BLANKET PURCHASE AGREEMENT TERMS & CONDITIONS – SNOW REMOVAL/HAULING

This document establishes the terms and conditions for a Blanket Purchase Agreement (BPA) for snow removal and snow hauling services at Offutt Air Force Base, supporting the 55th Civil Engineer Squadron (55 CES). The ordering period runs from November 12, 2026, through April 30, 2027. Services must be performed in accordance with all federal, state, and local laws and regulations, commercial standards, and the attached Statement of Work (SOW). The contractor shall respond to telephone or email requests for snow clearing (tiered service levels per SOW) and snow hauling operations. The Government's obligation is limited solely to the extent of calls actually placed against the BPA, with individual authorized callers restricted to a maximum of $350,000 per call and $350,000 throughout the entire BPA period. Only individuals designated in an authorized caller list issued by the Contracting Officer, or the Contracting Officer themselves, are eligible to place calls.

Invoicing and documentation requirements include delivery tickets in duplicate accompanying each delivery with specified information (supplier name, BPA number, call number, date, individual who placed call, itemized services, quantities, unit and total prices, and delivery date), followed by itemized invoices submitted monthly or upon BPA expiration. The contractor must submit one original price list effective for one year, with revised lists requiring submission at least ten calendar days before expiration and approval by the Contracting Officer before becoming effective. The U.S. Government is exempt from Nebraska sales tax. Work calls may be placed at any time due to weather-dependent service requirements, and contractors must respond per SOW timelines. The Government reserves the unilateral right to cancel the BPA with written notice, while contractors may terminate with 30 days' written notice. All modifications, changes, and contractual correspondence must be directed to the Contracting Officer (SSgt Eyvind Boyesen, 55th Contracting Squadron/PKB, Offutt AFB, NE 68113; 402-232-2287; eyvind.boyesen@us.af.mil), who is the sole authority for approving changes and resolving contractual issues.
