Large Passenger Buses Questions & Answers Questions are in blue; Answers are in yellow.

31 March

1. Scoop of Aircrew members and luggage/mission cargo from Lincoln ARNG hangar to Ashland. Crews will have luggage, bus support in conjunction with pax van support is likely needed for this movement. Is there a number amount for this scoop of people at least a maximum?

This number will not exceed 75x personnel for the aircrew pickup. We anticipate some of the crew will be taking the contracted vans, the number should be around 50-60 personnel but up to 75.

31 March to 4 April

2. Movement of personnel from Camp Ashland (SW Omaha) to Nebraska Air National Guard (Lincoln, NE) and vice versa to execute shift changes. Is this number 80? If not, what is it?

This number will not exceed 75x personnel for the aircrew pickup. We anticipate some of the crew will be taking the contracted vans, the number should be around 50-60 personnel but up to 75.

3. Day and night shift change transportation services for up to 80 personnel/run. Does #2 go with number #1?

Shift change will be a drop off of Pax #1, a short amount of time for any necessary/needed changeover at the site, then Pax #2 load up and head back to Ashland. Anticipating <30 minutes for turnover time before bus departs back to Ashland.

4. Anticipated schedule is 2x large shift changes/day, 80x personnel per shift, in 12-hr increments, with intermittent transportation needed in between large movements (ie on call for small groups) with a 1-hr notice. Can you supply maximum number of passengers for small group? Also, the approximate number of needed intermittent transportation in between the shift changes and distance.

Looking at our exercise staff, this would likely be a group size of <40 individuals. We would not anticipate needing this on call function more than 1x per day.

5. MAR 30 - Mass Movement - Must all 200 pax be moved at the same time or would two sorties of ~100 each be adequate, i.e. two turns of transportation? Same question for redeployment on APR 4 2x volleys of 100 pax would be adequate, redeployment in 2x chalks of people would work as well.

6. MAR 31 - What are the estimated numbers of aircrew members and luggage requiring transport?

Aircrew estimate is 75x personnel with 1-2 bags per person.

7. MAR 31 - APR 4: Section iv. - on call for small groups - What would be the max number of personnel in a small group who require on call services? What is the on call response time?

Response time is asked to be within 1hr, estimated pax size is ~40 or less.

8. Section v. - What are the base access requirements, or requirements to obtain an Entry Access Letter (EAL), for drivers and busses/vans for each location? Will a separate EAL be required for each installation? What is the time requirement from EAL request to issue? If a sponsor is required, who will that be?

Currently gathering information, will update once gotten.

9. Are four (4) Buses needed 4x buses are not needed, the capacity is most important metric to meet for the major movements and shift changes. If capacity requirements are met, bus numbers are irrelevant.

10. Hours of operation per day Sunday March 30th: Passenger departure between 0900-1400L leaving Offutt Monday the 31st – Friday 4 April:

Morning and evening night shift change, intermittent needs should be met within 1 hr response time. Tentative schedule is a shift change at 0600 & 1800. Exception would be the first shift and the last shift of the week may fluctuate. The last shift will fluctuate due to aircraft departure and equipment being prepped for shipment, members departing would likely need to be picked up prior to 1800 at Lincoln.

Friday 4 April – Large Pax movement from Ashland back to Offutt on/around 1600-1800 pending on aircraft departure and shipping equipment.

11. I could gather from the statement of need (SON) that the passenger bus must have a capacity of 80 persons. Is that correct?

We need a capacity of up to 80 personnel for the exercise shift changes, that does not need to be 1x bus but could be multiple buses to meet that need.
