About this file
This is an Entry Authorization List (EAL) template and processing instructions document for Offutt Air Force Base. The document provides comprehensive guidance for sponsors organizing special events or activities requiring visitor access to the installation. Sponsors must list all personnel 17 years and older in alphabetical order by last name, collect complete identity information including full names as they appear on driver's licenses or state ID cards, and coordinate with appropriate base agencies responsible for event venues. For foreign national visitors (FNVs), two levels of vetting are required: initial approval through the 55th Wing Information Protection - Foreign Disclosure office (402-294-1239) and subsequent vetting through the Pass and Registration office (402-294-7551). FNVs must provide photocopies of valid identity documents such as foreign passports with temporary I-551 stamps, machine-readable immigrant visas, or employment authorization documents (Form I-766). All identity credentials submitted must meet REAL ID Card Act standards; driver's licenses from non-compliant states are not accepted for identity proofing, though enhanced driver's licenses from Maine, Michigan, Minnesota, New York, Vermont, and Washington exceed REAL ID standards and are acceptable. EALs must be hand-carried to the Pass and Registration office at least five business days prior to the event, with the office operating Monday through Friday from 0700-1600 hours and closed on federal holidays, command family days, and wing down days. EAL requests exceeding 350 people require approval from the 55 MSG/CC.
Sponsors bear direct responsibility for guest conduct and must ensure visitors comply with all base laws, regulations, and directives while maintaining good order and discipline. Sponsors must brief guests on vehicle search procedures, towing and impound cost responsibilities, mandatory seatbelt usage, direct travel to event locations, compliance with posted traffic laws and base restrictions, and gate hours for the three installation access points: USSTRATCOM Gate (24/7), Kenney Gate (0600-2100 daily), and Bellevue Gate (Monday-Friday 0600-1800). The document includes detailed specifications for acceptable identification documents, including U.S. passports, valid state driver's licenses from REAL ID-compliant states, enhanced driver's licenses, permanent resident cards (Form I-551), employment authorization cards (Form I-766), TWIC cards, DHS Trusted Traveler cards, federal PIV cards, and U.S. Coast Guard merchant mariner credentials. Sponsors must acknowledge receipt and agreement to provide required briefing to guests by completing signature blocks. All information collected is controlled unclassified information (CUI) subject to Privacy Act protections and Freedom of Information Act requirements.

EAL Processing Instructions
1. Sponsors will complete the following actions prior to submitting a completed EAL to Pass and Registration for processing:
a. List all personnel 17 years old and above (neatly printed or typed) in alphabetical order by last name. Obtain all identity information from each visitor as indicated on this EAL form. Full name must be listed as it appears on the holder’s drivers’ license/state ID card.
b. Pre-coordinate your plans with the appropriate base agency responsible for the venue your special event is being held at.
c. Foreign National Visitors (FNV): FNVs require two levels of vetting prior to access approval. FNVs must first be vetted through the 55th Wing Information Protection – Foreign Disclosure office (402-294-1239) for installation commander approval. Sponsors must attach a photo copy of one of the following identity documents to the original EAL for all FNVs: Foreign passport w/ a temporary (I-551) stamp or temporary (I-551) printed notation on a machine-readable immigrant visa, or an employment authorization document that contains a photograph (Form I-766). Additional vetting is completed through the Pass and Registration office (402-294-7551). Fully vetted and approved FNVs must present the “original document” used during the vetting process to base security officers when entering the installation.
NOTE: FNV vetting procedures are not required for guests with a valid Permanent Resident Card.
d. EAL requests with more than 350 people require approval from the 55 MSG/CC.
e. EALs must be hand carried to the Offutt AFB, Pass and Registration office located next to the STRATCOM gate at least 5 duty/business days prior to the event.
f. Select 55 WG & USSTRATCOM offices may transmit official EALs through encrypted email chains as outlined in the 55th Wing ID Plan.
g. Pass and Registration office hours are 0700-1600, Mon-Fri. The office is closed on all federal holidays, command family days, and wing down days.

Driver’s licenses issued by non-compliant states & territories will not be accepted for identity proofing for base access at Offutt AFB (OAFB); however, a valid license from a non-compliant state/territory may be used to operate a vehicle as long as the visitor has a valid, alternative ID credential as listed in Attachment 1. Enhanced DLs/IDs issued by Maine, Michigan, Minnesota, New York, Vermont, and Washington exceed REAL ID Act standards, and are acceptable for ID proofing at Offutt AFB. Note: The current DHS state by state listing of compliant/non-compliant states is available at the following link: https://www.dhs.gov/current-status-states-territories.
