STATEMENT OF WORK

PORTABLE CHEMICAL LATRINES

1. DESCRIPTION OF SERVICE. The contractor shall perform rental and servicing of portable chemical latrines at Barksdale Air Force Base in accordance with all applicable local, state, and federal regulations, standards, instructions, commercial practices, and as described in the Statement of Work (SOW) with the focus on safety, sanitation, and customer service. The contractor is encouraged and expected to use innovative approaches to efficiently and effectively accomplish SOW requirements in a timely manner at reduced costs. Service workload and locations are listed in Appendix A. There is not a scheduled site visit for this requirement.

1.1. Rental.

1.1.1. Appearance. The portable latrine facilities shall be clean in appearance, free of required maintenance, and have interior dimensions large enough to accommodate one person. Each facility shall contain a chemical toilet, seat, seat cover, urinal, two toilet paper holders, hand sanitizer dispenser, and vent stack. The facility shall be provided with rainproof vents and access for pumping of contents. Latrines shall be capable of positive locking from the interior.

Latrines shall have an option of anchoring to the ground for use on the airfield, ball fields, open areas, and other precarious locations. Additionally, facilities shall be constructed to withstand repeated handling.

1.1.1.1. The exterior color of portable latrines shall comply with Color of Standard 595, Color No. 23690, or one approved at time of submittal similar to light tan.

1.1.1.2. Each portable chemical latrine shall have placed on the outside of the door a two inch (2 in.) high number, corresponding to the number of portable latrine units assigned to the contract.

1.1.1.3. Each portable chemical latrine shall have placed on the inside wall contrasting signage, in one-inch-high lettering, viewable upon entry:

1.1.2. Location. The portable chemical latrines shall be located as coordinated through the Water and Waste Section (456-8919). The contractor shall contact the Water and Waste Section (456-8919) prior to moving portable latrines onto the base to coordinate changes in location.

1.2. Service.

1.2.1. Unit Service. Portable latrine service on each portable chemical latrine shall consist of supplying two rolls of toilet paper in accordance to Appendix A. (one roll must be a full roll), hand sanitizer (and replacement of empty container), pumping of waste contents, cleaning with chemical placed into the waste holding tank, deodorizing block furnished in the urinal, exterior and interior surfaces are clean (dirt/dust, cobwebs, algae/mineral deposit are removed) and sanitized, and inspection and necessary repair of all latches, holders, hinges, door closures, handles, screenings, pop rivets, cracked material, and overall facility integrity. The floors must be solid.

1.2.1.1. Portable chemical toilet locations shall be verified by visiting the Water and Waste Section (Bldg 5950) prior to service operations beginning.

1.2.1.2. The contractor shall be responsible for maintenance, repair, and replacement of latrines as required.

1.2.1.3. The contractor shall provide a telephone number for necessary communications during normal duty hours (0730-1630, Mon-Fri excluding federal holidays). Response to government call shall be within two hours.

1.2.1.4. Contractor’s vehicle used to perform latrine servicing shall be maintained in clean, sanitary condition with minimal odors and free of significant mud accumulation.

1.2.2. Additional Service. The contractor shall provide 15 additional portable latrine units, along with the cleaning service, annually in accordance with CLIN 0002 on the Bids Schedule.

CLIN 0002 allocates funding for the potential additional services. Services will be provided weekly Monday through Friday as requested by Technical Focal Point (TFP) personnel with a minimum of 24-hour notice. Additional cleanings shall be conducted by individually identifying the portable chemical latrines specified Appendix A.

2. SERVICE SUMMARY. The contractor service requirements are summarized into performance objectives relating directly to the service needed. The performance thresholds briefly describe the minimum acceptable levels of service required for each requirement.

Achieving these thresholds is critical to successful contract completion.

2.1. Technical Focal Point (TFP). The TFP shall inspect the contractor’s work/performance in accordance with this Statement of Work.

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES.

3.1. Waste Disposal. A pumping station to dispose of collected waste is available on Barksdale for the contractor’s use. The location and use shall be coordinated with the Water and Waste Section (456-8919).

3.2. Relocations. The government, at its sole discretion and using its personnel, may relocate any chemical toilet used in the performance of this contract within the confines of Barksdale AFB. Therefore, it is essential the contractor contact the Water and Waste Section (Bldg. 5950) for current chemical latrine locations prior to performing scheduled services.

3.3. Training. The government shall provide necessary training and documentation to facilitate access to sensitive areas of the installation.

3.3.1. Airfield Certification. Contractor personnel may receive training and certification to operate vehicles on the airfield for servicing latrines located on the airfield or will be escorted into the area. Training and certification may include computer based training, orientation ride, radio communication procedures, driving rules, security rules, color blindness exam, and final examination. Any personnel seeking airfield certification shall maintain a valid state driver’s license.

3.3.2. Security Training. Contractor personnel shall receive briefing and orientation in order to acquire security badges for access to controlled areas. Contractor personnel shall be capable of passing a rigid background investigation for this purpose.

3.4. Special Event Staging. The government shall provide an adequate staging/assembly area to allow for temporary equipment storage prior to and after special events. This area will be used to facilitate staging, preparation, and placement of units to support special events. The event staging area shall be as close to the event as possible to minimize chemical latrine handling/movement. The event staging area will be designated by the TFP.

4. GENERAL INFORMATION.

4.1. Holidays. The federal holidays are as follows: New Year’s Day, Martin Luther King Jr’s Birthday, President’s Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus

Day, Veteran’s Day, Thanksgiving Day, and Christmas Day. Any holiday rescheduling shall be at no additional cost to the Government. Latrine servicing normally occurring during a holiday shall be accomplished prior to the holiday and the next scheduled service day.

4.2. Security requirements. All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the installation shall abide by all security regulations of the installation. When any employee no longer works for the contractor at the installation, the contract manager shall return any government furnished identification cards to Contracting Officer Representative personnel. Contractors shall expect delays entering the base and entry and exit of restricted areas.

4.2.1. Physical security. In the interest of the installation security, all vehicles entering and operating on the installation are subject to search at any time.

4.3. Performance of services during crisis declared by the National Command Authority or Overseas Combatant Commander. According to Department of Defense Instruction (DODI) 3020.37, Continuation of Essential SOS contractor Services During a Crisis, and the air Force implementation thereof, unless otherwise directed by an authorized Government representative, it is determined portable chemical latrine rental and service requirements under this Statement of Work are essential to be performed during a crisis. The contracting officer shall notify the contractor of the hours of operation during a declared crisis and provide any specific performance requirements. Should there be any change in the scope of work required during a crisis situation, the government shall negotiate with the contractor to adjust contract pricing.

4.3.1. Contractor Contingency Plan. The contractor shall develop a contingency plan, acceptable to the Contracting officer, for portable chemical latrine rental and service to provide reasonable assurance of continuation of the service during crisis and special/unique conditions (i.e. strikes, reserve/ANG activations, etc.). Contractor’s plan shall be submitted to the contracting officer within the first 60 days of the contract.

4.4. Contractor’s employee appearance. Contractor personnel shall present a neat appearance; look clean, wear shirt, shoes, long pants, and be easily recognized at all times. This shall be accomplished by wearing distinctive clothing bearing the name of the company, or by wearing appropriate badges containing the company and employee name. The contractor shall supply these items at no charge to the government.

4.5. Lost and found. The contractor shall be responsible for all articles found by employees.

Such articles shall be turned in daily to the security police desk sergeant in Bldg 6000 and notification made to TFP personnel.

4.6. Vehicle identification/use. Each vehicle shall have clearly visible on each side, the contractor’s name, a unique vehicle identification number, and local telephone number of the contractor. Vehicle signage shall be of a permanent design or magnetically affixed material.

The contractor’s vehicle shall maintain a clean appearance as a requirement for accessing the airfield/flightline. Additionally, vehicles used in the service portion of this statement of work shall be specifically designed and manufactured for the tasks identified.

4.7. Records Management. The contractor shall manage all data created for Government use or legally controlled by the Government, in support of the functional activity or required by AF publication, IAW the AF Records Management procedures in Department of the Air Force Instruction (DAFI) 33-322, Air Force Manual (AFMAN) 33-363, and DAFI 33-364 (or their subsequent replacements).
