About this file

This document is a Blanket Purchase Agreement (BPA) Terms & Conditions for snow removal and hauling services at Offutt Air Force Base.

The BPA covers snow clearing of different tiers and snow hauling operations for the 55th Civil Engineer Squadron (55 CES) during the ordering period of November 1, 2026 through April 30, 2027. Services must be performed in accordance with all federal, state, and local laws and regulations, commercial standards, and the attached Statement of Work. The contractor must respond to calls placed by authorized individuals or the Contracting Officer within timeframes outlined in the SOW. Calls may be placed at any time due to the weather-dependent nature of services. The purchase limitation is $350,000 per individual call and $350,000 throughout the life of the BPA. Only individuals listed in an authorized decentralized caller list or Contracting Officers are eligible to place calls. Delivery tickets in duplicate must accompany each delivery and include the supplier name, BPA number, call number, date, caller name, itemized services, quantities, unit prices, total prices, and delivery date. Invoices must be submitted for each call or at least monthly to a Government Purchase Card (GPC) holder and should mirror delivery ticket information. The contractor must submit one original price list effective for one year and resubmit revised price lists at least ten calendar days prior to expiration for CO approval. The U.S. Government is exempt from Nebraska sales tax. The BPA may be cancelled by the Government with written notice at any time; the contractor may terminate with thirty days' written notice. The 55th Contracting Squadron administers the agreement, with SSgt Eyvind Boyesen as the Contracting Officer (402-232-2287, eyvind.boyesen@us.af.mil). Only the CO is authorized to approve changes, modifications, and resolve contractual issues.
