About this file

This document is Amendment 01 to a federal solicitation for a Blanket Purchase Agreement (BPA) propane gas contract. The amendment, issued 27 April 2026 by the 2d Contracting Squadron at Barksdale Air Force Base, Louisiana, provides government responses to six questions submitted by potential offerors during the solicitation process, which was originally posted 16 March 2026.

The government requires propane supply services for one existing 1,000-gallon tank that is government-owned and already on-site with available hookups. The contractor is responsible for propane supply only, not tank installation. The government estimates approximately $150,000 in annual gas consumption with refills required from September through March, with a monthly refill expectation. The BPA will not contain a minimum service requirement, but monthly refills are expected as standard practice. No official annual consumption records exist. For questions regarding this amendment, offerors should contact Contract Specialist Damarcus Ikard at damarcus.ikard@us.af.mil. The Contracting Officer is Thomas Hutchins, GS-13, DAF.
