About this file
This is a Women-Owned Small Business (WOSB) set-aside solicitation (FA460825R0007) for pool maintenance services at Barksdale Air Force Base, Louisiana. The Air Force Global Strike Command is seeking quotes for comprehensive pool maintenance including chemicals, repairs, pump/motor maintenance, and painting services. The base period runs from October 1, 2025 to September 30, 2026, with four option years extending through September 30, 2030. Line items include pool maintenance and chemicals (12 months), small pool repairs ($3,000 lot), main pool repairs ($5,100 lot), pump and motor repairs ($10,200 lot), and painting with labor services (1 each). All services are firm fixed price with identical option year structures.
Key submission requirements include a site visit on August 14, 2025, questions due by August 18, 2025, and quotes due August 26, 2025 at 12:00 PM CST. Contractors must provide technicians with Certified Pool and Spa Operator (CPO) licenses and submit a technical plan (maximum 3 pages) addressing personnel experience, annual pool cleaning procedures, pool painting processes, and water quality response protocols per AFMAN 48-114 standards. The contract incorporates Service Contract Labor Standards and includes a wage determination. Evaluation will be based on price (primary factor) with technical evaluation for the three lowest-priced quotes, with technical and past performance being equal in importance when combined. The contracting officer is Thomas Hutchins from the 2d Contracting Squadron at Barksdale AFB.
