About this file

This is a Questions and Answers document for federal contract opportunity FA460026Q0016, a grounds maintenance solicitation for an Air Force facility. The document contains 75 contractor questions with corresponding government responses, revised as of August 14, 2019, with a solicitation date of February 27, 2026.

The contract covers comprehensive grounds maintenance services including lawn mowing (improved grounds at 128.92 acres and semi-improved/BASH areas at 450.3 acres), cemetery maintenance (780-874 plots), tree and vegetation management, pest control (herbicide and insecticide applications), leaf removal, mulching, artificial turf maintenance (9,791 square feet), special event cuts, and drainage ditch maintenance. Key acreage measurements include approximately 17 acres for the Parade Field, 13 acres at Building 1000, and 16.72 acres for the Protection Level area. The contract period begins April 1, 2026, with a proposal due date of March 9, 2026. Proposals are limited to 15 pages for technical information, with pricing submitted separately using an attachment table. The previous contract (FA460021C0009) held by U.S. Grounds Maintenance, LLC was valued at $5,030,119.82. The government clarifies that contractors must field-verify site measurements as GIS support is unavailable, that contingency plans must comply with DFARS 252.237-7023, that pricing for evolving requirements (CLIN X019) will be quoted at time of service and approved by the Contracting Officer, and that mulching and tree removal costs are built into specified line items rather than separately priced.

# CONTRACTOR QUESTION GOVERNMENT RESPONSE

To demonstrate ability to provide all content in the PWS, to describe how meeting the requirements will be accomplished , and to provide the multiple plans and documentation required in the Instructions and Evaluation sections would require more than 15 pages.

Would the Government please confirm that the content required in the Instructions, page 3 are to be provided in the allotted 15 pages, and the additional plans and documentation detailed in the Evaluation on page 4 can be provided as attachments and therefore will not be counted towards the 15 page limit?

An updated version of the Combined Solicitation/Synopsis will be posted accompanying this document to show what specific information is needed for technical evaluation and technical quote.

The page limit will stay 15 pages for technical quote and pricing information can be submitted as an attachment using the table on pages 7 - 19 of the PDF.

Will the Government please advise if the plan should comply with all requirements found in DFARS 252.237-7023 Continuation of Essential Contractor Services.

The submitted contingency plan must comply with the requirements of DFARS 252.237-7023.

Please clarify what this statement means: "There are a total of 874 plots in the cemetery with 780 being currently filled". Can we assume that the maximum capacity of the cemetery is 874 plots/graves?

That is correct there are 780 headstones and ground plaques that will require trimming and clipping removal.

That may be adjusted to up to 874 at some point in time as of right now it is unknown if any additional plots will be filled.
