Questions Answers

| 1. | SOW talks about washing and repainting walls, but barely touches on preparation. Some areas of the walls will require scraping where paint has failed. This can remove paint layers all the way to the substrate. If all paint layers everywhere are not removed there will be a height difference visible between the substrate and the remaining paint layers. Must the edges of the remaining layers be smoothed down? Or must all existing layers be removed? | Loose paint should be removed back to solid material. Edges of the remaing layers do not need to be sanded down to a smooth transition. We did not plan to remove all layers of the existing coatings/paint back to the substrate. |
2. The SOW seems to require full prime. Does it, or is spot priming OK? KTR should provide full prime(-ing) of the facilities.
3. Other surfaces besides walls are mentioned in passing, like handrails. What surfaces are included and which are not? See attached chart for clarification of surfaces to be painted.
4. Other items are attached to the walls but not specified in the SOW, e.g., sheds, electrical boxes, conduits, wires, awnings. Again, what surfaces are included and which are not? See attached chart for clarification of surfaces to be painted.
5. SOW states “Work will include abrasive blasting to remove visible rust on any metal stair or handrails”. Must blasting be used, or can the contractor use other methods, including rust penetrating primers? We will be deleting media blasting of the metal surfaces from the SOW. Clean visible rust using SSPC-SP1, Solvent Cleaning and SSPC-SP3, Power Tool Cleaning prior to priming and painting.
6. Has a hazardous materials survey been conducted on any of the buildings? The KTR should assume the presence of lead-based paints. No current lead-based paint survey has be performed on B5778, B5766, B5755, and B5743. We have requested sampling for lead-based paint to be performed on the four (4) hangars, but results have not be returned as of this date.
7. How is this to be accomplished if lead is present in any layer of the previous applied paint? TBD
8. If such a survey has been performed, will the results of the survey be published in an addendum/amendment? TBD
9. Due to the age of the buildings, and the condition and thickness of the existing coatings, there is a likelihood that lead containing coatings are present. Has a lead paint assessment been performed? TBD
10. If there is lead containing paint will the government require it to be removed under current regulations concerning lead in paint removal, and what is to be done with the generated waste? TBD
11. If lead paint is present will a licensed lead abatement contractor be required for the project and to address lead issues? TBD
12. In addition to the potential presence of lead containing coatings, there is also the potential for friable asbestos containing building materials to be present on the building exterior. Has a hazardous materials assessment or survey been performed on these buildings? TBD
13. Pressure washing of the buildings will produce wash water containing detergents and other contaminants. Whose responsibility will the blocking of storm drains fall upon. Most are on the streets surrounding the buildings. KTR will be responsible to protect stormwater catch basins from contaminants, i.e. paint chips with filter cloth/filter booms. Also, pressure (low or high) washing shall be WITH WATER ONLY per 2CES Envirnomental. If there is a stubborn spot that needs to have more attention to clean to spec before painting, it can be spot washed using a brush or rag. However, residues will not be washed down after and all chemicals must be pre-approved through 2CES Environmental with a provided SDS.
14. What is to be done with the water that might be captured at storm drains? KTR will be responsible to protect stormwater catch basins from contaminants, i.e. paint chips with filter cloth/filter booms. The water that pools on the plastic sheeting should be left to evaporate.
15. Will the Government provide sanitary sewer or a wash tank for clean-up of waterborne coatings wash water to be disposed of? The KTR should provide all necessary items to perform their work.
16. If equipment and supplies can be contained in a closed covered trailer, will that suffice in lieu of the lay down area fencing? A closed, covered trailer(s) will suffice in lieu of a fenced lay down area.
17. Considering the current state for the multiple coating failures and substrate failure beneath the existing coatings is there an assumed percentage of failure to be determined for estimating reasons, or will additional site visits be allowed to provide destructive testing to verify exact quantities of failed material? It appears that there is significant areas of failure and further testing is required. No additional site visits or destructive testing will be offered.
18. Can all buildings awarded be worked concurrently? All building can be worked concurrently with a approved schedule.
19. With the potential for hazardous materials, extensive coating removal, and substrate repairs the performance period could be extremely difficult and require additional resources as compared to a standard project; can the performance period be reviewed when the additional work requirements determined, or should we develop our proposal based on the performance period and the additional resources needed if any? TBD
20. Do disruptive operations such as abrasive blast operations need to be performed during off hours or can we plan on all standard hours? We will not be performing any media blasting as stated in the SOW. All work will be performed during normal working hours.
21. Will restroom use be allowed at the facility, or will portable restrooms need to be provided? No. KTR should provide portable restroom facilities for their employees.
22. Are we painting the non-attached structures? See attached chart regarding pump house, sheds, storage, and etc. per building.
23. Are we painting the roof top vents and turbans? Yes, KTR plan to prep and paint roof top vents, sewer vents, and etc. to match roof color.
24. Are we required to perform metal repairs? You will not perform any metal repairs. You can inform the GOVT of any such needed repairs.
25. Are we required to perform concrete repairs? You will not perform any concretel repairs. You can inform the GOVT of any such needed repairs.
26. Are we painting the bronze window trim? No, we are not painting the trim associated with the translucent building panels, i.e. "Kalwall", but KTR should be pressure washing to clean them.
27. Are the windows to be painted completely or just the trim only? KTR is not painting the translucent building panels.
28. What extent is the rust removal/corrosion to be removed? Just pressure washed and primed only or does it need to be sandblasted down to the clean steel? We will be deleting media blasting of the metal surfaces from the SOW. Clean visible rust using SSPC-SP1, Solvent Cleaning and SSPC-SP3, Power Tool Cleaning prior to priming and painting.
29. Are all associated buildings included in the painting of the hangers, such as pump houses, sheds, storage, etc.? See attached chart regarding pump house, sheds, storage, and etc. per building.

31. What is the paint mileage thickness required for this project? Steel/Ferrous Surfaces = 5.25 mils System DFT; Wood = 5 mils System DFT; Stucco = 4.5 mils System DFT; Surfaces adjacent to painted surfaces, i.e. electrical = 5.25 mils System DFT. Provide testing to prove mil thickness was achieved @ each of the different surfaces to recieve work.
32. Are the letters and numbers on the hangers to be painted? No. See attached chart regarding building letters, street numbers, building numbers.
33. There are several out building/covers on the perimeter of the hangars that are painted the same as the hangars. Are these buildings/covers/patios included in the scope of work? See attached chart regarding these exterior buildings/covers/patios.
34. Are roll up doors included in the scope of work? See attached chart regarding coiling doors per building.
35. Will the lettering and numbers on the buildings need to be removed and reinstalled as part of the scope of work? See attached chart regarding coiling doors per building.
36. Are stairs and handrails painting part of the scope of work? Yes. KTR should provide pricing for stair(s) and handrails(s) and their associated structure as part of the required work.
37. Is access provided to water and electricity for power washing, etc.? GOVT will provide a water connection point(s) to be used along with a source of electrical power @ the buildings.
38. Will man-lifts be provided or is that contractor supplied? No. KTR should provide any equipment that is needed to complete the work.
39. Will temporary facilities (e.g., trailers, storage pods) be provided or is that contractor supplied? No. KTR should provide any temporary facilities that are needed to complete the work.
