The contractor shall provide comprehensive paint restoration services including all management, tools, supplies, equipment, parts, and labor necessary to properly prep, sand, prime, and paint the static display C-45 aircraft while ensuring environmental regulation compliance. Work tasks include removing bird proofing and wildlife remnants, tarping the work area, high-pressure washing with water only, scraping and sanding existing paint to feather edge, and addressing any corrosion or metal deterioration discovered during preparation. The aircraft must be repainted in its current paint scheme with all insignia and markings (stars, bars, tail number) reapplied in identical size, color, and location. Engine inlet covers, landing gear, and windows will be repainted; unpainted light fixtures will be masked and protected; and original unpainted metal surfaces will be polished to mirror finish rather than painted. Primer (LICP 200 Industrial or better) must be applied, followed by Industrial Catalyzed Urethane color coats achieving 4.0-4.5 mils wet thickness, then two or more coats of Valspar AC4400 Clear coat HS or better for UV protection and high gloss finish. All paint containing hazardous air pollutants (HAPs) or volatile organic compounds (VOCs) must be applied by rolling or brushing, not spraying, with Safety Data Sheets provided to the CE Environmental Office. Paint chips, rags, and debris will be managed per the Base Hazardous Waste Program Manager's direction.

Performance is scheduled to begin 15-30 days after contract award with an estimated 14-21 day duration, operating Monday through Friday from 0730-1500 hours. The contractor must provide at least 10 years' experience in historical aircraft restoration, at least five positive performance references from similar projects within the last five years, and proof of comparable or larger magnitude restoration projects. The contractor must pass a background check and meet all insurance requirements to work on Barksdale Air Force Base and obtain base access. The contractor will coordinate with Global Power Museum personnel serving as the local point of contact for scheduling and color matching verification.

STATEMENT OF WORK

FOR BGPM

2026 STATIC DISPLAY

PAINT RESTORATION Dated 30 Mar 2026

1.Background for Requirement The C-45 aircraft on static display in the museum airpark needs new paint and minor repairs to mitigate water intrusion and resultant corrosion and must be repainted in order to provide a quality display appearance.

2.Scope of Work The contractor shall provide all management, tools, supplies, equipment, parts, and labor necessary to accomplish the painting of the static display aircraft. The contractor will also be responsible for ensuring environmental regulation compliance.

3.Service Delivery Summary

3.1 The objective of this service is to properly prep, sand, prime, and paint the Barksdale Global

Power Museum C-45 static display aircraft.

3.2 All bird proofing will be removed, and any remnants of nests/wildlife will be removed/disposed of, and new bird proofing installed prior to painting.

3.3 Prior to cleaning and paint removed, the area under the aircrafts will be tarped to contain paint chips for proper disposal. Surface contamination will be removed through use of high-pressure washer utilizing water only. After sufficient drying time, existing paint will be scraped and sanded to feather edge, peeled or otherwise defective paint and to properly scuff surface in preparation for paint application. Care will be taken by contractor during task in order to protect ground underneath and around aircraft from negative environmental impact. At the end of each day or prior to a rain event, paint chips collected on the tarps will be swept up and placed into drums. Tarps will be reused to the greatest extent possible to reduce the amount of waste generated. All paint chips, paint, rags and debris generated will be managed as directed by the Base Hazardous Waste Program Manager. Contractor will meet with Program Manager prior to the start of any activities. If any corrosion/metal deterioration is discovered, it will be removed and repaired prior to paint application.

3.4 The aircraft is to be painted in its current paint scheme with all current insignia and markings.

Insignia and markings (i.e., stars and bars, tail number) will be repainted in the same size, color, and location as they are currently. Stenciling will be reapplied in the proper location and size and painted on.

The aircraft engine inlet covers and landing gear will be repainted as well. The windows will also be prepped and painted and have the same polyurethane clear coat as the rest of the aircraft. Vinyl stickers will not be used unless approved by curator. Unpainted surfaces (landing, taxi lights, navigation, and position lights, etc.) will be masked off and protected from paint overrun. If aircraft skin has original unpainted metal surfaces, they will be polished to a mirror finish rather than painted.

3.5 Care will be taken by contractor during task in order to protect ground underneath and around aircraft from negative environmental impact. Primer (LICP 200 Industrial primer or better) will be applied to ensure solid paint application. The color coats will be Industrial Catalyzed Urethane type paint or better (subjective to approval by curator). You must obtain a wet mil thickness of 4.0-4.5 mils. One coat applied in two medium wet passes may be adequate to accomplish the above specification. If not, a second coat will be applied. Then 2 or more coats of Valspar AC4400 Clear coat HS or better will be applied to give a high gloss and long-lasting UV protection.

3.6 Paint application depends on chemical composition of the paint used. All paint and primers containing hazardous air pollutants (HAPs) and/or volatile organic compounds (VOCs) cannot be sprayed and must be applied by rolling or brushing. All SDS’s must be provided to the CE Environmental Office.

4.Services Provided by Museum Staff Personnel

4.1 Local Representative/Point of Contact (POC). Contractor will work with Global Power

Museum personnel for coordination of time on site. Contractor will work with Museum personnel to properly match paint colors insignias etc..

4.2 Hours of Operation. Performance start date will take place 15-30 days after contract award.

Pending weather due to exterior work, estimated period of performance is 14-21 days per aircraft. Hours of operation 0730-1500 Monday – Friday. In addition, a weekly schedule should be provided and coordinated with the Global Strike Museum personnel.

5. Mandatory Contractor Credentials and Requirements

• Contractor must have a minimum of 10 years’ experience in historical aircraft restoration.

• Contractor must provide at least 5 positive performance references regarding other historical aircraft restoration projects within the last 5 years.

• Contractor must show proof of performing historical aircraft restoration jobs of the same or larger magnitude.

• Contractor will need to be able to work on Barksdale Air Force Base which includes passing a background check and meeting all insurance requirements in order to drive on base and acquire a pass during the period of work.
