About this file

This is a Questions and Answers document for federal contract solicitation FA460026Q0089, addressing vendor inquiries regarding TACFIT flooring replacement and removal work at Offutt Air Force Base Fieldhouse.

The document compiles 46 questions submitted by potential contractors, covering critical solicitation clarifications. Key inquiry areas include: pre-award site visit scheduling and attendance requirements (later amended to non-mandatory per Amendment 00002), period of performance discrepancies between the PWS (30 days) and delivery schedule (October 1-31, 2026), personnel security clearance requirements for base access, funding availability status, submission deadline conflicts (11:00 AM versus 11:00 PM CDT), subcontracting limitations and small-business utilization, joint proposal eligibility for multiple contract awards, and prior award information. Technical questions address flooring specifications including material type (3/8-inch rubber flooring later increased to 3/4-inch per Amendment 00003), substrate preparation requirements (grinding, patching, self-leveling), adhesive specifications, equipment removal and reinstallation (approximately 12 bolted pull-up racks), transition details, cure times, and return-to-service deadlines. Contractors also requested site documentation including photographs, floor plans, equipment lists with dimensions, existing condition assessments, dumpster placement locations, and moisture mitigation options. Additional inquiries concern electronic submission methods, wage determination requirements (Davis Bacon Act or Service Contract Act), and alternative site visit accommodations for vendors with scheduling conflicts. The questions deadline was September 16, 2026 at 1100 CST, with offer submission required by September 21, 2026 at 1100 CST.

Tacfit Flooring Solicitation FA460026Q0089
QuestionsAnswers
1. Pre-Award Site Visit: PWS Section 2.6.1 requires attendance at a pre-award site visit. Has a date been scheduled, and if so, could you provide the date, time, and any check-in/access instructions for Offutt AFB?
2.Period of Performance: The PWS (Section 1.5) states a 30-day period of performance, while the solicitation schedule (Block 20/Deliveries) lists a delivery period of 01 Oct 2026 to 31 Oct 2026. Please confirm which period of performance governs for proposal purposes.
3. Personnel Access/Clearance: PWS Section 2.7 states contractor personnel must be able to obtain access to Offutt AFB with favorable clearance at time of award. Could you clarify the specific level of clearance or background check required for installation crew members and whether any lead time should be anticipated for base access approval?
4. Funding Status: Given the Special Contract Requirements notice that funds are not currently available for this effort, can you advise whether there is an anticipated timeline for funding availability, or whether this remains undetermined at this time?
5. We noticed conflicting submission times for FA460026Q0089. Would you please confirm the official closing time on September 21?
6. Has the pre-award site visit for Q0089 been scheduled?
7. We anticipate using a qualified small-business flooring subcontractor for the specialized field work, with Courier Pro remaining responsible as the prime contractor for overall contract performance and management. Could you please confirm the applicable limitation-on-subcontracting requirements and whether work performed by a similarly situated small-business subcontractor may count toward those requirements?
8. May a qualified representative of the flooring subcontractor serve as the required local/on-site project manager if formally designated and authorized by Courier Pro to coordinate performance on our behalf?
9. May the same prime contractor submit separate quotations for both Q0088 and Q0089? If awarded both, may mobilization, personnel, equipment, and scheduling be coordinated between the projects while keeping each contract's scope and pricing separate?
10. We were unable to locate prior awards for these specific requirements in our review of publicly available federal award information. If either requirement, or substantially similar Field House flooring work, has been previously contracted, could you please provide the prior contract/order number or other publicly releasable award information?
11. Given the EAL access request deadline of COB September 7 has now passed on our end, we will not have an attendee at the site visit. Our understanding is that attendance is not mandatory to submit a quote — please let us know if that's incorrect.
12. We also noticed what appears to be a discrepancy in the solicitation documents and wanted to flag it rather than guess: Block 8 of the SF 1449 lists the offer due date/time as 21 September 2026, 11:00 AM, while the Instructions to Offerors provision (FAR 52.212-1(a)) states offers are due "at or before 21 September 2026, 11:00 PM CDT." Could you confirm which is correct so we build our submission timeline accordingly?
13. Separately, PWS Section 2.7 states that contractor personnel must be able to obtain access to Offutt AFB "by having favorable clearance at time of contract award." Given the compressed schedule between the September 21 due date and an anticipated October 1 performance start, could you share what the typical badge/background-check processing timeline looks like for a newly engaged subcontractor, so we can begin that process promptly if selected?
14. Current photographs of the TACFIT space showing the existing flooring conditions (rubberized and wood plank sections) and the twelve bolted pull-up racks referenced in the PWS.
15. Any existing floor layout, equipment placement diagram, or as-built drawings on file, if available.
16. Whether a brief virtual walkthrough (phone or video call with facility staff) could be arranged as an alternative for offerors unable to attend in person.
17. SF1449 shows 21 Sep 2026 11:00 AM local, while page 19 states 21 Sep 2026 11:00 PM CDT. Which deadline controls?
18. What is the required electronic submission method/address?
19. The PWS requires a pre-award site visit. What is the date/time, RSVP and base-access process?
20. The PWS requires a pre-award site visit. What is the date/time, RSVP and base-access process?
21. The PWS requires a pre-award site visit. What is the date/time, RSVP and base-access process?
22. Please confirm whether the contractor is expected to remove all existing rubber flooring and wood-plank flooring down to the concrete substrate.
23. Does the Government have any information regarding the existing construction beneath the wood-plank and rubber flooring, including underlayment, sleepers, subfloor, or other materials?
24. The PWS references uneven/multiple flooring surfaces. Is substantial grinding, patching, or self-leveling anticipated in order to create one continuous level substrate?
25. Does the Government have any known information regarding cracks, moisture issues, adhesive residue, or other existing concrete conditions in the TACFIT area?
26. Please confirm the required specifications for the new 3/8-inch rubber flooring, including whether a particular manufacturer, product, density, roll width, tile size, recycled-content requirement, or performance standard is required.
27. Are both rolled rubber and rubber tile acceptable, provided the proposed product meets the performance requirements?
28. Is the new rubber flooring required to be fully adhered? If so, are there any required adhesive specifications?
29.The PWS references approximately 12 pull-up racks bolted to the floor. Please confirm whether the contractor is responsible for removing and reinstalling all of these racks.
30. When the pull-up racks are reinstalled, may the existing anchors be reused if serviceable, or should the contractor include new anchors/hardware in the quote?
31. Is the contractor responsible for moving and returning all fitness equipment in the work area, or will Government personnel assist with any equipment relocation?
32. Are there any required transitions, reducers, edge treatments, or termination details where the new rubber flooring meets adjacent flooring, doorways, walls, or other surfaces?
33. Please confirm whether the approximate 6,000 square feet is intended for pricing purposes only and whether the contractor is responsible for field-verifying final quantities.
34. Are there any required cure times or a specific date by which the TACFIT area must be returned to service following installation?
35. Red Stick Flooring LLC will be attending previously scheduled flooring training in Calhoun, Georgia from September 14 through September 16 and therefore will not be able to attend the organized site visit on September 14. Would the Government be able to accommodate an alternate site visit on Thursday, September 17 or Friday, September 18, 2026?
36. We are also preparing a quote for FA460026Q0088 – Basketball Court Resurface at the Offutt AFB Field House. If an alternate site visit is approved for either September 17 or September 18, would it be possible for us to inspect both the TACFIT flooring area and Basketball Court #4 during the same visit?
37. If either alternate date is available, please advise who we should coordinate with regarding the appointment and base-access requirements
38. If an alternate site visit cannot be accommodated, please advise whether additional photographs, measurements, floor plans, or existing-condition information can be provided before the quote deadline.
39. Please confirm whether attendance at the site visit is mandatory in order to submit a quote
40.Could you please confirm whether attendance at the pre award site visit scheduled for September 14, 2026 is mandatory to submit an offer?
41. I would highly recommend at least 1/2” rubber flooring for any areas power lifters are using and/or dropping of plates would be occurring
42. A detailed list and/or pictures with dimensions of all equipment that needs to be removed and re-installed, as well as where said equipment will be stored
43. List what the subfloor underneath the existing flooring is. Assuming it is concrete and if the existing flooring is adhered, the subfloor will need to be diamond grinded
44. Add option for moisture mitigation. Industry standard is the subfloor needs to meet a certain moisture level and if it doesn’t meet manufacturer’s standards, getting a change order for moisture mitigation after the fact is very difficult, especially in the government contracting world
45. A floor plan and where a dumpster can be place is extremely helpful
46. Davis Bacon Act or Service Contract Act wages?
