MEMORANDUM FOR: Vendors/Offerors

FROM: 2d Contracting Squadron/PKP 801 Kenney Avenue, Building 4400, Suite 2300 Barksdale Air Force Base, Louisiana 71110

SUBJECT: Amendment 4, FA460826QC110, 2 LRS Mezzanine Project

1. The purpose of issuing Amendment 4 is to provide information in the form of a Question and Answers document. The following questions were submitted to 2 CONS and the answers to each are highlighted below in red:

Question 1: Will the disposal be the responsibility of the contractor or will there be a site on base to dispose of said equipment/materials?

A: Contractor is responsible for removal and disposal of existing equipment.

Question 2: What materials/equipment will be kept for future use after removal and what amount will be disposed of?

A: Approximately 10 Green racks, 40 orange beams and 20 grey grates.

Question 3: Are any of the racks/ shelves cemented into the ground?

A: Existing rack is bolted or located on mobile aisle carriages. Appendix G requires any remaining bolts to be ground level to the floor and holes filled with an epoxy/resin.

Question 4: Will the current rating for the mezzanine be changed to accommodate any future plans?

A: Mezzanine specifications are sufficient for planned usage and will stay at current rating - 150 pounds per square foot.

Question 5: What is the current rating/PSI for the concrete pad (where the mobile sits)?

A: Concrete is a minimum of 6” thick with 6” compact fill, 6x6 wire mesh and a minimum strength of 3000 PSI

Question 6: Has the Fire Department/CE approved the framework for the fire suppression system?

A: Requirements regarding fire suppression are as described in the Cover PD and Appendix A. Contractor is to conduct flow test of building system as part of their fire suppression design to ensure no issues with supply. Submitted drawings required to be

BARKSDALE AIR FORCE BASE LOUISIANA

FA460826QC110, 2 LRS Mezzanine Project, Amendment 4 sealed by a qualified registered Professional Engineer in Louisiana which will be reviewed as part of the approval process. Coordination with Base Fire Department will be necessary to hook into the existing system.

• The contractor must first design the wet-pipe sprinkler system.

• The fire suppression design and hydraulic calculations must be sealed by a qualified Professional Engineer.

• This complete design package must then be provided to the Contracting Officer's Technical Representative (COTR) for approval.

• The contractor shall provide shop drawings for the system layout and fire suppression to be stamped and submitted for approval by the Base Fire department.

We will require a QFPE stamp both the life safety and fire suppression/fire alarm systems (contractor provided drawings), for government review and comment/approval.

Question 7: Will a lift gate be required by the contractor to bring supplies in and out of the building?

A: Base will discuss in post award phase.

Question 8: What area will contractors be allocated for entrance to the building? Will they have any designated areas for set-up?

A: Base will discuss/confirm in post award phase.

Question 9: Purchase description had no mention of the electrical components that will need to be brought back. Will CE handle this or will this also be the responsibility of the contractor? (Mobile/active rack area) If this will be on the contractor, please specify what electrical work will need to be done.

A: Removal of existing mobile aisle (active rack) to include all electrical components of said system are to be removed by the contractor as described in Appendix G. While a detailed step-by-step for the demolition is not provided, the contractor's work must comply with the NFPA 70 (National Electrical Code) and UFC 3-520-01. This means the contractor must safely disconnect all wiring and conduit from the old mobile shelving and properly terminate those circuits at their source (likely an electrical panel), ensuring the area is left in a safe condition that meets all applicable codes.

This is a turnkey project complete project; NO unfinished or non-working components should be left for the government or other contract/contractor to resolve.

Question 10: For the tire racks, will it just be the tire or the whole "wheel and tire assembly" that needs to be supported?

A: Entire wheel and tire assembly must be supported.

Question 11: The longest piece of sheet metal was 22ft long. The purchase description dimensions will not accommodate this. Is this ok or will there need to be a change to the specifications?

A: No change to specifications required.

Question 12: What exactly is a Stock Assist Vehicle?

A: Stock assist vehicles are also commonly referred to as a "Work Assist Vehicle." An example of this equipment is the following: Crown WAV series or comparable.

Question 13: How will this be awarded? Can a Vendor bid for a portion of the project (i.e., the Mezzanine section only)?

A: No. To be acceptable, the vendor must submit a quote that will satisfy the entire purchase description. Although some of the equipment includes the option to buy either one or multiple, the contractor must be able to provide everything in the purchase description. The subsequent award will be Firm-Fixed Price (FFP).

Question 14: Appendices C and D require rail guidance in the aisles of the existing pallet rack, while the Technical Proposal Questionnaire asks about "wire guidance, embedded rails, and end of aisle slowdown." Please confirm (a) which guidance method governs, and (b) that the contractor is responsible for furnishing and installing the floor-mounted guide rails in the existing aisles of Buildings 4845 and 6237.

A: Technical Proposal Questionnaire has been updated to remove this reference. Building has existing mechanical rail guides in place between aisles.

Question 15: Appendix D requires the order picker to have a minimum rated capacity of 3,000 pounds at 24-inch load centers with a 240-inch lift. Standard commercial order picker trucks are generally rated at or below 1,500 pounds. Given the Cover PD's preference for standard commercial components (paragraph 3.3.1.3), please confirm whether 3,000 pounds is the requirement or whether a standard commercial order picker capacity is acceptable.

A: 3,000-pound capacity is required. All major manufacturers should have options that meet this specification.

Question 16: Please confirm the required or desired period of performance, or whether the Government will evaluate offeror-proposed delivery dates without a maximum.

“Period of performance is 240 days from acceptance of offer.”

A: Design - 60 DARO. Equipment Delivery - 180 DARO. Install Complete - 210 DARO.

System Tests Complete and Final Acceptance - 240 DARO.
