Question 3: CORROSION REPAIR SCOPE: The SOW states that if corrosion or metal deterioration is discovered, it will be removed and repaired prior to paint application.
Will corrosion repair (e.g., metal fabrication, filler, structural repair) be priced as a separate CLIN or included in the fixed price of CLIN 0001? If it is included, is there a government estimate for the extent of repair anticipated?
Answer 3: Corrosion repair will be covered at the same time per the SOW. The contractor must give an appropriate estimate to cover all costs to perform work within the SOW all covered under CLIN 0001.
Question 4: NUMBER OF AIRCRAFT: The Combined Synopsis references one C-45;
however, the SOW mentions an estimated 14–21 days "per aircraft" and the solicitation title references the plural "aircraft." Please confirm: is this requirement for one (1) aircraft only, or multiple aircraft?
Answer 4: There is one aircraft for this requirement. We utilize that timeframe as sometimes we do more than one aircraft in one shot.
Question 5: PAINT SCHEME DOCUMENTATION: The SOW states the aircraft will be painted in its current paint scheme with all current insignia and markings. Will the government or museum curator provide a paint scheme reference document, color chips, or approved color codes (e.g., Federal Standard 595 numbers) prior to award/start of work, or is the contractor expected to match colors visually on site?
Answer 5: Paint match visually, we have not found the FDS 595 code for this aircraft.
Question 6: SPRAY PROHIBITION CLARIFICATION: Amendment 01 confirms spraying is not allowed. Please clarify whether this prohibition applies to all coatings (primer, color coats, and clear coat), or only to those containing HAPs/VOCs as stated in SOW Section 3.6. Specifically: (a) May any coatings be sprayed if they are confirmed HAP/VOC-free? (b) Is airless or HVLP spray application permitted for any portion of the work?
Answer 6: Per environmental and SOW, spraying is not allowed on Barksdale AFB.
Question 7: BASE ACCESS / BACKGROUND CHECK TIMELINE: What is the typical processing time for contractor base access and background checks at Barksdale AFB? We need to account for this in our schedule, given the 15–30 day post-award start requirement
Answer 7: Contractors can get visitor access requests for up to duration of the project and will coordinate with 2 CONS post award. Processing time is 1-2 weeks.
Question 8: HOURS OF OPERATION: The SOW states hours of operation are 0730– 1500 Monday–Friday. Is weekend work or extended hours permitted if needed to maintain the schedule, and if so, does it require prior approval from the museum or contracting officer?
Answer 8: We have no problem with contractors working extra hrs or weekends, however they will not have access to the museum outside those hrs to utilize water fountain or restroom.
Question 9: WASTE DISPOSAL: The SOW requires the contractor to manage all paint chips, paint, rags, and debris per the Base Hazardous Waste Program Manager. Will the base provide disposal containers/drums, or is the contractor required to provide and haul all hazardous waste off-base at their own cost?
Answer 9: Per the SOW, they will have to place tarps under the aircraft and collect point chips, flakes, debris, etc. every day at the end of the day. Environmental is willing to provide a container and dispose of materials or the contractor can take it off base and dispose of it.
Question 10: TECHNICAL PLAN – REFERENCES: The SOW requires at least 5 positive performance references for historical aircraft restoration within the last 5 years.
Please confirm whether references should be submitted as part of the 3-page Technical Plan or as a separate attachment, and whether government references (e.g., military museums) are acceptable.
Answer 10: The positive performance references must be for Aircraft; not tanks, cars, etc. Photo and references can be submitted alongside the technical plan as a separate document.
