The purpose of this Amendment is to correct the RFP. There is duplicate language in the RFP that required removal, 52.212-1 Addendum

52.212-1 ADDENDUM INSTRUCTION

1. Instructions to Offerors-Commercial Items.
THIS SECTION IS FOR SOLICITATION PURPOSES ONLY. THIS SECTION WILL BE PHYSICALLY
REMOVED FROM ANY RESULTANT AWARD, BUT WILL BE DEEMED INCORPORATED BY
REFERENCE.
The Government reserves the right to revise or amend the solicitation or any attachment prior to the proposal closing time. Such revisions or amendments will be communicated by amendments to this Request For Proposal. If such amendments require material changes in quantities or prices, the proposal closing date may be postponed by enough days to enable offerors to revise their proposals. In such cases, the amendment will include an announcement of the new proposal closing date and time. Amendments will be posted on the Internet with the solicitation documents without notice. Offerors are responsible for accessing all amendments prior to proposal submission at www.fbo.gov.
2. Proposal Preparation Instructions
NOTE: All proposal preparation cost will be the sole responsibility of the offeror. The Government will not reimburse any firm for their proposal preparation cost.
a. To assure timely and equitable evaluation of offers, offerors must follow the instructions contained herein.
Offerors are required to meet all solicitation requirements, including terms and conditions, and representations and certifications, in addition to those identified as evaluation factors. Failure to meet a requirement may result in an offer being ineligible for award. By submission of its proposal the offeror agrees to hold the prices firm for 120 calendar days from the closing date.
(1) Proposals shall not contain classified information.
(2) Alternate proposals will not be accepted.
(3) In accordance with FAR Subpart 4.8 (Government Contract Files), the Government will retain one copy of all unsuccessful proposals. Unless the Offeror requests otherwise, the Government will destroy extra copies of unsuccessful proposals.
b. Failure to furnish a complete proposal may result in the proposal being determined non-responsive by the government. Proposal shall be submitted in original and (2) copies (digital copies, emailed, or faxed proposals will not be allowed) prior to the time set for proposal closing to:

CST at Claiborne Bombing and Gunnery Range, Elmer, LA. All interested parties must submit names of attendees to johnny.byrd@us.af.mil by 3:00 PM CST on 20 March 2018. A Pre-Proposal Briefing will be held at Claiborne Range Conference Room prior to the Site Visit. Directions to the Range will be provided to interested parties once names have been submitted. ALL QUESTIONS POST SITE VISIT MUST BE

e. General Format and Content: The offeror shall prepare the proposal as set forth in the Proposal Organization
Table below. The titles and contents of the volumes will be as defined in this table, all which shall be within the required page limitation and with the number of copies as specified. Pages exceeding the page limitations indicated in this Section will be removed from the proposal and will not be read or evaluated and may render the proposal unacceptable. * Two paper (hard copy) volumes shall be submitted in one original signed and one copy, and one copy on
CD-Rom.
f. A page is defined as each face of a sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two pages. Page size shall be 8.5 x 11 inches, not including foldouts.
Pages shall be single spaced with 1.5 spacing. Except for the reproduced sections of the solicitation document, the text size shall be no less than 10 point. Tracking, kerning, and leading values shall not be changed from the default values of the word processing or page layout software. Use at least 1 inch margins on the top and bottom and ¾-inch side margins. Pages shall be numbered sequentially by volume. These page size and format restrictions shall apply to responses to evaluation notices.
g. To facilitate review and evaluation for this source selection, the Government proposes to transmit the data via commercial systems. Distributed material will be identified as source selection sensitive and distribution strictly limited to appropriate personnel.
3. Volume I – SF 1449, Price Proposal, Representations and Certifications, and any parts of the request for proposal with fill-in blanks.
a. Complete the SF 1449, blocks 12, 17a, 30 (a), (b) and (c). An official having the authority to bind your company contractually must sign and date the SF 1449 Block 30. One copy of the SF 1449 must bear an original, authorized signature. In doing so, the Offeror accedes to the contract terms and conditions as written in the RFP. All sections of the RFP, excluding Instructions to Offerors and Evaluation Procedures Sections, constitute the model contract.

b. Complete all CLINs/SLINs in the SF 1449 Continuation Sheet Schedule, to include all option periods. The extended amount must equal the whole dollar unit price multiplied by the number of units. The proposal must be submitted for a base period plus four (4) option periods. Unit prices shall prevail in the event of a mathematical error when calculating the extended price.
c. Complete the necessary fill-ins and certifications in provisions. The provisions at FAR 52.212-3 shall be returned along with the proposal.
d. Acknowledge any and all amendments to the solicitation.
e. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit information other than cost or pricing data to support a determination of price reasonableness.
f. The price proposal will be reviewed for responsiveness. All remaining responsive proposals will be ranked in order by price. Unrealistically low price or cost estimates, initially or subsequently, may be grounds for eliminating a proposal from competition. The Government may use various price analysis techniques and procedures to ensure a fair and reasonable price. Examples of such techniques include, but are not limited to the following: Price analysis: The process of examining and evaluating a proposed price without evaluating its separate cost elements and proposed profit. Comparison of proposed prices received in response to the solicitation. Normally, adequate price competition establishes price reasonableness. Comparison of previously proposed prices and previous Government contract prices with current proposed prices for the same or similar effort.
4. Volume II - Past and Present Performance.
a. The Government will consider contractors' past/present performance references of other relevant contracts they have recently performed, in conjunction with other information available to the Government (i.e. Past
Performance Information Retrieval System (PPIRS)). Offerors are cautioned that the Government will use information provided by the offerors and information obtained by other sources in the development of the performance confidence assessment
b. Performance Questionnaires. In addition to para (a) above, the Government will evaluate the quality and extent of offeror's performance deemed relevant to the requirements of this RFP. Provide a list of no more than five
(5) of the most relevant contracts performed for Federal agencies and commercial customers within the last six
(6) years. Past Performance includes contract efforts that are currently being performed. Relevant contracts include work of a nature, magnitude and scope similar to that required for this contract within the past six years from date of solicitation. Relevant past performance information will consist of contracts/projects equivalent to the PWS requirements of this contract. Each past performance submission will be given an overall past performance relevancy rating of: Very Relevant, Relevant, Somewhat Relevant or Not Relevant.
c. Past performance regarding predecessor companies, key personnel who have relevant experience, or sub-contractors that will perform major or critical aspects of the requirement may be included as relevant past performance.
Past performance regarding minor members of joint ventures or teaming arrangements may also be submitted as relevant. Each offeror is responsible for sending the attached past performance questionnaire to its chosen references. Upon completion of the questionnaires, Offerors shall submit the Past Performance Questionnaire (PPQ) no later than

marla.poirier@us.af.mil. This requirement for the submission of questionnaires is in addition to the requirement for a list of consecutive contracts.
Furnish the following information for each contract listed:
1. Contracting Agency/Customer

4. Project title and brief description of contract effort
5. Period of performance
6. Contract value at time of award
7. Current value, including all changes and exercised option
8. Contracting Officer’s name, address and telephone number
d. Quality and Satisfaction Rating for contracts completed in the past six (6) years: Provide any information currently available (letters, metrics, customer surveys, independent surveys, etc.) which demonstrates customer satisfaction with overall job performance and quality of completed product for same or similar type contract. In addition, explain corrective actions taken in the past, if any, for substandard performance and any current performance problems such as cost overruns, extended performance periods, numerous warranty calls, etc.
e. If a teaming arrangement is contemplated, provide complete information as to the arrangement, including a copy of the agreement and any relevant and recent past performance information on previous teaming arrangements with same partner. If this is a first time joint effort, each party to the arrangement must provide a list of past and present relevant contracts.
f. Past performance information pertaining to a teaming partner, joint venture, and/or subcontractor cannot be disclosed to a private party without that party’s consent. Because a prime contractor is a private party, the Government will need that consent before disclosing teaming partner, joint venture, or subcontractor past and present performance information to the prime during exchanges. In an effort to assist the
Government in assessing the offeror’s past performance, a consent letter shall be completed by the subcontractor, teaming partners or joint ventures identified in your proposal. The signed consent shall be submitted as part of your Past Performance volume.
g. If the offeror claims there is no past performance, this status must be identified to the contracting officer no later than the due date/time for past performance information from all offerors. A “neutral/unknown” confidence assessment rating will be assigned for a lack of any past performance information. This will not automatically disqualify an offeror, but is a factor considered in the evaluation process as described in the addendum for FAR
52.212-2.
5. Volume III – Technical Proposal
a. An evaluation of technical acceptability of each offeror's technical capability proposal shall be made. The contracting officer may conduct discussions, request clarifications, and/or have communications with offerors to determine technical acceptability of their proposal IAW the solicitation requirements. The basis for evaluation of technical capability proposals is described below. At minimum, the technical capability proposal shall consist of the following:
i. SUB-FACTOR 1: Quality Control Plan (QCP). An acceptable QCP plan must ensure that every aspect of operations and maintenance meets the performance requirements defined in the PWS. Each
QCP will be specifically evaluated on the following criteria; however, a full evaluation may not be limited to this list.

1. A list of contractor-provided equipment, including details of equipment type, standards, intended purpose, and standards for operation.
2. Operations and maintenance of all assigned government-furnished equipment.
3. Maintenance of all government grounds and facilities.
4. Management of administration, logistics, environmental, security, and safety programs.
5. Range and airspace control, coordination, and management.
6. Range scoring systems operations and management.
7. EW Program management, including maintenance and operation of all EW equipment and training
EW technicians.
ii. SUB-FACTOR 2: Staffing Plan. An acceptable Staffing Plan must ensure that every aspect of contract manpower meets the performance requirements defined in the PWS. Each Staffing Plan will be specifically evaluated on the following criteria; however, a full evaluation may not be limited to this list.
1. A manning schedule.
2. A list of positions with well-defined roles and responsibilities.
3. An explanation of the employment of any “dual hatted” personnel.
4. An initial staffing plan for hiring new personnel, retaining experienced personnel,
5. An initial staffing plan for filling key management positions.
6. A training program with well-defined standards and milestones.
Note: At least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern, IAW FAR 52.219-14 Limitations on Subcontracting.
iii. SUB-FACTOR 3: Mobilization Plan. An acceptable Mobilization Plan ensures that the complete acquisition, coordination, and deployment of all personnel and equipment necessary to perform all
PWS requirements is accomplished within the first four weeks of the contract period.

Addendum to FAR 52-212-2 - Evaluation Factors for Award
52.212-2 EVALUATION--COMMERCIAL ITEMS (Oct 2014)
Addendum to FAR 52-212-2 - Evaluation Factors for Award
1. Basis of Award.
a. BASIS FOR CONTRACT AWARD: This is a competitive best value source selection in which competing
Offerors' past performance will be significantly more important than price. This may result in an award to a higher confidence rating, higher priced Offeror where the decision is consistent with the evaluation criteria.
By submission of its offer, the Offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in an offer being determined unacceptable. The Government intends to award one contract. The Government seeks to award to the Offeror who in the Government’s estimation, provides the greatest overall benefit in response to the solicitation. All such offers shall be treated equally except for their technical capability, prices and performance records. The evaluation process shall proceed as follows:
b. Evaluation Process:
(1) Initially offers shall be considered for technical capability in accordance with the evaluation criteria described in paragraph 2(a) (1).
(2) Offers with an Acceptable technical rating will then be ranked according to price, including option prices, described in paragraph 2(a) (2).
(3) The three lowest priced Offeror’s will then receive a performance confidence assessment in accordance with the evaluation criteria described in paragraph 2(a) (3).
(4) If none of the three lowest priced Offerors is judged to have a Substantial Confidence performance assessment, the next lowest priced Offeror will be evaluated and the process will continue (in order by price) until an Offeror is judged to have a Substantial Confidence performance assessment or until all
Offerors are evaluated. The Source Selection Authority shall make an integrated assessment best value award decision if the lowest priced Offeror is not judged to have a Substantial Confidence performance assessment.
(5) Prior to award, a responsibility determination will be made as described in FAR Part 9.
c. Offerors must include prices for fixed priced items, as well as transcribe appropriate total CLIN prices on the
SF 1449 of the solicitation for the basic period and all option periods. Failure to do so may be considered by the Government as non-responsive and cause for rejection of the entire offer.
d. The Government intends to award a contract without discussions with respective offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interest.
e. Offerors are cautioned to submit sufficient information and in the format specified in the FAR addendum to
52.212-1, Instructions to Offerors. Offerors may be asked to clarify certain aspects of their proposal or respond to adverse past performance information to which the offeror has not previously had an opportunity to respond.
Communication conducted to resolve minor or clerical errors will not constitute discussions and the
Government reserves the right to award a contract without the opportunity for proposal revision.
2. Evaluation Factors for Award
a. Three evaluation factors will be used to evaluate proposals: Technical Capability, Price, and Past
Performance; with past performance being significantly more important than price.
TECHNICAL INFORMATION: An evaluation of technical acceptability of each offeror's proposal shall be made. IAW FAR 15.306(a) & (b) prior to establishing the competitive range of proposals for this acquisition, the contracting officer may request clarifications, and/or have communications with offerors to determine technical acceptability of their proposal IAW the solicitation requirements. The basis for evaluation of technical proposals is described below. Only those offerors determined to be technically acceptable, either initially, or as a result of discussion, clarifications, and/or communications, will be considered for further evaluation and award.
At minimum technical plans shall consist of the following sub-factors:
1. Technical Capability.
A. The basis for evaluation of technical capability proposals is described below. At a minimum, the technical capability proposal shall consist of the following:
SUB-FACTOR 1: Quality Control Plan (QCP). An acceptable QCP plan must ensure that every aspect of operations and maintenance meets the performance requirements defined in the PWS. Each
QCP will be specifically evaluated on the following criteria; however, a full evaluation may not be limited to this list.
1. A list of contractor-provided equipment, including details of equipment type, standards, intended purpose, and standards for operation.
2. Operations and maintenance of all assigned government-furnished equipment.
3. Maintenance of all government grounds and facilities.
4. Management of administration, logistics, environmental, security, and safety programs.
5. Range and airspace control, coordination, and management.
6. Range scoring systems operations and management.
7. EW Program management, including maintenance and operation of all EW equipment and training EW technicians.
Measure of Merit: This standard is met when the QCP demonstrates an effective performance/quality monitoring system that includes comprehensive performance standards and well-defined actions proposed to meet each PWS requirement.
SUB-FACTOR 2: Staffing Plan. An acceptable Staffing Plan must ensure that every aspect of contract manpower meets the performance requirements defined in the PWS. Each Staffing Plan will be specifically evaluated on the following criteria; however, a full evaluation may not be limited to this list.
1. A manning schedule.
2. A list of positions with well-defined roles and responsibilities.
3. An explanation of the employment of any “dual hatted” personnel.
4. An initial staffing plan for hiring new personnel, retaining experienced personnel,
5. An initial staffing plan for filling key management positions.
6. A training program with well-defined standards and milestones.
Measure of Merit: This standard is met when the Staffing Plan demonstrates a comprehensive understanding of and response to the PWS requirements; establishes a viable course of action to fulfill all manpower requirements as defined in the PWS; establishes a well-defined initial staffing plan that ensures immediate employment of skilled technicians and experienced personnel in key positions.
Note: At least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern, IAW FAR 52.219-14 Limitations on Subcontracting.
SUB-FACTOR 3: Mobilization Plan. An acceptable Mobilization Plan ensures that the complete acquisition, coordination, and deployment of all personnel and equipment necessary to perform all
PWS requirements is accomplished within the first four weeks of the contract period.
Measure of Merit: This standard is met when the Mobilization Plan demonstrates a comprehensive understanding of PWS requirements and a viable course of action to secure and deploy all personnel and equipment within the first four weeks of the contract period.
The Government will evaluate the offeror’s technical capability proposal identified above. The
Government’s evaluation team shall evaluate overall technical capability on an
Acceptable/Unacceptable basis. All areas of the Technical Capability proposal must be determined
“Acceptable” using the descriptions below for the Technical Capability proposal to receive an
Acceptable rating. If any of the areas are determined to be “Unacceptable,” the Technical Capability proposal will receive an Unacceptable rating.
Technical Capability Rating. The technical capability rating provides an assessment of the quality of the offeror’s solution for meeting the Government’s requirements. Each technical capability area will receive one of the ratings described below. The focus of the technical rating is to identify if the contractor has an adequate approach and understanding of the requirement. This rating will be based on the Government’s technical knowledge and historical data.
2. Price.
A. The Government will evaluate prices using the Total Evaluated Price (TEP) method. The TEP will include the base period, all option periods which combined will equal the TEP. All option period prices will be used in TEP evaluation but these prices will not be funded in the initial contract award. The Total
Contract Price for award evaluation will be the sum of extended prices for CLINs 0001, 1001, 2001, 3001, and 4001.
B. All extensions of the unit prices shown will be subject to verification by the government. In case of variation between the unit price and the extension, the unit prices will be considered to be the offer.
C. Reasonableness: The offeror’s Price proposal will be evaluated to ensure it is fair and reasonable, pursuant to FAR 15.404. For additional information see FAR 31.201-3.
D. Realism: The offeror’s Price proposal may be evaluated to ensure it is realistic, pursuant to FAR
15.305(a) (1). For additional information see FAR 15.404-1(d)
E. Unbalanced Pricing: The Government will analyze proposals to determine whether they are unbalanced with respect to prices, variable quantity matrix factors, and separately priced line items in accordance with
FAR 15.404-1. An offer may be rejected if the contracting officer determines that the lack of balance poses an unacceptable risk to the Government.
3. Past Performance Information
A. The Government will evaluate past performance to assess how well the offeror performed work relevant to the type of effort and type of requirement described in the solicitation as an indicator of an offeror’s ability to perform the contract successfully.
Technical Acceptable/Unacceptable Ratings

B. The Government will accomplish the past performance evaluation, assigning a performance confidence assessment rating to the offeror’s proposal based on performance ratings of recent and relevant efforts.
C. The Government will seek relevant performance information from: past and present efforts provided by the offeror using questionnaires, which are forwarded by the offeror to their selected sources and data independently obtained from other Government and commercial sources. Recency is defined as performance occurring within the last six (6) years of the date of this solicitation, except that ongoing projects must have begun no less than three (3) months prior to the issuance of the RFP.
D. Relevant contracts: Relevant contracts include work of a nature, magnitude and scope similar to that required for this contract within the past six years from date of solicitation. Relevant past performance information will consist of contracts pertaining to the Operations and Maintenance of Bombing and
Gunnery Ranges. Relevant performance includes work of a nature, magnitude and scope similar to that required for this contract. Each past performance submission will be given an overall past performance relevancy rating of Very Relevant, Relevant, Somewhat Relevant, or Not Relevant.
E. The following table (DoD Source Selection Procedures, Table 4) provides relevancy definitions that will be used:

Past performance regarding predecessor companies, key personnel who have relevant experience, or sub-contractors that will perform major or critical aspects of the requirement will not be considered as highly as past performance information for the principal offeror. Past performance regarding minor members of joint ventures will be considered as highly as the majority member of those arrangements. Offerors with no relevant past or present performance history or the offeror’s performance record is so limited that no confidence assessment rating can be reasonably assigned shall receive the rating "Unknown Confidence," meaning the rating is treated neither favorably nor unfavorably. Each offeror shall be assigned one of the following ratings:

Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
NO
Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
The government reserves the right to seek information on higher priced offerors if none of the lower priced offerors receive a Substantial Confidence performance assessment rating. The purpose of the past performance evaluation is to allow the government to assess the offeror’s ability to perform the effort described in the solicitation, based on the offeror’s demonstrated present and past performance. The assessment process will result in an overall performance confidence assessment rating of Substantial
Confidence, Satisfactory Confidence, Limited Confidence, No Confidence, or Unknown Confidence as defined in DoD Source Selection Procedures Table 5.
If the lowest reasonably priced, responsible offer (by total evaluated price (TEP)) does not have a
Substantial Confidence performance assessment rating, the next lowest reasonably priced, responsible offeror will be considered and the process will continue (in order by TEP) until the Government reaches an offer with a Substantial Confidence performance assessment rating or until all offers are considered, whichever occurs first.
Notice of Award: A written notice of award or acceptance of any offer (a copy of the Standard Form 1442 signed by the Contracting Officer), mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
Before the offer’s specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless written notice of withdrawal is received before award.
PREMITS AND RESPONSIBILITIES FOR WORK
The contractor shall, without additional expense to the Government, obtain all licenses and permits required for the prosecution of the work. He shall be responsible for all damages to persons or property that occur as a result of this fault or negligence in connection with the prosecution of the work.
PERIODIC PROGRESS MEETING
The Contracting Officer, COR, and other government personnel, as appropriate, will meet periodically with the contractor to review the contractor to review the contractor’s performance. At these meetings, the Contracting
Officer will apprise the contractor of how the Government views the contractor’s performance and the contractor will apprise the Government of problems, if any, being experienced. The contractor will also notify the Contracting
Officer (in writing) of any work being performed, if any, that the contractor considers over and above the requirements of the contract. Appropriate action shall be taken to resolve outstanding issues.
These meetings shall be held more frequently during the first month of the contract period and as needed but not less than quarterly thereafter, unless a joint written determination has been signed by the Contracting Squadron
Commander and the Functional Area Chief.
