FROM: 2CONS/PKA
801 Kenney Ave, Suite 2300 Barksdale AFB, LA 71110
SUBJECT: Amendment 01, FA460825QS004, Pool Maintenance
1. The purpose of this Amendment is to:
a. Provide supplemental information in the form of a Question and Answers document.
b. Add Attachment 4, Revised Statement of Work (SOW).
c. Extend the RFQ due date and time.
2. The following questions were submitted to 2 CONS by the Request for Quote (RFQ) question deadline of 1:00 PM CST, 15 Jan 2025:
Question 1: In the SOW, verify what material the fence needs to be.
Answer 1: See the SOW, Primary Requirements, 1 for fence scope of work. The SOW already calls out a 6-foot high wooden fence and gates with like construction as existing.
There will be a SOW revision to add the following:
6’ tall minimum wooden privacy fence and gates
Replace all existing wooden fence post with galvanized metal fence post. Existing galvanized post may be re-used. Straighten any existing post to be vertically level.
Gate post shall be larger diameter and wall thickness than fence post with proper diagonal supports.
Use 0.75” thick Cedar or Cypress wood
Construction to be like existing or improved.
All gate and fence hardware shall be new.
All gate latches to be lockable by pad lock
All gate latches and hinges to be metal finished black.
Question 2: Provide a detailed description in the SOW for the canopy over the water fountain, the canopy materials, and dimensions.
Answer 2: See SOW, Primary Requirements, 4 for new canopy material and dimensions.
Question 3: Verify if the SOW needs to change from liquid chlorine to cal-hypo tabs.
Answer 3: A revised SOW shall require the replacement of the entire chlorination systems and its components for both pools to be the same type as the existing calcium-hypo tab system. Contractor shall verify the new chlorination systems proposed are sized properly for the existing pools.
Question 4: Include verbiage in the SOW to remove and replace 3’ x 3’ section of concrete to repair leaks, if required.
Answer 4: A revised SOW shall require the repair of the existing pool plumbing leak. It is approximately a 3’x3’x concrete section that shall be removed. Repair existing piping leak. Properly pack the soil. Install a new concrete pad and replace joint sealant. A picture will be included in the revised SOW of this location.
Question 5: Verify if the 4th filter will be added to the SOW.
Answer 5: A revised SOW shall require the contractor to install a 4th Sand filter tank system.
Contractor shall install a 4th additional sand filter tank system located under the existing canopy, adjacent to the current (3) filters, perpendicular in orientation.
New sand filter tank shall be same size, wall thickness, form, fit and function as existing tanks, or prior approved equal.
Contractor shall coordinate new location with project Engineer for approval prior to install
For new sand filter, install all new piping, piping supports, fitting, supply & return isolation valves, gauges, tank, sand, labeling to be like or equal to existing filter tank system. New tank shall include tank stand to support tank similar to existing tanks. Include all components as noted to tie into the existing system.
Piping shall be in parallel piping configuration, same as current system
Contractor shall include Testing of system
Question 6: Recommend replacement flanges on the front and top of both pumps along with the flanges on the suction line going through the wall.
Answer 6: The flanges on all sides of the existing pumps are built into the pumps. SOW shall be revised to clarify to replace all of the existing pump reducer fittings and isolation valves. All of the existing isolation valves at the sand filters, pumps, and chlorination system shall be replaced with new.
Question 7: Recommend replacement of pipe hangers at the filters.
Answer 7: A revised SOW shall require the replacement of the existing (3) meal wall mounted pipe supports with new metal supports.
Question 8: I have concerns regarding the broken and missing coping and waterline tiles surrounding the pool area, which spans approximately 375 feet. This issue could present a potential safety hazard for anyone entering, exiting, or utilizing the pool, as well as for individuals walking along its perimeter. Given the safety risks involved, I believe this matter requires prompt attention to ensure the pool area is safe for use. I would like to get this added to the SOW. The bid would cover the complete removal, disposal, and replacement of the existing coping and waterline tile. Please let me know how we can proceed to incorporate this into the proposal.
Answer 8: A revised SOW shall require the replacement of 425 missing or damaged existing pool tiles currently around to top lateral coping surface of the main pool.
Includes complete removal, disposal, surface preparation, cleaning, and replacement of the existing tiles.
Question 9: Will the existing coax cable routed along the existing fence be removed by the BAFB prior to contractor’s work?
Answer 9: Yes
Question 10: At the site visit, there was existing metal from (2) old metal pipes cut off that currently extends approximately an inch above grade. It appears the will filled with concrete. Should the contractor cut the post off lower and infill the small area with concrete?
Answer 10: A revised SOW shall require the contractor to cut both post as low as possible below grade, clean the hole, refill with concrete. A picture of this existing location shall be added to the revised SOW.
Question 11: Shall the contractor repair the plumbing leak seen at the site visit above the first Sand filter?
Answer 11: A revised SOW shall require the contractor to repair this existing leak. A picture of this existing location shall be added to the revised SOW.
