About this file

This is a Statement of Need from the 55th Civil Engineer Squadron at Offutt Air Force Base outlining requirements for the installation of a propane flow meter system at the Fire Department Training Grounds.

Offutt Fire and Emergency Services must install a non-resettable, calibratable flow meter on the propane fuel supply line for Unit 3-8 to achieve compliance with the base's Class II Air Operating Permit. The permit (Construction Permit #CP22-020, issued April 27, 2023) restricts propane combustion to no more than 40,000 gallons per any twelve consecutive calendar months, with the flow meter requiring calibration according to manufacturer specifications or at least annually. The flow meter must be non-resettable, include a totalizer function, be compatible with 2½" Schedule 40 pipe, be compatible with liquid propane, be rated for hazardous areas, be rated for continual outside use, and include calibration materials if user-calibrable. The contractor shall install the flow meter on the distribution line from the propane tank to the aircraft training tower, replace four leaking valves within the propane system on the distribution side, transfer propane from the storage tank before work begins and return it upon completion, complete all required electrical hookups, provide all necessary tools, materials, equipment, and permits, and conduct a site visit if necessary. Noncompliance with this requirement could result in fines to Offutt AFB and loss of use of the Fire Department Aircraft Trainer, which would significantly impact the base's mission. The document includes photographs showing two potential meter placement locations and the four valves requiring replacement.
