About this file

This is a Determination & Findings document for single source procurement authority issued by the United States Air Force, 2d Contracting Squadron. The document authorizes the procurement of an AFGSC/HQ Emergency Power Generator from a single source under the brand name requirement of Cummins. The contracting officer, RANDY W. TEDROW, TSgt, USAF, signed the determination on July 21, 2026.

The Air Force Civil Engineer Center (AFCEC) has mandated standardization of all facility backup generators across Air Force installations to reduce total cost of ownership, encompassing initial procurement, maintenance, and operator training costs over the equipment's lifecycle. AFCEC/CO's evaluation team conducted selective inventory control analysis using data from the BUILDER Sustainment Management System to assess existing generators by manufacturer, percentage representation in inventory, component replacement value, and remaining service life. The evaluation team, which included the Installation Electrical Systems Sub-AMP Manager and Power Production subject matter experts, determined that Cummins backup generators best meet the Air Force's standardization objectives for Barksdale Air Force Base, LA. The procurement authority is justified under RFO 11.204(a)(2)(ii) for brand name requirements and RFO 13.101(b) for noncommercial products where only one source is reasonably available, with the Contracting Officer serving as the approval authority per DAF Approval Authorities Matrix PM 26-C-11.

DETERMINATION & FINDINGS

Authority to Solicit from a Single Source (at or below the SAT)

1. Agency and Contracting Activity: United States Air Force, 2d Contracting Squadron

2. Nature and/or Description of the Action:

AFGSC/HQ Emergency Power Generator

3. Citation to the Appropriate Regulation:

(Contracting Officer Instruction: Select the applicable authority for this acquisition)

RFO 8.401 and GSAR 538.7104-3(a) (FSS Orders): The circumstances of the acquisition deem only one source reasonably capable of providing the products, services, or solutions.

RFO 11.204(a)(2)(ii) (Brand Name): The particular brand name, product, or feature is essential to the Government's requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet the agency's needs or cannot be modified to meet the agency's minimum needs,.

RFO 12.102(a) (Commercial Products and Services): Only one source is available,.

RFO 13.101(b) (Noncommercial Products and Services): Only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization),.

4. Findings:

The Air Force Civil Engineer Center (AFCEC) has directed the Standardization of all facility backup generators to allow the Air Force to significantly reduce the total cost of ownership which includes the initial procurement, subsequent maintenance, and associated training costs to operate the system over its life-cycle. Since standardization is a long-term strategy, the Installation electrical Systems Sub-AMP Manager and Power Production subject matter experts do their due diligence during the market research process to mitigate any prolonged adverse effects. The approved AFCEC memorandum serves as AFCEC/CO's official guidance for the evaluation, recommendation, and subsequent approval of a single manufacturer for backup generators at Barksdale Air Force Base, LA. AFCEC/CO's Evaluation Team performed selective inventory control analysis of the most current data contained in the BUILDER Sustainment Management System (SMS) report. The inventory control shall be the backup generator subset with variables being (1) the manufacturer, (2) the percentage of said manufacturer represented in the overall existing inventory, (3) the total Component Replacement Value (CRV) of said manufacturer's components, and (4) the mean Remaining Service Life (RSL). AFCEC, in coordination with the Installation Electrical Sub-AMP Manager and Power Production subject matter experts were a part of the evaluation team in this Standardization decision to procure a Cummins backup generator as a brand name requirement.

5. Determination: Based on the findings above, the proposed sole source or brand name action is justified under the applicable regulation.

6. Signatory Authority: (Contracting Officer Instruction: In accordance with DAF Approval Authorities Matrix PM 26-C-11 Matrix Item 51 for RFO 13.101(b) actions and GSAR 538.7104-3(a) for FSS orders, the Contracting Officer is the approval authority for these determinations).
