About this file

This is a Memorandum for Record and Questions and Answers document issued as Amendment 5 to federal contract FA460826QC110 for the 2 LRS Mezzanine Project at Barksdale Air Force Base, Louisiana. The memorandum, dated 10 September 2026 and issued by the 2nd Contracting Squadron, provides answers to 30 questions submitted by offerors regarding the solicitation requirements and clarifies ambiguities in the contract documentation.

The Q&A document addresses project specifications across two buildings (4845 and 6237), covering mezzanine design and installation, equipment removal and disposition, material handling equipment requirements including order-pickers and turret trucks, bin shelving installation, lighting, vehicle charging infrastructure, fire suppression tie-ins, electrical panel requirements, and floor preparation. Key clarifications include: on-board charges for forklifts are not mandatory; an enclosed tire rack should be bid as an option with Wel-Fab provided as a reference manufacturer; lighting is required below the mezzanine; all bin shelving on mobile aisles must be removed; the mezzanine clear height is 120 inches; fire suppression tie-in points will be determined at the Post Award Meeting but not exceed 200 feet from the mezzanine; and the Government will unload shelving before contractor demolition begins. The document also confirms that a separate Amendment 1 does not exist as a standalone document but is incorporated into the Combination Synopsis/Solicitation v2, and offerors must acknowledge Amendments 01, 2, 3, and 4 in their proposals. The Technical Proposal Questionnaire has been revised to remove two questions. Inquiries regarding the memorandum should be directed to the Contracting Specialist, SSgt Ashley Lamar.

BARKSDALE AIR FORCE BASE LOUISIANA

10 September 2026

MEMORANDUM FOR RECORD

FROM: 2 CONS/PKP

SUBJECT: Amendment 5, FA460826QC110, 2 LRS Mezzanine Project

1. The purpose of this Amendment 5 is to provide information in the form of a Question and

Answers document, to provide the Technical Proposal Questionnaire Revision 1, and to identify the new Point of Contact.

2. The following questions were submitted to 2 CONS and the answers to each are highlighted below in red:

Question 1: Are on-board charges mandatory on the forklift?

A: No.

Question 2: During first site visit, it was stated that a tire rack is no longer needed, but the Purchase Description still references one. Which is correct?

A: Enclosed tire rack should be bid as an option on the contract. Determination on whether to exercise will be made at time of award. A recommended manufacturer is provided for reference only; vendors may propose a brand‑name or equal product –

Wel-Fab

Toll Free (888) 275-0881

Fax (609) 267-6751

Question 3: Are lights required above or below the mezzanine?

A: Lighting is required below the mezzanine.

Question 4: Is vehicle charging required in bldg. 4845? It is not talked about in the

Purchase Description but appears in the drawing GBR602-02 and is referenced in PD, pg

2 of appendix D. If required, please confirm the necessary amperage.

A: Appendix C, page. 2 provides charging specifications for 4845.

Question 5: Please confirm how much of the bin shelving on the mobile aisle system must be removed.

A: All bin shelving on the mobile aisle is to be removed as specified in Appendix G.

M-Flight will retain some green racks, orange beams, and grey grates. Due to sizes, amount we will retain is unknown at this time. All others will be given to contractor to dispose.

Question 6: What is the required height of the mezzanine?

A: Height of mezzanine is shown on AF Drawing GBR602-02.

Question 7: Buildings 4845 and 6237 are both in the scope of this solicitation.

GBR602-01 and GBR602-02 are both Building 4845. Nothing in Building 6237 is documented: not the rack layout, not the aisles, not the charger location.

The base scope there, CLIN 0005, is an order-picker that must be provided and installed in existing rack, and installation cannot be priced against an unknown.

Access or a drawing. Will the Government make Building 6237 available for a site visit before 15 September 2026, or provide a layout drawing of the building? A single walkthrough or one drawing would answer most of the questions below and would put all offerors on the same footing.

A: No additional site visits will be scheduled.

Question 8: Guide rail in Building 6237. Amendment 4, answer to Question 14, states "Building has existing mechanical rail guides in place between aisles."

Our question named Buildings 4845 and 6237, and the answer identifies only one building without saying which. The second half of that question, whether the contractor is responsible for furnishing and installing floor-mounted guide rail, was not addressed. Please confirm:

Part 1. Are existing mechanical rail guides in place in Building 6237, in every aisle the order-picker must serve, and do they run the full aisle length?

A: Guide rails currently exist.

Part 2. If rail is absent, incomplete, or not serviceable, is furnishing and installing it the contractor's responsibility under CLIN 0005?

A: No.

c. If so, approximately how many linear feet of aisle require rail?

A: Guide rails currently exist. The width between each rail is 60 inches.

Question 9: Aisle and rack geometry in Building 6237. Appendix D requires the order-picker to operate with a 40 x 48 inch pallet in 66 inch aisles and to lift 240 inches. Please provide, or allow us to measure: the clear aisle width between rack faces, the aisle length, and the top beam or top storage level elevation of the existing rack.

A: Specifications provide all necessary information required to bid.

Question 10: Overhead clearance in Building 6237. The order-picker collapses to 120 inches and lifts to 240 inches. Please confirm the lowest overhead obstruction over the rack aisles, including light fixtures, ductwork, sprinkler branch lines and conduit.

A: Specifications provide all necessary information required to bid.

Question 11: Electrical in Building 6237. The charger circuit is the only electrical work in this building. Please provide:

Part 1. The location and identification of the nearest panel to the rack area, and whether

240V is available with spare capacity for the order picker charger.

A: Sufficient power is available for charger.

Part 2. Whether a standard 110V wall outlet exists near where the 10,000 lb pallet jack under CLIN 0016 will be stored, since its on-board charger runs on standard outlet power.

A: Yes, outlet exists.

Part 3. Where the Government wants the order-picker charger located. Appendix C shows the Building 4845 charger location on GBR602-02. Appendix D shows nothing, because no drawing of Building 6237 exists.

A: As-builts provided from previous project denoting charger location.

Question 12: Delivery access to Building 6237. Clear width and height of the door through which the order-picker, straddle stacker and 10,000 lb pallet jack will be delivered, and whether it is dock or grade level.

A: Delivery route/specifics discussed during post award meeting. Dock is not assumed to be available for unloading.

Question 13: The enclosed tire rack, CLIN 0019. Appendix F sets the location adjacent to Building 6237 after award. Two questions can still be answered now:

Part 1. Is the intended area paved, and can a forklift reach it?

A: Yes to both.

Part 2. What is the actual weight and outside dimension of a B-52 wheel and tire assembly?Amendment 4, answer to Question 10, requires the rack to support the entire wheel and tire assembly. Appendix F gives 56 inch diameter, 16 inch width and 600 pounds per tire, which reads as a bare tire figure. If the assembly weighs materially more, the rack as specified is undersized, and we would rather establish that now than build to a specification that does not hold.

A: No drawings are available at this time.

Question 14: Deck and rail disposition. Please confirm which of the following the Government requires under CLIN 0007:

Part 1: Remove the shelving, rack and carriages only, and leave the raised concrete deck and its embedded rails in place; or

A: Embedded rails and concrete are to remain.

Part 2: Remove the shelving, rack and carriages and demolish the raised concrete deck and embedded rails, restoring the floor to the elevation of the surrounding slab. If (b), please confirm the required finish of the restored floor, since grinding bolts and filling holes does not describe concrete demolition and slab replacement.

A: The existing slab will be used to house the mezzanine. Only removal of shelving and racks will be undertook by the contractor.

Question 15: The perimeter ramps. Our site representative received differing answers from Civil Engineering and Contracting on whether the diamond plate ramps are to remain, be removed, or be replaced. Please confirm their disposition.

A: Ramps are to remain.

Question 16: If the deck remains, how does it interact with the mezzanine? The new mezzanine on GBR602-02 occupies substantially the footprint of the equipment being removed. If the raised deck stays in place, please confirm whether mezzanine columns and base plates are to bear on that deck, and confirm the deck's construction and load capacity.

A: Mezzanine does not interact with the ramps and footprint should be contained on the concrete.

Question 17: Which aisles will the turret truck serve? Appendix C requires the turret truck to interface with existing pallet rack in Building 4845, while Appendix

G removes the pallet rack on the powered mobile aisle.

Building 4845 contains two separate powered mobile aisle systems: bin shelving with blue bins in the aisles numbered approximately 18 through 38, and green upright, orange beam pallet rack in the aisles numbered approximately 44 through

60. Appendix G removes both.

On site we were told only that the turret truck will use "the large aisle." Please identify by aisle number which rack and which aisles the turret truck is to serve after the Appendix G removals are complete, and confirm whether any removed rack is to be re-erected, and by whom. Appendix D's order-picker raises the same question for Building 6237, which we have not been able to see.

A: Specifications provide all necessary information required to bid.

Question 18: How much pallet rack is actually retained? Appendix G directs that pallet rack components be palletized and bundled for future Government use, and the Technical

Proposal Questionnaire still requires us to confirm we will do exactly that. Amendment 4, answer to Question 2, states the Government will keep approximately 10 green racks, 40 orange beams and 20 gray grates. On site we identified these as the green upright frames, the orange load beams and the gray wire mesh deck panels. Please confirm which quantity governs, and confirm that all remaining pallet rack is contractor disposal.

A: All pallet rack components shall be palletized and/or bundled together for future use per Appendix G.

Question 19: New bin shelving configuration. Appendix B sets bin shelving per

GBR602-02. Please confirm whether the new shelving is to be a standard modular height and depth or a specific height and depth, and whether the existing shelving dimensions are to be carried forward or changed as a result of the mezzanine.

A: Specifications provide all necessary information required to bid.

Question 20: Is the 120 inch dimension the clear height or the top of the decking?

GBR602-02's front view shows a 120 inch dimension on the columns, a 1 foot 6 inch dimension at the deck edge and 3 feet 6 inches at the railing. The Technical Proposal

Questionnaire requires "Clear height under mezzanine" and "Height of decking surface above floor" as two separate answers, so they are not the same number. Appendix A defers both to the drawing.

A: 120 inches is the clear height.

Question 21: Fire suppression tie-in point. We were unable to locate the tie-in point during the site visit, and Contracting asked that we submit this in writing. The Cover

Purchase Description states the tie-in point will not exceed 200 feet from the mezzanine.

Please identify the intended tie-in point, or confirm the 200 foot figure may be relied upon for pricing.

A: Per Appendix A: “Location of tie-in point TBD at time of Post Award Meeting but not to exceed 200 feet from the location of the mezzanine.”

Question 22: Existing fire protection and life safety documentation. The mechanical room was locked during the site visit and we could not examine the riser. Amendment 4, answer to Question 6, requires a Qualified Fire Protection Engineer stamp on both the life safety drawings and the fire suppression and fire alarm drawings. Please provide the existing fire protection as-builts or hydraulic calculations for Building 4845, the most recent flow test data, and any existing life safety or egress plan.

A: Per Appendix A: “Contractor shall perform a flow-test to ensure the existing building fire suppression system has sufficient flow for the new system.”

Question 23: Electrical panel data. We located the panels serving this area during the visit, on the interior block wall with six conduits entering the top and a "DO

NOT BLOCK" placard on the door, but they were locked and the identification labels are not legible from our photographs. Please provide panel schedules for the panels serving the mezzanine area and the vehicle charging area shown on

GBR602-02, including available spare capacity and confirmation that 240V is available for the charger circuits.

A: Sufficient power is available for equipment specified.

Question 24: Government materiel relocation. Both mobile aisle systems remain loaded. Please confirm the Government will relocate all stored materiel from the equipment identified in Appendix G before the contractor's demolition start, and indicate the expected timing relative to notice to proceed.

A: Government will unload shelving in preparation for demolition of equipment.

Questions regarding timing shall be discussed at the Post Award Meeting.

Question 25: Base Fire Department review duration. Amendment 4 sets design complete at 60 days after receipt of order. The Cover Purchase Description gives the Government two weeks to review submittals and one week for resubmittal.

Please state the expected duration of Base Fire Department review of the sprinkler and life safety drawings, and confirm whether it runs concurrently with the

Government's submittal review or sequentially after it.

A: All reviews shall be conducted concurrently as part of the shop drawings.

Question 26: Amendment 1. The posted package contains the Combination

Synopsis/Solicitation v2 and Amendments 2, 3 and 4. Our quote must include a statement agreeing to all solicitation amendments. Please confirm whether an

Amendment 1 was issued separately, or whether the "v2" Combination Synopsis/

Solicitation is itself that amendment.

A: Amendment 01 was issued to update Attachment 2 – Purchase Description and is already incorporated into the posted Combination Synopsis/Solicitation v2. The updated file, titled Attachment 2 – Purchase Description_Redacted Version 2, reflects all changes made under Amendment 01. No separate Amendment 1 document exists beyond what is included in the v2 package. Please acknowledge

Amendment 01 along with Amendments 2, 3, and 4 in your offer.

Question 27: Appendix A (pg. 4) states that on/off switch locations are shown on picture GBR602 2; however, they do not appear to be present.

A: On/off switches shown on AF Drawing GBR602-02. They are located next to each set of stairs.

Question 28: The Purchase Description does not mention that the slabs on the ground are different heights.

A: Grout can be used in accordance with manufacturers recommended procedures to address any floor irregularities.

Question 29: Are contractors required to remove the slanted ramps, or should they remain in place?

A: Ramps shall remain.

Question 30: Are drawings available showing the original floor layout of the embedded rails in bldg. 4845, including distances between each rail?

A: Drawings are not available at this time.

3. The Technical Proposal Questionnaire has been corrected to remove two (2) questions. The updated file is titled GBR602- Technical Proposal Questionnaire (REV1) and can be located in the attachments.

4. Any questions or concerns regarding this memorandum can be directed towards the

Contracting Specialist, SSgt Ashley Lamar at ashley.lamar@us.af.mil.
