FA4608-16-R-0016 Q&A 2

Q1: Is there an incumbent contractor performing this work, and if so, please provide the name and contract number.

A: There is currently no incumbent or contract for this work

Q2: Page 7, paragraph 2.0 states that the government will provide equipment and office space, etc. along with “supplies required to perform all tasks.” Paragraph 3.1.1 states that the contractor “shall ensure the workstation has ample resources and is clean..”, etc.

a. It would appear that it’s the government’s function to provide all such resources?

b. Is it the intent that the contractor is responsible for cleaning the area?

c. We offer that Section 3.1.1 be rewritten as follows: “General Housekeeping: The contractor shall ensure that their office space is orderly at all times.”

A: All necessary resources to perform the service will be provided by the Government . The employee will be required to keep their individual workstation clean, as the paragraph stated. (the workstation, not the work area) The PWS will remain unchanged.

Q3: Page 9, after Section 9.0 Definitions, contains a Wage Determination. Since this position is a degreed educational professional, none of the listed occupations apply.

a. It does not appear that a Wage Determination applies; should this be removed?

b. The same thought applies to page 30 regarding Service Contract Act statements regarding “Employee Class”. The position as defined is not a “15120 Tutor.”

A. Due to the nature of the work being an advisor-type role, not an educational professional, a wage determination still applies. This position is not for a “teacher” as defined under 29 CFR 541.303, but for an advisor to support the education office. A different wage determination classification may be suggested by the contractor with their proposal.

Q4: Page 58, refers to 52.215-5 Facsimile Proposals. This section cover Fax submissions. Presume electronic submissions are acceptable as well?

Q5: Page 60, last section regarding Past Performance references that a PPQ form was attached to the solicitation. We could not find this document.

A. The PPQ was mistakenly not attached at the initial upload. It has been uploaded to FBO as of 17 August 2016.

Q6: Please clarify how the PPQs are to be submitted (directly to you by email, mailed, etc.) - and by what date. Please clarify how many PPQs you would like.

A: PPQ’s shall be submitted with your proposal, before 12 September 2016 12:00 p.m. CST (the proposal due date/time). The means of which you submit your proposal/PPQs is up to you, either method works. Request that no more than three (3) PPQs be submitted.

Q7: The SF1449 states that this is a FFP contract. Section 3.1.3 states that this “Contract is paid hourly”. Can you please clarify if this is a FFP, Level of Effort, or Time and Materials contract.

A: This will be a Firm-Fixed Price (FFP) contract.

Q7: Is this a new requirement? If not, please provide the previous contract # and incumbent name. Is the incumbent eligible to re-compete?

A: This answer can be found in question one (Q1).

Q8: Will the govt. provide computer, desk space, etc. for the Education Advisor to perform their day to day duty?

A: Yes, paragraph 2.0 of the PWS states that, “The Government will provide all equipment and office space.”

Q9: Can the govt. provide an estimate of number of hours or days that the Education Advisor might have to attend CCAF workshops, etc. for continued job development.

A: It is not mandatory for the employee to attend these CCAF workshops. It is optional, and the employee will be required to notify the Education Office of their intended date of attendance

Q10: Does the govt. provide any continued job development opportunities on-site like CCAF workshops, etc.? Is there a price estimate that the govt. can provide for the Education Advisor’s continued job development?

A: The Government DOES NOT/WILL NOT provide these opportunities to the contractor. The contractor will pay for any developmental opportunities such as the CCAF workshop out of their own pocket. The Contractor will be liable for any associated costs. The Government does not have a price estimate for this class.

Q11: Is the Education Advisor a Service Contract Act (SCA) position? If yes, please advise on the labor category.

A: See the answer to Q# 3 (a) and (b).

Q12: As past performance questionnaire are requested, can the govt. please provide a template for the PPQ. Is CPARS rating acceptable in lieu of PPQ?

A: The PPQ is now attached to FBO.
