1 DESCRIPTION OF SERVICES
The Contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure grounds maintenance is performed at Barksdale Air Force Base (AFB) in a manner to promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance. Areas maps and workloads depicting the service described in this PWS are identified in the Appendices. The Contractor’s performance will be based on the Contracting Officer’s Representative (COR), and Contracting Officer’s (CO) evaluation of the results required by the Service Summary (SS) and not the method of performance. The evaluation of results will be based on COR surveillance, tenant satisfaction, and customer complaints. Final results of the evaluations will be the determining factor for the success or failure of this contract. The Contractor shall comply with applicable federal, regional, state, and local laws and commercial standards.
The growing season at Barksdale AFB is considered to be 1 March through 31 October. All damage caused by the Contractor or its employees to government property and personal property (to include facilities, fences, equipment, trees and shrubs, etc.) due to Contractor operations shall be repaired or replaced by the Contractor within 15 days after identification/notification at no additional cost to the Government. If a plant should die or become unhealthy due to damage, the Contractor will be responsible for replacing the damaged plant with a plant of same size and type. Plant replacement shall occur within 15 days after identification or notification.
All fence lines shall be trimmed to prevent vegetation growth in the fence, including removal of vegetation growing up the links of the fence. All areas shall be trimmed concurrent with mowing. Application of nonselective herbicides to control grass, weeds and vegetation around obstacles to include fence lines, shall only be allowed with the COR approval. The contractor shall utilize equipment that will not cause rutting in the grounds area during mowing operations.
The contractor shall maintain all standards identified in this PWS during dry or rainy season.
1.1 MAINTAIN IMPROVEDGROUNDS
Improved grounds are identified in Appendix A.
1.1.1 MOW
The contractor shall mow all improved grounds to look well-manicured, with a neat and professional appearance. Maintain grass height between 2 and 4 inches uniform in appearance, free of skips, gaps, rutting, or scalping. The contractor shall be required to pick up debris, natural and manmade, prior to mowing any area. The contractor shall remove or mulch grass clippings when visible after mowing, before leaving work area. Removed debris shall be disposed of in accordance with the base’s solid waste management plan.
1.1.2 EDGE
The contractor shall edge sidewalks, driveways, street edges, curbs, and other hard surfaced areas located within the improved grounds so grass height matches surrounding area grasses.
Edging shall include removal of vegetation from expansion joints and cracks in sidewalks, driveways, curbs and other hard surfaces. Contractor responsibility shall extend to the front of

curb and cutter structures. Grass, vegetation, and weeds shall be cut back no more than ½-inch from the surface edged, maintaining an even contour with the edged surface, uniform in appearance and free of scalping, rutting, and uneven or rough cutting. Edging of asphalt road shoulders shall only be accomplished in areas where the asphalt edge is vertical.
1.1.3 TRIM
The contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders, and other fixed obstacles and temporary obstacles/objects on improved grounds. Vegetation shall not be allowed to grow on fences.
Trimming height shall match surrounding area grass height. All areas shall be trimmed concurrent with mowing. The contractor shall remove or mulch grass clippings when visible after trimming, before leaving work area. Where the base perimeter fence (chain link) adjoins private property, vegetation shall not be allowed to grow on, over, or through the fence.
1.1.3.1 Munition Storage Area
The contractor shall maintain grass within 5 feet from munition igloo/bunker/magazine vent stacks to improved grounds standard of 2 to 4 inches in height. Herbicide shall not applied to minimize ground erosion. Additionally, areas within 50 feet of designated Potential Explosive Sites (PES) shall be maintained between 2 and 4 inches in height to minimize fire hazards. All adjacent concrete areas shall be trimmed and/or edged to maintain improved grounds standards.
1.1.4 WEED CONTROL
Control weeds in improved grounds through execution of a weed control program appropriate for the area to maintain a professional appearance. Restore grounds made barren where weeds are removed to the level of care of the surrounding area (i.e. semi-improved, improved, etc.). The Contractor shall use only approved pesticides as stated in DoD Instruction 4150.07, DoD Pest Management Program, Encl 4 para 4.2.2 and AFI 32-1053, Pest Management Program, para
4.7.4 and 4.7.6. All pesticides, herbicides, and rodenticides are defined in DoD and Air Force documents. The Contractor shall comply with current federal, state, local, DoD, and Air Force regulations, plans, and policies. The contractor shall comply with all applicable parts of 29 Code of Federal Regulations (CFR) 1910, Labor, Occupational Safety and Health Standards, 29 CFR 1925, Labor, Safety and Health Standards for Federal Service Contracts, 40 CFR 150-189, Protection of Environment, Pesticide Program, and 49 CFR 171, Transportation, General Information, Regulations, and Definitions. The Contractor shall ensure all workers have current state certification for the pest control services being performed. Civil Engineer Asset Management Flight must approve all herbicides prior to use. All herbicides and pesticides used must be on the installation-approved inventory list and applied by certified personnel.
1.1.5 IRRIGATION (RESERVED)
1.1.6 REMOVE DEBRIS/POLICEGROUNDS
The contractor shall perform general litter patrol in areas of improved grounds identified in Appendix A and B. Remove and dispose of natural debris, (tree limbs, dry brush, rodent habitats, dead animals, etc.), and man-made debris. Police areas to maintain a neat and professional appearance.

1.1.6.1 DEAD ANIMALS
All dead animals are to be collected for disposal. Prior to disposing, report number and type (bird, dog, cat, unrecognizable, etc.) to the COR, who will forward report to Pest Management and Natural Resources. Contractor shall contact pest management and public health within 10 business days after contract award to get instructions on the protocols for handling dead animals (e.g., PPE and local disease protections).
1.1.7 LEAF REMOVALS
The contractor shall remove leaves in areas of improved grounds to maintain a neat and professional appearance. Leaf removal must be completed within 14 days upon issue of the work order by the CO or COR. Leafs must be disposed in accordance with the base solid waste management plan.
1.1.8 LAWN CONDITIONING
1.1.8.1 FERTILIZATION
The contractor shall have a pH adjustment and fertilizer application program. The contractor shall perform a laboratory test of the soil in improved grounds and apply fertilizer and lime using procedures appropriate for the soil conditions found, type of grass, and season. Apply fertilizer and other soil amendments to bring soil to conditions suitable for the vegetation being treated.
This work will be issued as a work order by the CO or COR.
1.1.8.2 AERATION
The contractor shall aerate lawns on improved grounds once per year during the month best suited for the grounds and type of grass. Aeration shall be performed with a core aerator to remove soil plugs at a minimum of 4 inches deep and 2-3 inches apart. Plugs will be left on the lawn to disintegrate.
1.1.9 PEST CONTROL
The contractor shall provide all management, licenses, laboratory testing, tools, supplies, equipment, transportation and labor to develop and implement an Integrated Pest Management (IPM) plan in the areas covered by this Grounds Maintenance PWS in a manner to ensure the health and general well-being of installation personnel. The following types of pests are common on this installation and their abatement should be specifically addressed the IPM plan and use to determine the workload. Poison Ivy/Oak/Sumac is prevalent throughout the base and shall be eradicated wherever found within maintained grounds, fence lines, plant beds, and shrubbery. Virginia Creeper is prevalent throughout the base and shall be eradicated wherever found within maintained grounds, fence lines, plant beds, and shrubbery. Also, clover is found throughout improved grounds, in particular in areas frequently shown to distinguished visitors. Lastly, long stemmed weeds and broad leaf grasses are found on the airfield. These pests are not beneficial and should be controlled with spot treatments to control growth. The Contractor shall use only approved pesticides as stated in DoD Instruction 4150.07, DoD Pest Management Program, Encl 4 para

1.1.10 LAWN RENOVATION
The contractor shall renovate lawns in improved grounds as identified by the CO or COR. This work will be issued via a separate work order. Renovate deteriorated lawn area to match surrounding areas.
1.1.11 PRUNE SHRUB, HEDGES AND OTHER PLANTS
The contractor shall prune/trim shrubs and other plants to maintain their natural growth characteristics to enhance the beauty and health of the plant. Hedges shall be maintained to their natural mature height and shape. This service also includes 247 crape myrtles to be pruned per year. Crape myrtles shall not be topped. Shrubs, plants, hedges, and ground cover/vines shall be pruned/trimmed 3 inches away from buildings, fences, curbing, sidewalks, and other fixed obstacles. All ground cover and plants shall be kept within the bed borders. All plants around landscape and ground lights shall be pruned/trimmed to allow light usage for its intended purpose. Shrubs and hedges located on street corners, curb easements, etc. shall be pruned/trimmed to keep from obstructing view of oncoming traffic. Areas beneath shrubs and hedges shall be kept free (clean) of all grass, weeds, vegetation, and debris. Volunteer tree growth seedlings shall be removed at no additional cost to the government, wherever found. The hedges separating the golf course grounds and parallel to Wilbur Wright Drive and Shreveport Road are excluded.
1.1.12 CEMETERIES(RESERVED)
1.1.13 ARTIFICIAL TURF
The contractor shall perform maintenance and upkeep on the artificial turf field as indicated in Appendix A of the PWS. Maintenance activities shall include blowing debris from the surface of the field, inspecting fabric and making necessary adjustments, cross-brushing the field, adding of silica sand or fill, and removing weeds, leaves, and trash. Cross-brushing shall be accomplished with an SMG Turf Care TCA-1400 or approved suitable substitute. Approval of suitable substitution shall be via Contracting Officer to Civil Engineers. recommended by the turf manufacturer/installer (Hellas Sport Construction) shall be followed.
Prior to commencing work on the turf field, the contractor shall schedule cleaning date and time and an alternate inclement weather date with the Bell Fitness Center Facility Manager or his/her representative. All scheduled cleaning shall be documented to ensure de-confliction of schedules (Example cleaning coordination found at Appendix I). During cleaning time the Government shall ensure the turf area of the field will not be in use by Bell Fitness Center patrons or fitness center staff. Documentation of the service scheduling and completion of work shall be attached to the Work Performed daily report. Additionally, necessary adjustments and/or maintenance discrepancies to the turf field shall be documented and submitted to the COR.
1.2 MAINTAIN SEMI-IMPROVEDGROUNDS
Semi-improved grounds are identified in Appendix A and B.
1.2.1 MOW
The contractor shall maintain grass height between 4 and 10 inches in all semi-improved grounds areas. Maintain a uniform appearance in all areas. Where possible, maintain adjacent areas at or near the same grass heights.
1.2.2 TRIM
The contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders, and other fixed obstacles and temporary obstacles/objects on semi - improved grounds. Trimming height shall match surrounding area grass height. All areas shall be trimmed concurrent with mowing.
1.2.3 PERIMETER FENCELINE
The contractor shall maintain a 6ft strip on each side of the perimeter fence (12 ft. total) as Semi- Improved Grounds. The fence line is identify in Appendix A. Limitations due to terrain or abutment to private property shall relieve the contractor of maintaining the width mandated above. However, portions of the fence maintainable from the base-side of the fence or with ability to be safely serviced shall be maintained to the above standard. Perimeter fence around the airfield and munitions areas shall have a 15 feet firebreak (exterior side) where it is safe to achieve due to terrain.
1.3 MAINTAIN BIRD AREA STRIKE HAZARD (BASH)
BASH are identified in Appendix A and B.
1.3.1 MOW
Grass, weeds and vegetation shall be maintained between 7 to 14 inches. The grass shall not be shorter than 7 inches in height to prevent dust and debris on the airfield and never be more than 14 inches in height to prevent bird habitation. Approved plant growth regulators may be used to reduce mowing frequency (products and timing must be approved by AFCEC/COSC IAW paragraph 1.1.4). The contractor shall begin mowing operations at the active runway paved surface and move away from active runway to the outermost area. This causes insects and animals to move toward the inside of the field and away from the runway. The contractor shall

be responsible for insuring all foreign objects and debris produced by grounds maintenance are cleared off all taxiways, and aircraft parking aprons before leaving the work area.
1.3.2 AIRFIELD LIGHTFIXTURES
The contractor shall cut a 10 foot wide path between 4” and 6” in height around the perimeter of the airfield pavement to include trimming around runway and taxiway lights and other fixed obstacles and temporary obstacles/objects in accordance with improved grounds standards. This service also includes the requirement grass, vegetation and weeds shall not extend over the edge of concrete, pads, taxiways, runways, and paved or asphalt areas.
1.3.3 AIRFIELD COORDINATION
The contractor shall coordinate all activities on the airfield by contacting Airfield Management.
All operations shall be documented in the Base Operations log by a grounds maintenance representative signing in and out of the log. Sign in shall occur when the work crew arrives on the airfield. Sign out shall occur when the crew departs the airfield. Work will be accomplished only after Airfield Management has approved scheduled times.
1.3.4 FLIGHT-LINE DRIVERS
Training must be completed prior to operating vehicles or mowers on the flight line. All employees working on airfield grounds shall be required to have an AF Form 483, Certificate of Competency (flight-line driver’s license) with them at all times. Vehicles must have a valid POV pass issued by Airfield Management prior to operating on the flight line. No equipment will be left unattended while working in these areas. The contractor shall be responsible for insuring all foreign objects and debris produced by grounds maintenance are cleared off of all taxiways, runways, and aircraft parking aprons before leaving the work area.
1.3.5 AIRFIELD TOWERCOMMUNICATIONS
The contractor shall be radio-equipped to maintain constant two-way radio contact with the control tower and Airfield Management when operating near runways, overruns, and taxiways.
The contractor shall maintain contact with the control tower when operating on or within 150 feet of the runway and inside Instrument Landing System (ILS) clear zones. The contractor shall provide all communication equipment required for this contract. The government shall provide the transceiver frequency to the contractor. All equipment shall be VHF type with a minimum five-mile range and shall have private line capability. The contractor shall be responsible for any changes to radio types the base makes in the course of this contract, i.e. frequency changes. The contractor shall respond immediately to the directions of the Air Traffic Control tower personnel.
1.4 MAINTAIN UN-IMPROVEDGROUNDS
Un-improved grounds are identified in Appendix A and B. The contractor shall maintain grass and vegetation in un-improved grounds to prevent woody encroachment. The contractor shall mow un-improved grounds once per year to a height not to exceed 14”. The bio-swales located at the Mission Support Group Complex (on the north, west, and south sides of the facility) shall be mowed twice a year.
1.5 MAINTAIN VEGETATIVE BEDS, INERT BEDS, ROCK BEDS AND RELATED AREAS
The contractor shall maintain vegetative beds, inert beds, rock beds, and related areas as identified in Appendix A and B to present a neat and professional appearance. Maintenance

activities may include but are not limited to fertilizing, watering, weeding, mulching, and repairing or replacing of damaged plants and shrubs. Maintenance shall also include pruning of ornamental trees (crape myrtle and yaupon) located within the plant beds removing ground sprouts and pruning for safety concerns. When replacing plants, shrubs, and performing repairs, conform to good Xeriscaping practices for the area.
1.6 MAINTAIN SURFACE DRAINAGE DITCHES
The contractor shall maintain surface drainage ditches to be free of shrubs, trees, silt and trash to prevent erosion and ensure continuous flow of water. Drainage ditches to be maintained are identified in Appendix B. Work shall be accomplished via work order. The spring cleaning of surface drainage ditches shall coincide with preparations for Barksdale’s airshow. In the event no airshow is scheduled to occur, cleaning shall be scheduled to commence the first week of May. The fall event shall occur in November. Volunteer tree removal in ditches shall not count against the allocation of removals indicated in paragraphs 1.8.1.4 and 1.8.1.5.
1.7 PERFORM SNOW/ICE REMOVAL (RESERVED)
1.8 SPECIAL REQUIREMENTS
All work under this section shall be executed via a work order by the CO or COR (except for whereas, referring to, “the contractor shall identify ……”). The contractor shall be responsible for removing all debris generated from all trees related operations. All non- emergency work order shall be completed within five (5) workdays from the work order date unless noted otherwise within subsections.
1.8.1 TREES
The contractor shall identify trees posing public safety hazards or threats to structures/buildings.
These hazards include minimum safety clearances: 15 feet over streets, 12 feet over driveways, 8 feet over walk areas, 4 feet over buildings, and 1 foot from buildings.
Topping and de-horning are not permitted. Trimming or pruning of trees touching or hanging over energized utility poles or power lines is the responsibility of the contractor. Minimum clearance from primary lines (over 600 volts) shall be 8 feet. Minimum clearance from secondary lines (under 600 volts, i.e. electric service drops, telephone, and cable TV) shall be 4 feet. The contractor shall not remove any dead or downed trees falling outside the areas normally mowed or otherwise covered under this PWS.
1.8.1.1 TREE CARE
The contractor shall brace, cable, guy (to keep tree vertical), and deep water all damaged trees after identification. The contractor shall remove all guy wires, cables, straps, and stakes when the trees remain vertical (normally, after one growing season). The contractor shall adjust wires, cables, and straps as required, to prevent girdling.

1.8.1.2 TREE STANDARDS
The contractor shall perform all tree work in accordance with contract specifications and the following tree care standards, latest addition, unless otherwise directed by the CO/COR.
• ANSI A300 - Standard Practices for Tree Care Operations including referenced Combined Federal Regulations (Utility Pruning and Emergency Service Restoration)
• ANSI A300 (Part 1) – Tree Pruning
• ANSI A300 (Part 3) – Tree Support Systems (Cabling, Bracing, and Guying)
• ANSI Z60.1 – American Standards for Nursery Stock
• ANSI Z133.1 – Safety Requirements for Tree Care Operations
1.8.1.3 EMERGENCY SPOTPRUNING/TRIMMING
The contractor shall complete an emergency spot pruning/trimming within one (1) workday from the work order date. Typically, emergency spot pruning/trimming includes removal of dead and/or broken limbs or removal of limbs for required clearances.
1.8.1.4 TREE AND STUMPREMOVAL
The contractor shall perform stump and perimeter roots removal by completely removing, by cutting and grinding all growth to a minimum of 8 inches below grade. Stumps shall be ground within one (1) workday of the work order. Stump-grinding debris shall be removed the same day grinding is performed. The Contractor shall backfill with topsoil, and lay sod to match the existing ground grade and the type of grass. The Contractor shall maintain the patch area IWA with manufacturer’s recommendation until the grass has become established.
Trees identified for removal shall be considered within the following categories, Large, Medium, Small and Sapling, as based on their diameter. The diameter of the tree shall be determined by measuring 4.5 feet above the ground. Trees with multiple trunks shall be measured as follows:
All trunk diameters shall be measured. The largest trunk diameter shall be recorded. Each remaining trunk diameter shall be halved. All values will then be added together to obtain the final tree diameter.
• Large Trees: Diameter 36” and above, remove within 10 workdays from the work order date.
• Medium Trees: Diameter 24” to less than 36”, remove within 10 workdays from the work order date.
• Small Trees: Diameter 3” to less than 24”, remove within 5 work days from the work order date.
• Saplings: Diameter 3” and smaller, remove within 2 workdays from the work order date.
1.8.1.5 EMERGENCY TREE AND STUMP REMOVAL.
The following timeframe shall be apply for emergency tree and stump removal by the contractor:
• Large Trees: Remove within 2 workdays from the work order date
• Medium Trees: Remove within 2 workdays from the work order date
• Small Trees: Remove within 1 working day from the work order date

1.8.2 EMERGENCY AND SPECIAL EVENTS SERVICES
Upon notification of an emergency, the contract manager shall respond within one (1) hour to meet with the CO and government evaluator and initiate emergency services. Upon receiving direction by the contracting officer, contractor personnel shall begin emergency work within two hours. Oral work orders for emergency services to minimize damages or mitigate hazardous conditions will be confirmed with written work orders.
1.8.3 XERISCAPING AND URBAN FOREST SERVICES
The contractor shall upon notification by the contracting officer through the issuance of a work order, perform Xeriscaping or Urban Forest Renewal. The base master plan for Xeriscaping and Urban Forest creation is provided in Appendix E. Provide unit pricing for Xeriscaping and Urban Forest activities as shown in Appendix H.
1.8.4 SPECIAL CUTS
The contractor shall upon notification by the CO through the issuance of a work order, perform special cuts. Provide unit pricing for Special Cuts as shown in Appendix H.
1.8.5 PLANTING TREES, SHRUBS, AND VEGETATIVE BEDS
The contractor shall upon notification by the CO or COR through the issuance of a work order, perform planting of trees, shrubs, and vegetative beds to include but not limited to: removal and disposal of trees, shrubs, or vegetative beds being replaced; and performance of maintenance after planting to include watering, pruning, and insect and disease prevention to promote survivability. Provide unit pricing for planting trees, shrubs, and vegetative beds as shown in Appendix H.
2 SERVICE SUMMARY
The contract service requirements are summarized in performance objectives related directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The Services Summary (SS) and the contractor’s Quality Control Plan provide information on contract requirements, the expected level of contractor performance and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies. During the first initial 30 days of the contract, two additional errors on each work shall be allowed in an effort to identify normal phase-in problems.

2.1 QUALITY CONTROL
The contractor shall provide a written description of the quality control system to include identification of the commercial practices and procedures to be used, such as those of the Professional Grounds Management Society (PGMS), Tree Care Industry Association, American Society of Landscape Architects, the American National Standards Institute (ANSI), and local Extension Offices of the Federal Cooperative Extension Service. Include the inspection system requirements of FAR 52.246-4 in this document. The contractor shall develop and implement procedures to identify, prevent, and ensure non-performance and continual repeat of defective service does not occur. A written Quality Control Plan shall be submitted to the contracting officer for review and feedback. The plan shall be submitted no later than the pre-performance conference. The plan shall specifically address the contractor’s strategy to provide quality workmanship, continual process improvement and for correcting deficiencies as required. The

plan shall also address accident reporting, prevention, and recurrence. Accident prevention/damage to property will be assessed as part of the annual Contractor Performance Appraisal Report (CPAR) in the appropriate “Quality” heading.
2.2 QUALITY ASSURANCE
The government shall inspect and evaluate the contractor’s performance to ensure services are received in accordance with requirements set forth in this contract. The CO or COR shall inspect by validating actual work performance, physically checking an attribute of the completed task, checking a management information report, investigating customer complaints, conferring with facility managers, or otherwise inspecting the task or its results to determine whether or not performance meets the standards contained in this PWS. The CO or COR will use the contractor’s work schedule or modified version thereof, to record validation results. Results of the validation then become the official Air Force record of the Contractor’s performance. When a performance threshold has not been met or contractor performance has not been accomplished, the COR will initiate and provide the Contracting Officer a Contract Discrepancy Report (CDR) DD Form 2772 for issuance to the contractor. The contractor shall respond to the CDR IAW instructions provided and return it to the Contracting Officer within 1 calendar days of receipt.
3 GOVERNMENT FURNISHED PROPERTY AND SERVICES
3.1 FACILITIES
The Government will provide the facilities identified below for contractor use in support of the requirements of this contract. The facilities are provided “as is.” Obtain CO approval in advance of making any changes to the facilities. Such changes will be at no cost to the Government unless otherwise approved by the CO. The contractor shall ensure facilities are maintained in a neat, clean and professional manner. The CO reserves the right to reallocate and relocate assigned facilities during the term of the Contract. Upon completion or termination of this Contract, or upon such reallocations or relocations, return facilities to the government in the same condition as received, fair wear and tear and approved modifications.
3.1.1 Approximately 2,000 square feet of floor space are provided at the Grounds Maintenance Facility (Bldg 7261).
3.1.2 Approximately 35,500 square feet of exterior space are provided at the Grounds Maintenance Staging Area containing Bldg 7261.
3.1.3 The Government will provide two (2) (one diesel and one gasoline) 500 gallon capacity above ground fuel storage tanks and associated pumps for the contractor’s use in fulfilling the requirements set in this PWS. The contractor shall, at no additional cost to the Government, be responsible for performing any required maintenance to ensure fuel dispensing systems remain functional, leak-free, and in compliance with all applicable base environmental requirements.

3.2 UTILITIES
The Government will furnish electricity, water, and sewage as necessary for accomplishment of work in accordance with this contract. All facilities do not receive the same utility services. The Contractor shall not change or modify any utility system or component; or connect any Contractor property, equipment or system without prior CO review and approval. The contractor shall practice energy conservation in the Government provided facilities. Propane is not included as a furnished Government utility.
3.3 MATERIALS
None
3.4 SECURITY, FIRE, AND MEDICAL SERVICES
The Government will provide police and fire protection. In the event of a medical emergency, base ambulance service for transporting an injured employee to a local hospital is available on a cost reimbursement basis.
3.5 TELEPHONE
The Government will provide one telephone line(s) in the Government provided facility for contractor use in making local commercial calls and on base calls in support of contract requirements. Long distance calls and toll calls are not authorized on government phones.
3.6 SOLID WASTE COLLECTION AND DISPOSAL
The Contractor shall use existing bulk containers to dispose of trash or solid waste generated from accomplishment of services detailed in this PWS (except for the work describes in section
1.8 Special Requirements). The contractor shall adhere to all base level recycling programs to include disposal of yard/tree waste in specified dumpster collection stations or at the recycling collection center on base. The CO or COR shall identify these specific dumpsters for yard/tree waste.
3.6.1 All wood waste debris from grounds maintenance operations,shrub pruning, crape myrtle pruning, tree trimming or tree removal operations shall be removed and disposed of offbase. A small area may be designated (location to be determined by 2CES) to temporarily hold the debris until it can be removed, but the debris cannot be stored for longer than 3 working days. The contractor shall ensure. The contractor shall ensure the area retains a neat appearance at all times.
3.7 SMOKING IN AIR FORCE FACILITIES. In accordance with AFI 40-102, Tobacco Use in the Air Force, smoking (cigar, cigarette, pipe) and the use of smokeless (spit/loose tobacco) products is prohibited in the workplace, to protect the health of all workers. The use of tobacco products is permitted only in designated tobacco use areas. AFI 40-102 applies to all contractor

employees and other non-DoD personnel on Air Force facilities and in Air Force buildings, vehicles, and aircraft.
4 GENERAL INFORMATION
4.1 MISSION
The overall Civil Engineer mission at Barksdale Air Force Base is to plan, maintain, operate, and protect the infrastructure, facilities, and environment for assigned airmen, families, and civilian employees. The base is the headquarters for Air Force Global Strike Command (AFGSC) and headquarters of Eighth Air Force (8 AF). As a result, Barksdale has a large number of high ranking military and civilian personnel. Additionally, the AFGSC and 8 AF host numerous “VIP”s and other dignitaries and official team visits. Some of these visits carry international influence. As such, the contractor shall expect to modify the work schedule to accommodate such visits. The areas adjacent to AFGSC headquarters building, the entirety of Davis and Lindbergh Avenues, and the entirety of Barksdale Boulevard should be considered as “show case” areas, requiring attention to detail of the standards set forth in the PWS.
4.2 BACKGROUND (RESERVED)
4.3 DAMAGES TO GOVERNMENT BUILDINGS, EQUIPMENT, OR VEGETATION
Damages to Government buildings, equipment, or vegetation are addressed in clause 52.237-2 – “Protection of Government Buildings, Equipment, and Vegetation.” The contractor shall develop and implement training, policies, and procedures for the immediate employee reporting of damages to privately and Government owned property to proper authorities (i.e security forces for private property and COR for Government owned property) withoutdelay.
4.4 ENVIRONMENTAL REQUIREMENTS
In addition to all applicable Federal, State and local environmental codes and regulations, the following specific guidance is provided:
4.4.1 HAZARDOUS MATERIALS
The CO shall approve all hazardous materials brought on-site by the contractor prior to use. The contractor shall obtain approval using the application requirements of the AF Form 3952. Once the process is implemented and contractor is trained, the contractor may submit the AF Form 3952 electronically. The CO has the right to prohibit the use of hazardous materials it deems to be especially hazardous to human health and environment. In the event the CO does not approve a hazardous material for use, the CO may provide the contractor a list of suitable substitutes;
however, the contractor shall retain responsibility for finding an acceptable substitute. The contractor shall take appropriate actions to comply with waste minimization and pollution prevention practices and policies.

4.4.2 SPILL CONTROLS
The contractor shall maintain spill control material on hand at all times sufficient to contain a worse case spill, both volume and hazard level.
4.4.3 PESTICIDES
All pesticides must be approved prior to use by the Command Entomologist if not on the base approved list (Submit list with intended uses via the COR). The contractor shall provide an inventory of hazardous materials with the applicable Material Safety Data Sheet (MSDS) used to perform the required services. In addition, use reasonable care to avoid releasing hazardous material or hazardous waste, which may cause environmental damage to government structures, public land, water, or other natural resources. If the Contractor’s failure to use reasonable care causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government as the CO directs. If the Contractor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost, and may be deducted from the contract price.
4.4.3.1 PESTICIDE STORAGE ANDMIXING
Perform pesticide storage and mixing operations off base.
4.4.3.2 MONTHLY REPORTS
The Contractor shall submit a report to the CO within 5 working days following each month listing all pesticide applications made. Include pesticide name, use concentration, amount applied, date, and detailed location of use. A DD Form 1532 will be provided on request to facilitate record keeping.
The Contractor is subject to inspection by DOD certified applicators/inspectors as well as State Department of Agriculture Pesticides Division or equivalent agency.
4.4.4 HAZARDOUS MATERIALSINVENTORY
The contractor shall maintain an up-to-date hazardous material inventory with copies of MSDS(s) for all materials used on the job site. The contractor shall maintain a complete copy of all approved MSDS and AF Form 3952s.
4.4.5 HAZARDOUS MATERIALSMANAGEMENT
The contractor shall remove all hazardous materials by the end of each workday. Contractor shall not conduct process treatments (e.g. paint thinner solvent recycling) on base.
4.4.6 FINAL REPORT
The contractor shall submit a final inventory, not later than ten working days following termination/completion of this contract, of all hazardous materials used since the last hazardous usage report to the CO or COR. The final inventory will list all hazardous materials used, total amount of each used, and a description of the disposition of any remaining hazardous material.

4.5 PERMITS, LICENSES AND CERTIFICATIONS
Unless otherwise specified in this contract, obtain necessary permits, licenses, and certifications;
give all required notices; and comply with applicable Federal, State, County, and local laws, codes, and regulations in performance of the requirements of this contract. Maintain records of such requirements and make the documentation available to the Government for review. All pesticide application will be made by State or Host Nation certified applicator as prescribed in DoDI 4150.07.
4.6 HOURS OF OPERATION
Perform grounds maintenance services during normal duty hours of 0730 to 1630, Monday through Friday, excluding federal holidays, unless otherwise required in the contract or approved by the CO/COR. Do not perform services in residential areas, housing and dormitories, before 0800. There may be situations requiring the contractor to work at times other than normal working hours. When the contractor’s work schedule conflicts with an Air Force mission requirement, advise the CO/COR and reschedule the work to minimize disruption.
4.7 RECOGNIZED HOLIDAYS AND AFGSC FAMILY DAYS
The contractor is not required to provide service on federal holidays, except in emergency situations; the holidays are:
• *New Year’s Day - 1 January
• Martin Luther King Day - 3rd Monday in January
• Washington’s Birthday - 3rd Monday in February
• *Memorial Day - last Monday in May
• *Independence Day - 4 July
• *Labor Day - 1st Monday in September
• Columbus Day - 2nd Monday in October
• Veteran’s Day - 11 November
• *Thanksgiving Day - 4th Thursday in November
• *Christmas Day - 25 December
If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the Contractor will be responsible for rescheduling services for the first day post the holiday observance. Those listed with an asterisk (*) may also have an additional corresponding AFGSC Family Day. Family Days are not contractor paid holidays.
However, access to certain areas of the base may be denied as a result of a Family Day.
Additionally, the Base Commander may designate a “Down or Goal Day”. As a result, access to certain areas may be denied. Normally, notification will be given with enough time to permit schedule adjustments to accommodate the loss of access.
4.7.1 BASE CLOSURES
Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base.

4.8 SECURITY REQUIREMENTS
Security and base access requirements are contained in clause 5352.242-9000 “Contractor Access to Air Force Installations.” Contractor employees will be required to obtain and display identification badges. Anticipate delays in getting commercial vehicles on base and allow time for commercial vehicles to reach their destination by driving designated routes at posted speed limits throughout the base. Procedures for commercial vehicle access to the base are subject to change without prior notice.
4.8.1 Prior to entry into Restricted Areas, the contractor shall provide to the Contracting Officer an Entry Authorization Listing (EAL) of all employees with a need to enter Restricted Areas.
The information required for the EAL shall include the following: Name, last six digits of SSN, date of birth, and project manager telephone number. Additionally, all contractor personnel with need to access Restricted Areas shall have on their person, at all times while on base, two forms of identification. One of the forms of identification shall contain a photograph and one must contain the SSN (or last six) of the person with the need to access Restricted Areas.
4.8.2 The contractor shall update the EAL, as needed, to insure personnel are granted access to Restricted Areas of the base. Failure to keep an updated/maintained EAL shall not be a valid excuse/alibi for the prevention of services under this contract.
4.9 PERFORMANCE OF SERVICE DURING CRISIS OR HEIGHTENED SECURITY
In the event of crisis or heightened security caused by a national emergency, natural disaster, or other causes, continue performance as necessary in support of the Air Force mission. The contract price and delivery schedule may be adjusted to reflect any change of work as may be directed.
4.10 SPECIAL QUALIFICATIONS
4.10.1 The contractor shall have on staff a state licensed arborist and utility arborist to provide guidance to employees regarding tree trimming and tree removal/replacement operations.
4.10.2 The contractor shall provide the name and telephone number of the Contractor’s on-site contract manager and alternate responsible for all requirements in the PWS. Provide telephone numbers of contractor manager and alternate(s) for after duty hours. The contract manager and alternate(s) must be able to read, write, speak and understand English, or an interpreter must be provided to work alongside the contract manager or alternate(s) at no additional cost to the Government.
4.11 INTERFACES
Do not unduly interfere with regularly scheduled Government operational activities in the performance of contract requirements. In the event a Government supervisor so requests, temporarily cease work in the area and report the instructions, to include name of the Government person involved, to the CO/COR immediately by the most expedient means. Notify the CO verbally of disputes with customers or other base contractors and follow-up in writing.

4.12 CONTRACTING OFFICER AND CONTRACTING OFFICER REPRESENTATIVE (COR)
The Contracting Officer will designate a primary and alternate representative for management of the day to day activities of the contract. The identity, title, and authority of this COR will be provided in writing to the contractor after contact award.
4.13 WORK CLEARANCEREQUESTS
The contractor shall obtain an approved Work Clearance Request for all work involving excavation including minor digging. Digging permits are available at the Engineer Control Center (Bldg 4845). However, the contractor shall be responsible for coordinating with all applicable agencies on and off base prior to commencement of digging operations. The contractor shall obtain an approved Utility Outage Request for all work involving disruption of utility service to facilities for any length of time. Utility outage permits are available at the Engineer Control Center. However, the contractor shall be responsible for coordinating with all applicable agencies on and off base prior to outage operations taking place.
4.14 SAFETY REQUIREMENTS AND REPORTS
The contractor shall perform work in a safe manner as required by OSHA Safety and Health Requirements. Provide a verbal report to the CO as soon as possible of each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. Provide a completed copy of required Accident Investigation Reports to the COR within five calendar days of each occurrence.
4.15 SCHEDULES
The contractor shall submit a schedule for all services described in this PWS and Appendices to the CO for review at the post-award conference and at the beginning of each option year. The schedule shall identify plots, acreages, or base areas and days of the week service will occur. The schedule may be submitted electronically using a file format compatible with Government software programs such as "Microsoft Office" software.
4.15.1 SCHEDULE CHANGES
Occurrence based (non-permanent and no more than twice a month) schedule changes due to customer requests or base exercises shall be supported by the contractor. The COR will request the changes to the contractor 2 days before the schedule change take place for improved grounds mowing only at no additional cost to the government.
