FA4608-15-R-0004, Base Pavements IDIQ Questions and Answers Questions and Answers
1. Amendment 001 Attachment (11) Vendor Bid Sheet CLIN 0086 states “REMOVE, REPLACE, & COMPACT BASE MATERIAL, 6” DEPTH”. Question – Does this bid item include supply of new base material or is this item for labor and equipment only, excluding new base?
Answer: The base course is part of the line item, contractor supplies.
2. Amendment 001 Attachment (11) Vendor Bid Sheet CLIN 0089 states “PROVIDE 6” GRADED, CRUSHED AGGREGATE BASE COURSE MATERIAL”. Question – Does this bid item include spread and placement of aggregate or is this item for material supply only?
Answer: Contractor provides and spreads
3. Amendment 001 Attachment (11) Vendor Bid Sheet CLIN’s 0100 & 0101 “BOLLARD” includes a (Detail 5.1) reference. Question – Is this Detail (5.1) included in the RFP docs?
Answer: See Attached
4. Amendment 001 Attachment (11) Vendor Bid Sheet CLIN 0135 states “CONCRETE CRUSHING (SEE STATEMENT OF WORK)”. Question – What is the estimated onsite stockpile quantity (Cubic Yard, Tons, etc…) that will require crushing?
Answer: This might answer the following two questions also: There is not a stockpile per se’. The stockpile is generated from concrete debris that is removed from on base construction projects. Any concrete debris that is demoed and “taken” to the crusher site was paid with taxpayer’s dollars and technically is the government’s. Since the contractor can crush the material and utilize it as base course, there is a savings by the contractor. All the government asks for is a percentage of its own material so that our pavement shop will have a stockpile to utilize for their work on base and not have to purchase.
5. Amendment 001 Attachment (11) Vendor Bid Sheet CLIN 0135 states a quantity of 25%. Question – Is the stated 25% the amount that the base is requiring? If not, what is its significance?
Answer: The 25% should have been left off. This is one of those line items that the contractor should fill in as to what percentage of the crushed material the government will get.
6. Amendment 001 Attachment (11) Vendor Bid Sheet CLIN 0135 includes a unit price of which is multiplied by the stated 25% quantity to generate a subtotal for this activity. Question – What does the unit price represent? What is it a percentage of?
