About this file

This is a Questions and Answers document from the Air Force for solicitation FA460026Q0081 addressing vendor inquiries regarding a toolroom lathe procurement and installation at the 55th Maintenance Squadron.

The Q&A clarifies key installation and technical requirements. The Air Force will provide offloading and placement of the lathe at the existing location, which currently has another lathe in place, with electrical connections available within 5 feet via underground lines at 480V, 3-phase, 25-amp service. Regarding voltage flexibility, the Government will accept alternative three-phase voltage configurations if a manufacturer-approved transformer or conversion solution is included to ensure full compatibility with existing facility power. However, the Government explicitly rejected flexibility on machine size specifications, stating preference for a smaller toolroom-style lathe and noting it already possesses multiple larger machines; proposed machines exceeding stated ranges (3-5 HP motor, 3,500-4,000 RPM maximum, 11-12" swing over bed, 18-20" distance between centers) will not be considered technically acceptable. For CLIN 0002 installation, the contractor must include electrical connection and operational verification in scope and pricing, while the Government handles unloading and placement. Since existing infrastructure from the current lathe will remain in place, contractors should not include disconnect or additional connection components in pricing. Finally, vendors should account for base access procedures—drivers without base access credentials will need Government coordination for visitor passes and escort services during delivery.

55 MXS Toolroom Lathe Vendor Questions and Answers

1. Will the air force Off load and place the lathe in the location where it is to be installed ? Or do we need to hire a rigger?

Answer: Yes, we have the means locally to offload and place machine.

2. How far is the electrical connection to the lathe ? Does the electrical connection go overhead or along the ground?

Answer: This lathe will be going in the exact spot another lathe is currently in so it’s within 5 feet max. Electrical connection is underground.

3. The Statement of Need identifies the motor requirement as 3–5 HP, 480V, 3-phase, while the electrical requirement later states 480V “or equivalent.” Would the Government accept a lathe configured for a different three-phase voltage if a manufacturer-approved transformer or conversion solution is included and installed so that the completed machine is fully compatible with the facility's existing 480V, 3-phase, 25-amp service?

Answer: Yes if the lathe can be hooked up to our current facility power that’s fine.

4. For specifications stated as ranges—such as 3–5 HP motor power, 3,500–4,000 maximum RPM, 11–12" swing over bed, and 18–20" distance between centers—would a proposed machine that slightly exceeds a stated range be considered technically acceptable if it provides equal or greater capability and otherwise meets the Statement of Need?

Answer: Negative we already have multiple machines of the greater size and are looking for the smaller tool room style lathe.

5. For CLIN 0002 installation, should the contractor's scope and pricing include unloading/rigging, final placement, leveling, electrical connection, startup, and operational verification, or will any unloading, rigging, or placement support be provided by the Government?

Answer: As stated above we can unload and place lathe. Electrical connection and operational verification will be required though.

6. The Statement of Need identifies an existing 480V, 3-phase, 25-amp breaker at the proposed location. Is an electrical disconnect or connection point already available at the machine location, or should the contractor include any required disconnect or similar connection components in its installation price?

Answer: A larger lathe is already in place so those items should not be needed.

7. Are there any facility access, delivery, or equipment-handling conditions at the installation location that are not otherwise identified in the solicitation and that vendors should account for when obtaining freight and installation pricing, such as doorway/clearance limitations, loading dock access, or required Government coordination for heavy-equipment delivery?

Answer: If driver does not have base access will need to meet them to escort/issue visitors pass.
