About this file

This is a procurement justification document for a precision toolroom lathe required by the Aircraft Metals Technology section of a federal organization. The organization supports mission-critical machining for four E-4B aircraft, 28 C-135 variants, and over 490 ground support items valued at $13.6B in Air Force assets. The current legacy lathe has become unreliable due to frequent mechanical breakdowns and elevated maintenance costs, causing disruptions to fabrication tasks and jeopardizing mission readiness.

The required lathe specifications include 3.0 to 5.0 HP motor power at 480V, 3-phase with contractor-performed installation; inverter drive with variable speed control up to 3,500 to 4,000 RPM; 11 to 12-inch swing over bed; 18 to 20-inch distance between centers; hardened and ground dovetail-style ways; universal quick-change gearbox for inch/metric threading; and #2 Morse Taper tailstock. Standard accessories include 3-jaw and 4-jaw chucks, 5C collet closer, quick-change tool post, 2-axis digital readout, coolant system with pump, one-shot lubrication system, and LED work light. The vendor must provide vendor installation upon delivery to ensure full operational status and warranty preservation, with a required delivery lead time of 12 to 60 days. Warranty coverage must include minimum 1-year parts coverage and preferred 90-day electrical coverage. The new equipment will restore critical in-shop machining capacity and enhance technician efficiency.

JUSTIFICATION FOR PROCUREMENT OF PRECISION TOOLROOM LATHE

55 MXS / MXMFM

1. Executive Summary The Aircraft Metals Technology section requires the procurement of a new precision toolroom lathe to restore dependable in-shop machining capacity. This equipment is essential for supporting the maintenance and fabrication of aircraft and ground support equipment. The current legacy lathe no longer meets operational standards due to recurring failures and elevated maintenance costs.

2. Current Operational Challenge The shop’s existing lathe suffers from frequent mechanical breakdowns, which generate significant repair costs and cause repeated disruptions to critical fabrication tasks. These delays reduce shop productivity and jeopardize mission readiness across supported platforms.

3. Mission Alignment This section maintains fabrication capabilities for a fleet that includes four E-4B aircraft, 28 C-135 variants, and over 490 ground support items. These assets require precise machining and rapid turnaround to ensure operational availability. A reliable toolroom lathe will directly support this mission by enabling tight machining tolerances and the timely completion of tasks.

4. Required Specifications for Replacement Lathe

• Motor Power: 3.0 HP to 5.0 HP (480V, 3-Phase)

• Lathe proposed location currently has 480V, 3-Phase, 25AMP breaker, we request that complete machine install be performed by contractor

• Spindle Drive: Inverter drive with variable speed control

• Speed Range: Variable, up to a maximum of 3,500 to 4,000 RPM

• Swing Over Bed: 11 to 12 inches

• Distance Between Centers: 18 to 20 inches

• Ways: Hardened and ground ways (dovetail style preferred)

• Threading: Inch/Metric capability via a universal quick-change gearbox

• Tailstock Taper: #2 Morse Taper (MT#2)
