About this file

This is a Question and Answers amendment to a federal contract solicitation for C-45 aircraft paint services issued by the Department of the Air Force's 2D Contracting Squadron at Barksdale Air Force Base, Louisiana. Amendment 01 was issued on 06 April 2026 for solicitation FA460826QS015 and provides clarifications on three key topics submitted by potential offerors.

Regarding paint application methodology, spraying is explicitly prohibited per environmental restrictions and the Statement of Work. For insignia and markings, while some current markings are vinyl graphics, the SOW requires all insignias to be painted, with vinyl approval limited to the curator's discretion and restricted to "Nose Art" only. The government indicated that a Commercial Items (CMI) package is not applicable to this procurement. Offerors are reminded to review all solicitation attachments and amendments for complete requirements. Questions regarding this amendment should be directed to Contracting Officer Thomas Hutchins at thomas.hutchins.2@us.af.mil or (318) 456-3729.
