About this file

This document is a Questions and Answers file for an Asbestos Abatement Blanket Purchase Agreement (BPA) solicitation by the Department of the Air Force Air Combat Command at Offutt AFB. The solicitation (FA460025Q0050) seeks a contractor to provide asbestos/lead-based paint testing, sampling, and potential abatement services across multiple buildings, with three BPAs to be awarded. Key details include a questions due date of 11 June 2025 at 11:00 AM CST, and an offer submission deadline of 23 June 2025 at 11:00 AM CST.

The Q&A document addresses specific technical and pricing clarifications, including: (1) no separate mobilization costs will be applied, (2) lead TCLP sampling is not required, and (3) state notification fees for asbestos removal will be applied according to Nebraska regulations for removals exceeding specific square footage or linear foot thresholds (160 sq ft and 260 linear ft respectively). Contractors should submit questions and offers via email to SrA Javier Contreras Smith and Casey Hupton, with responses to be posted on sam.gov.

CONTRACTOR QUESTION
GOVERNMENT RESPONSE
The pricing sheet does not have a price for mobilization to the site. This means that the abatement contractor would have to bake that cost into each line item in case they were asked to do only one thing. Have you considered having two mobilization costs (one for testing and a separate one for abatement activities)? I believe that this would actually save you money in the end. Maybe this is what the minimum abatement and inspector fees are meant to represent?
mobilizations costs will not be needed
For lead disposal (Item 51) you may need to cost: one for non-hazardous and one for lead hazardous? Also, there is no cost for Lead TCLP samples to determine if they are hazardous in the first place?
Lead TCLP is not needed

CLINS #35. Means to me, notification to the state of asbestos to be removed is greater than 3 sq ft?

Speaking directly to Nolan Rine. A fee of $200 is applied from the state for all asbestos removal greater than 160 sq ft. NO notification fee is applied from the state for asbestos removal less than 160 sq ft.

CLINS #36. Very similar. A fee of $200 is applied from the state for all asbestos removal greater than 260 linear ft. No notification fee is applied from the state for asbestos removal less than 260 linear ft.

Notification Fees are as required by Nebraska, CLINs 0035 and 0036 are updated.
