DEPARTMENT OF THE AIR FORCE

2D CONTRACTING SQUADRON

BARKSDALE AIR FORCE BASE LOUISIANA

16 July 2025

MEMORANDUM FOR CONTRACTORS

FROM: 2CONS/PKA

801 Kenney Ave, Suite 2300 Barksdale AFB, LA 71110

SUBJECT: Amendment 02, FA460825QS035, Oil Water Separator BPA

1. The purpose of this Amendment is to:

a. Provide supplemental information in the form of a Question and Answers document.

b. Schedule a site visit.

c. Extend the due date and time for this solicitation.

2. The following questions were submitted to 2 CONS by the question deadline of 1:00 PM

CST, 7 Jul 2025:

Question 1: Do you want to see base year + 4 option years as one blended lump sum pricing?

Answer 1: The ordering period will be for 5 years. You will submit your current pricelist for pricing and this will be adjusted/validated annually.

Question 2: Do you want to see base year + 4 options years broken out by contract year?

Answer 2: The ordering period will be for 5 years. You will submit your current pricelist for pricing and this will be adjusted/validated annually.

Question 3: Historically how many average vac-truck trips has the contract generated per year?

Answer 3: The previous contract had a time interval. This BPA is “as-needed” so there is no specific history of how many vac-trucks were generated per year with this type of contract.

Question 4: Does any duty section have a “max load” trigger that drives a requirement for cleanout regardless of tank capacity?

Answer 4: The trigger is based upon the anticipated workload. When the OWS is inspected and it is noticed that it needs to be cleaned, CEIEC will notify CEO and CEO will give notice to contractor that a cleaning needs to occur.

Question 5: Do duty sections prefer “milk run” consistency of cleanouts (i.e. 1x/mo, 1x/2-mo, 1x/Qtr, etc.) or is it predominantly 24/7 as needed based on mission requirements?

Answer 5: As needed. The higher usage OWS will be more frequent. The smaller usage OWS will be irregular intervals. Preferably once a year for all.

Question 6: Do they have preferred time of day or day-of-week for cleanouts?

Answer 6: Preferably during normal working hours.

Question 7: Will any of the oil/water separators be on the flight line requiring additional badging, or security clearance?

Answer 7: Contractors will be escorted onto the flight line by base personnel. All cleanings will be scheduled by CES so that entrance into facilities are permitted at the time of cleaning.

Question 8: Does the Air Force have a list of approved waste disposal site that we would be required to use?

Answer 8: There are no lists available. Contractors must use an EPA and State approved and licensed waste disposal facility. CEIEC requires that the contractor provides the disposal facility information prior to being awarded the contract for verification.

Question 9: Is there a current map of all 15 of the oil/water separators, or can they be located on a site drawing?

Answer 9: CEIEC will provide a map.

Question 10: Will the driver of the vehicle performing the work need to be escorted to all oil/water separator locations?

Answer 10: Just to the ones in secured areas on the flight line. All cleanings will be scheduled by CES so that entrance into facilities are permitted at the time of cleaning.

Question 11: Would we be able to get an annual badge/pass for our driver and any other personnel needing access?

Answer 11: Yes as long as personnel can meet background check requirements.

Question 12: Can you provide a list of permits/certifications/licenses required to comply with all the environmental?

Answer 12: No. Contractors must comply with ALL local, state, and federal regulatory requirements.

Question 13: Is there any disinfection/treatment needed, or just pressure washing?

Answer 13: No disinfection/treatment needed unless the disposal site requires it. Pressure washing is only needed to remove solids attached to the system.

Question 14: What is the procedure for obtaining access or escorts on/off base?

Answer 14: Coordination will be done with CEO for access at the time the call out is made. All cleanings will be scheduled by CEIEC in coordination with CEO so that entrance into facilities are permitted at the time of cleaning.

Question 15: Is there specific PPE/safety training requirements needed? (OSHA, TWIC etc.)

Answer 15: BAFB CEIEC has no specific requirements. If the contractor must enter the OWS for cleaning BAFB SE requires a confined space program to be completed. The POC for that is Mr. Rick Knowles (richard.knowles.4@us.af.mil, (318)456-2560.

Question 16: Are there any safety or orientation classes that must be attended first, and how frequently? (site specific, daily safety standdowns or videos)

Answer 16: BAFB SE has no specific requirements. Safety plan may be required.

CEIEC has a facility SPCC and per the EPA SPCC requirements, facility owners or operators train oil-handling personnel to ensure proper implementation of the SPCC to prevent oil discharges. Oil-handling personnel include employees engaged in the operation, maintenance, or emergency response activities related to oil storage containers, equipment, or systems (such as OWS). This includes personnel involved in cleaning, inspecting, or maintaining OWS to ensure proper function and prevent oil discharges (112.7(f)(1)). Training is required annually to ensure personnel maintain adequate understanding of the SPCC plan and related procedures. Once the contract is awarded, CEIEC will get in contact with contractor to set up date and time for SPCC training. ALL personnel that will be working the OWS cleaning, (besides secretaries, clerks, and other personnel who are never involved in operation or maintenance activities related to oil storage or equipment, oil transfer operations, emergency response, countermeasure functions, or similar activities), must attend the training. If they are unable to then CEIEC mailto:richard.knowles.4@us.af.mil can schedule alternate times.

Question 17: Any type of deliverables expected other than just the cleaning?

Answer 17: Invoice and a report of what was removed, how much was removed, and process of removal/scope of work. Final disposition and manifest load ticket is required.

Question 18: Are the drying beds available for use in disposing of uncontaminated liquids from the oil/water separators, or must all waste be transported off-site to an authorized facility?

Answer 18: No. The drying beds cannot be utilized because Barksdale does not have a LDEQ authorizing disposal. All waste must be transported off-site to an authorized facility.

Question 19: Is there a process or access available to obtain a sample from the oil/water separators to build a waste profile prior to bid submission, or will BAFB provide the profile?

Answer 19: Yes. Access can be arranged for samples to be taken by the contractor prior to bid submission. It is in the statement of work that the Contractor shall contact 2 CES/CEIEC (318-456-4694 or 318-456-5273) to confirm that testing analysis and/or profiling of the waste materials in the infrastructures has shown to be non-hazardous.

Analysis may be conducted by the Contractor for these purposes and provided to 2 CES/CEIEC (2ces.environmental@us.af.mil) with the approval of 2 CES/CEIEC. If such tests indicate a presence of a Hazardous Waste (HW), the environmental office shall be responsible for disposal of hazardous contents.

Question 20: Must a waste profile be in place before a manifest can be issued for disposal at an authorized site like Webster Parish Landfill, or can this be coordinated post-award?

Answer 20: The waste profile is going to be required by whichever authorized site is used, so it can be done post-award and must be done before shipping the material to the authorized site.

Question 21: Is there a recommended method or data (e.g., historical disposal costs, waste characterization) available to estimate disposal costs for the bid, or should we base costs on industry standards?

Answer 21: There is no historical data available. Bids should be based off industry standards. Based upon user knowledge, our expectation is that no OWS residue would be characterized as hazardous waste.

mailto:2ces.environmental@us.af.mil

Question 22: Does the government have lab data on each of the units?

Answer 22: No.

Question 23: Is the contractor required to collect lab data on the units?

Answer 23: It is recommended.

Question 24: Are the OWS in use, being returned to us, or being discontinued?

Answer 24: The OWS are in use.

Question 25: There are 15 Wash Racks listed, are all of them operational and included in this contract?

Answer 25: If it’s on the list, then it’s included.

Question 26: Will pressure washing each oil water Separator be expected after each pump out service?

Answer 26: No. The SOW lists the processes we ask the contractors to follow. Pressure washing after the pump out service is not included in the SOW. Pressure washing is only requested to remove solids attached to the system chambers and components.

Question 27: Most of the oil water separators have not been serviced for 10-20 years -will all 15 have an initial cleaning requirement at the start of the contract?

Answer 27: They were last serviced in the Spring of 2023. Not all of the OWS will need to be cleaned initially. Once the BPA is in place, CES can provide list of OWS that need to be cleaned initially.

Question 28: What is the expected response time once a service request is received?

Answer 28: CES will give approximately 1-2 month notice unless for some reason there ends up being an emergency.

Question 29: Will Environmental be the sole point of contact for all the oil water separators or will contact info be provided for each user?

Answer 29: CEIEC and CEO will be primary points of contact. CEIEC will be for compliance and CEO will be for financial and scheduling.

Question 30: Is there an accessible high volume freshwater source located on base to utilize tank refills, etc. during the cleaning process?

Answer 30: The water from the OWS will be put back into the OWS once POL is removed.

Question 31: Is heavy equipment (track hoe, backhoe, etc.) use allowed in cleaning the O/W separator?

Answer 31: If its industry standard process to do so. The contractor is responsible for damages to the system that occurs during cleaning.

Question 32: Can you please provide photos of the units and piping that needs to be serviced?

Answer 32: CEIC can provide photos of units. Piping photos may not be available.

Question 33: If possible, can we get the dimensions of each separator.

Answer 33: The dimensions can be provided.
