END OF SECTION 01090

SECTION 01340 – SUBMITTALS

A. Procedures.

B. Proposed “Or Equal” Products/Materials.

C. Samples.

D. Construction Progress Schedules.

E. Shop Drawings.

F. Product Data.

G. Certificates.

H. Equipment Data Submittals.

I. Manufacturers’ Detailed Instructions.

J. Materials Furnished under Standard Specifications.

1.02 DESCRIPTION OF REQUIREMENTS:

A. General: This section specifies procedural requirements for non-administrative submittals including shop drawings, product data, samples and other miscellaneous work-related submittals. Shop drawings, product data, samples, and other work-related submittals are required to amplify, expand and coordinate the information contained in the Contract Documents. Refer to other Division - I sections and other contract documents for specifications on administrative, non-work-related submittals.

B. Shop drawings are technical drawings and data that have been specially prepared for this project. Standard information prepared without specific reference to a project is not considered to be shop drawings.

C. Product data includes standard printed information on manufactured products that has not been specially prepared for this project.

D. Samples are physical examples of work.

E. Miscellaneous submittals are work-related, non-administrative submittals that do not fit in the three previous categories, including, but not limited to the following:

1. Specially-prepared and standard printed warranties

2. Maintenance agreements

3. Survey data and reports

4. Testing and certification reports

5. Record drawings

6. Operating and maintenance manuals

1.03 SUBMITTAL PROCEDURES:

A. Deliver all submittals to the Contracting Officer within 30 calendar days after the Notice to

Proceed, unless otherwise specified.

1. Transmit each item using AF Form 3000. Identify project, Contractor, subcontractor, major supplier; identify pertinent drawing sheet and detail number, and specification section number, as appropriate. Identify deviations from contract documents.

2. Submit initial progress schedules in quadruplicate within 7 calendar days after commencement of work. After review by the Contracting Officer, revise and resubmit as required.

3. Government’s review will be limited to determination if submittals are in conformance with design concept and general requirements of the project. Approval by the Government shall not absolve the Contractor from his/her responsibilities for specific performance of the item or items submitted.

4. Submittals shall be accepted only from the Contractor (not sub-contractor or material supplier), who shall check submittals for completeness, accuracy for construction purposes, and conformance with contract requirements and shall indicate his/her concurrence on each submittal.

5. Unless otherwise specified, submittals for a specific product/material make, model, formula, etc., will be required only upon first use under the provisions of the contract, not for each subsequent task order issued.

B. General: AF From 3000 shall be used for all submittal requirements. This form will be made available to Contractor at the Pre-construction Conference. Because of the possibility that initial submittals may be disapproved, sufficient time should be allowed for resubmittal for approval so as not to delay construction schedules. All samples submitted will become the property of the Government and none shall be returned to Contractor. All components of a system shall be submitted on the same form. Partial submittals shall be returned without action.

C. Coordination: Coordinate the preparation and processing of submittals with the performance of the work. Coordinate each separate submittal with other submittals and related activities such as testing, purchasing, fabrication, delivery and similar activities that require sequential activity.

D. Listing: At the end of this specification is a listing of the principal submittals required for the work. The listing is included only for the convenience of users of the Contract Documents.

E. Review Time: Allow sufficient time so that the installation will not be delayed as a result of the time required to properly process submittals, including time for resubmittal, if necessary.

Advise the Contracting Officer on each submittal, as to whether processing time is critical to the progress of the work, and if the work would be expedited if processing time could be shortened.

1.04 SPECIFIC SUBMITTAL REQUIREMENTS:

A. General: Specific submittal requirements for individual units of work are specified in the applicable specification section. Except as otherwise indicated in the individual specification sections, comply with the requirements specified herein for each type of submittal.

B. Submittals on Exterior Finishes: In addition to submittals required elsewhere in these specifications, submit one color board.

2. Exterior Color Boards may be submitted separately, but each shall include all finishes involved. The Contractor shall certify that he has reviewed the color samples in detail, which they are in strict accordance with the contract drawings and specifications, except as he may otherwise explicitly state and that all materials are available. Submittal of Color Board shall not relieve the Contractor of the responsibility to submit samples and technical data required by individual sections of the specifications.

3. Color Boards shall be submitted in a standard three-ring binder. Samples shall be mounted on illustration or foam board 8 1/2 inch by 11 inch in size. Provide samples of materials showing color, texture, pattern, and finish for all appearance related items, i.e.

shingles, soffit, fascia, metal (exterior). Samples shall be organized by color schemes with a separate sample for each scheme. Identify each sample by use, location, and manufacturer's product. Coordinate the color board with the drawings, roof plans, finishes, schedules, color schedules, etc.

C. Shop Drawings: Information required on shop drawings includes dimensions, identification of specific products and materials that are included in the work, compliance with specified standards, and notations of coordination requirements with other work. Provide special notation of dimensions that have been established by field measurement. Highlight, encircle or otherwise indicate deviations from the contract documents on the shop drawings.

1. When required by individual specification sections, submit the number of opaque reproductions that the Contractor requires, plus three (3) copies that will be retained by the Government.

2. Shop drawings shall be prepared by persons competent and experienced in the trade involved. Drafting skill is not a requirement but accuracy and completeness of Drawings shall reflect field measurements and conditions and shall show the relationship of the item to adjacent materials.

3. “Shop Drawings” are defined as drawings, diagrams, illustrations, schedules, performance charts, brochures and other data prepared by the Contractor or any subcontractor, manufacturer, supplier, or distributor, which illustrates how specific portions of the work shall be fabricated and/or installed.

4. Shop drawings are not part of the contract documents. Contract documents are prepared under the guidance of the design professional. Shop drawings by long standing tradition in the construction industry are usually prepared by trade’s people who are not registered architects or engineers.

5. The purpose of shop drawings is not to depict or define design but it is to show how the construction document or requirements are to be implemented.

D. Product Data: General information required specifically as product data includes manufacturer's standard printed recommendations for application and use. Compliance with recognized standards of trade associations and testing agencies, and the application of their labels and seals (if any), special notation of dimensions which have been verified by way of field measurement, and special coordination requirements for interfacing the material, product or system with other work.

E. Samples: Submit samples for the Contracting Officer's visual review of general generic kind, color, pattern, and texture, and for a final check of the coordination of these characteristics with other related elements of the work. Samples are also submitted for quality control comparison of these characteristics between the final sample submittal and the actual work as it is delivered and installed.

1. When required by individual specification sections, submit samples that fully illustrate functional characteristics of the product, complete with integral parts and attachments.

2. Include identification on each sample, giving full information.

3. The Contracting Officer will retain samples, except in those instances where the specifications permit use of the sample in the actual work.

4. Provide field finishes at project as required by individual specification section. Install sample complete and finished. Acceptable finishes in place may be retained in completed work.

F. PROPOSED “OR EQUAL” PRODUCTS/MATERIALS:

1. Submit proposed “or equal” products/materials to the Contracting Officer within 20 calendar days after the date of Notice to Proceed is issued.

2. Submit proposed “or equal” products/materials relating to a particular subcontract or trade at one time.

3. List the following information:

A. Proposed item(s).

B. Amounts for all cost variations.

C. Product Data and all information required determining suitability of the proposed product.

D. Impact on other work.

E. Additional information as requested by the Contracting Officer.

4. Approval or rejection of “or equal” products/materials is at the Contracting Officer's discretion, whose judgment will be final. Factors for acceptability of proposed items are as follows:

A. Quality of materials, structural strength, and details of construction or fabrication.

B. Performance and function.

C. Appearance and finish.

D. Impact on other work shall be identified.

5. Do not resubmit any previously rejected proposed items.

6. Use of approved “or equal” products/materials does not relieve the Contractor from compliance with the Contract Documents.

7. “Or equal” products/materials shall not be installed without prior approval. “Or equal” products/materials installed without prior approval shall be removed and replaced with those indicated or specified, at no additional cost to the Government.

G. CERTIFICATES:

1. Each certificate required by the Contract Documents shall be signed by an officer, agent, or individual lawfully authorized to execute the certificate and such authority shall be cited in the certificate by description, title, or other acceptable evidence.

2. Certificates shall be sworn and notarized as to correctness and validity of the contents, and copies shall be notarized to be true copies. Deliver all certificates to the

H. Miscellaneous Submittals:

1. Inspection and Test Reports: Classify each inspection and test report as being either "shop drawings" or "product data" depending on whether the report is specially prepared for the project, or a standard publication of workmanship control testing at the point of production. Process inspection and test reports accordingly.

2. Warranties: Refer to other sections for specific general requirements on warranties, product bonds, workmanship bonds and maintenance agreements.

3. Close-out Submittals: Refer to section "Project Close-out" and to individual sections of these specifications for specific submittal requirements of project close-out information, materials, tools, and similar items.
