Offutt AFB Chapel Support Services Solicitation FA460025Q0036 Questions and Answers
Q: Section 4.1.8 sets a not to exceed amount of 217 hours per year and section 4.1.5. requires contractor to be present at least fifteen (15) minutes before rehearsals and worship services in order to prepare for and perform necessary duties, including setup and operation of chapel sound equipment used for the worship services; Are the 15 minutes required to be present prior to each rehearsal and service, which would be compensable time to the employee, already accounted for in the NTE 217 hours per year? Similarly, section 4.2.9 sets a not to exceed amount of 434 hours per year and section 4.2.6. requires contractor to be present at least fifteen (15) minutes before rehearsals and worship services.
A: It’s not accounted for in the 217 hours. However, we built in 1.5 hours for the service, but the service concludes NLT 1hr 15 mins. This 15 minutes is to ensure proper setup. If it needs to be deducted from the 1hr rehearsal that is acceptable if everything is in good order for the service.
Q: 4.6.11 The AMC Director is expected to be present at the AMC, when it is open, not to exceed (15) hours per week, fifty-two (52) weeks per year. Additionally, the AMC Director may be required to attend special events such as resiliency days, volunteer appreciation events, etc. The AMC Director is required to manage administrative duties in addition to engaging in direct interaction with Airmen. Is the attendance to such events also to be limited to the not to exceed 15 hours per week? If not, how many special events are expected per year and what is the duration of them?
A: Yes Q: Is this a new contract or the continuation of services already in place?
