FA4608-18-R-0005 Grounds Maintenance
REF: CLINS 0007 and 0040 Are CLINs 0007 and 0040 – Fertilization and Aeration work order CLINs similar to Leaf Removal? No CLINS 0007 and 0040 are not similar to Leaf Removal. PWS 1.1.7 Leaf removal is the removal and disposal of leaves in the areas of improved grounds. Refer to PWS 1.1.8 for Fertilization and 1.1.8.2 for Aeration.
REF: SF 1449 Price Continuation Sheets, CLIN 0040 Fertilization and Aeration - Hospital There is no quantity of service for this CLIN listed? Can the government please provide this? At this time, these services are not performed at the Hospital.
REF: PWS Section 1.2.3 – Perimeter Fence.
The perimeter fence line has areas that are very overgrown with vegetation on the fence line. Will the new contractor be responsible for cleaning this up and then maintaining it from there? Yes. Additionally, there are many areas that have mature trees growing within six feet of the fence line. Will the new contractor be responsible for removing these mature trees? Yes and No. Small “scrub trees” growing in/through/near the fence should be removed as part of establishing the twelve foot perimeter clearance. Removal of large mature trees will be requested via separate work order. Additionally, if the contractor is responsible for an initial clean-up, what CLIN should this cost be added to? Because most of the effort involves semi-improved grounds, CLIN 0013 should contain the cost for initial clean-up to bring the fence lines within PWS standards.

Can the government please confirm that there are no vegetative beds at the hospital as the workload estimate and pricing schedule suggests? There are plant beds at the hospital. However, they are not part of the PWS. There are however shrubs to be pruned.
REF: PWS Section 1.1.4 – Weed Control.
Can the government please provide more clarity to this paragraph? It states that the contractor should control weeds in improved grounds. Does this mean that the contractor should treat broadleaf weeds in improved grounds turf areas? Treatment of broadleaf weeds should be included as part of the fertilization and aeration program for the 23 improved acres indicated, with application of weed and feed type fertilizer followed up with spot treatments as any broadleaf weeds become present. Weed Control should also encompass prevention of crack grass in paved areas, to include parking lots, sidewalks, and curb and gutters. Pest Control should also be accounted for on the BASH semi-improved grounds, as well. What CLIN should this task be added to? CLIN 0009.
REF: PWS Section 1.1.4 – Weed Control.
This is an Improved Grounds PWS section, however it references the flight line. Is the contractor responsible for any broadleaf weed control in the BASH Airfield or Semi-Improved Grounds turf areas? Please see PWS paragraph, 1.1.9. No reference to the flight line was found in paragraph 1.1.4.
REF: PWS Section 1.1.6.1 – Dead Animals.
Can the government please provide data on how many dead animals are typically in need of disposal each year? There are no such records available. Also, what are the disposal protocols?
Disposal protocols will vary depending upon the animal, condition of said animal, and state of decomposition. Most animals will require bagging and placement into a solid waste container (dumpster). Larger animals may require different handling procedures.
FA4608-18-R-0005 Grounds Maintenance
REF: PWS Section 1.1.9 – Pest Control.
This paragraph states that “long stemmed weeds and broadleaf grasses are found on the airfield. These pests are not beneficial and should be controlled with spot treatments to control growth”. There appear to be areas within the airfield that are full of these weeds where spot treatment of 1,000+ acres is a staggering task to take on. Would the government permit boom weed control of the airfield turf to control these weeds? No. Only spot treatment is permitted.
REF: Appendix B Can the government provide site maps referenced in Appendix B? Yes.
REF: PWS Section 1.6 – Maintain Surface Drainage Ditches.
There are steep and wide drainage ditches that run along the west side of the base along Route 71 past the golf course and wrap around the north side of the airfield. Can the government confirm that these two services each year include mowing of vegetation? At the bottom of the embankments mentioned is a concrete drainage ditch. The two services each year are for the concrete portion and the non-concrete portion of bayou from the East Gate to the bayou’s entry onto the base approximately 5,000 feet west of the East Gate. Mowing is conducted to the top of the concrete lining or to the water’s edge, whichever is higher as part of the designated service area (improved or semi-improved). Some parts of the embankment are in improved grounds, and others are in semi-improved grounds. In areas where safety is a concern due to erosion, or sloughing, coordination with the Government will be needed to annotate those areas for exclusion. Excluded areas containing perimeter fence will still require fence line maintenance regardless. During other times of the year, should the contractor simply mow to the top edge of the ditch? The Government expects the contractor to mow to the top of the concrete lining or water’s edge, whichever is higher throughout the year as part of either improved or semi-improved mowing. Service also includes controlling the vegetation height of the culverts and headwalls to culverts to the water’s edge.
REF: Appendix A-1 The solicitation states that the total surface drainage ditches total 24,174 SF or .55 acres. This seems to be very low after seeing these areas. The cited reference indicates 24,174 LF (linear feet) of surface drainage ditch as indicated in Question 10.
REF: PWS Section 1.8.1.4 Tree and Stump Removal In section 1.8.1.4 “saplings” are referenced, however there is no CLIN for this. Will this mean that all trees less than 3” are considered small as well? Yes, that is correct.
REF: Appendix H Is Appendix H required to be submitted as a part of the price proposal? This appendix is a part of the solicitation however it is not mentioned in the instructions to be submitted. No Appendix H is not required to be priced as part of the proprosal. However, pricing is to be added to Appendix H and returned with proposal.

Will the contractor be permitted to run mowers through the MSG bio-swales? Yes.
