About this file
This document is Amendment 02 for a Request for Quotation (RFQ) for Paxton Locks, solicitation number FA460825QS032, issued by the 2D Contracting Squadron at Barksdale Air Force Base. The amendment extends the RFQ deadline to 4:00 PM CST on 2 July 2025 and incorporates vendor questions and answers, including clarification that 15 HES 9600 strikes are needed, with only one door linked to one striker. A key revision to the Performance Work Statement now stipulates that the contractor will be responsible for all painting required after equipment installation.
The procurement is a 100% small business set-aside for procuring and installing 15 Paxton-compatible access control systems for the 2nd Security Forces Squadron, with a 30-day performance period after award. The total project involves installing access control panels, KP75 keypad readers, electric strikes, lever locks, door wraps, and CAT6 cabling. Vendors are advised to submit their most advantageous pricing, as the award will be based on a best value determination considering price and technical factors. Interested parties can contact the Contract Specialist, SrA Lorenzo Kawaihalau-Delena, at lorenzo.kawaihalau-_delena@us.af.mil or 318-456-9729 for additional information.

DEPARTMENT OF THE AIR FORCE
2D CONTRACTING SQUADRON
BARKSDALE AIR FORCE BASE LOUISIANA
23 June 2025
MEMORANDUM FOR RECORD
FROM: 2d Contracting Squadron/PKA
801 Kenney Ave, Suite 2300
Barksdale AFB LA 71110
SUBJECT: Amendment 02 – FA460825QS032 – Paxton Locks
1. The purpose of this Amendment is to:
a. Incorporate additional questions and answers to the solicitation.
b. Post revised Performance Work Statement (PWS), dated 23 June 2025.
“The Contractor shall be responsible for all painting required following the installation of equipment” was added.
c. Extend the RFQ deadline.
2. Vendor Questions:
Question #1: After reviewing the amendment, I see there are double doors, but the solicitation asks for 9 HES 9600 Strikes then asks for 6 HES 9600 Strikes, Did the
Government make a mistake on what is needed per door?
Answer #1: 15 HES 9600 total and only have one door linked to one striker.
Question #2: Most doors seem to have a bigger older reader. Who would be responsible for painting if the new readers were smaller?
Answer #2: The contractor will be responsible for painting.
Question #3: Would the Government consider a site walk to access the doors, so proper quotes are given?
Answer #3: Can you please elaborate on what exactly you mean by “site walk”? If you are referring to a site survey with the contractor, yes, I will remain available to have contractors come by and review the doors.
Question #4: Would the Government consider extending this RFQ until after the Fourth of
July?
Answer #4: If the RFQ needs to be extended, yes, we are okay with doing what we have to.
3. It is the responsibility of the Offeror to read the entire Performance Work Statement and all accompanying attachments of the RFQ and RFQ Amendment(s) for FA460825QS0032.
