About this file

This file is a Technical Questions and Answers document for solicitation FA460026Q0117, addressing contractor inquiries regarding the Building 515 Carpet and Vinyl Installation project at Offutt Air Force Base, Nebraska.

The project involves removing existing carpet flooring and installing approximately 28,500 square feet of new carpet and 1,050 square feet of vinyl flooring on the first floor of Building 515, which features raised metal subfloring. The period of performance runs from the date of award through February 26, 2027, with work occurring during daily access hours of 0800-1600. Work will proceed in phases with government-provided escorts restricting installation to one phase per escort, while the building remains occupied during installation. The contractor must secure adhesion for all tiles, with additional glue applied where necessary, and carpet will be installed in one direction rather than rotated 90-degree offset patterns. The contractor may subcontract portions of the work and will invoice upon CLIN completion rather than through partial invoices. Government escorts will not assist with furniture movement; however, installers will move furniture while users disconnect/reconnect electrical and network connections and verify restoration. The subfloor preparation is complete with no asbestos, moisture, or leveling issues identified. The dumpster must be parked on the ramp 50 feet from SCIF doors. The contracting office will serve as the point of contact for base access and DBID processing, with contractors required to provide necessary information post-award. Bid bonds and performance bonds are not required. The government will provide CAD diagrams, PDFs, current furniture configuration plans, and secure photographs with 10-day lead time upon request.
