STATEMENT OF NEED
1. 55th Wing requires contracted civilian bus services for personnel movements associated with the Combat Readiness Inspection Exercise at Offutt AFB, Camp Ashland and Lincoln ARNG in Lincoln, NE. Organic ground transportation assets/personnel will not meet the needs of the Combat Readiness Exercise, we are requesting additional contracted bus and driver support to simulate a deployment of troops, host nation support of shift changes for the deployed contingent, and a redeployment back to Offutt AFB.
2. The provided services shall meet or exceed the following requirements: Mass movement of personnel, with passenger cargo, for the beginning and conclusion of the exercise. Availability for day and night shift movements (shift changes), Shuttle capability available and on call 24/7 for shift changes and small crew runs, shuttle services would run concurrently for five days during the exercise, commencing with a redeployment of personnel to Offutt AFB.
3. Breakdown of the services timeline:
· 30 March
i. Mass movement of up to 200 personnel from Offutt AFB to Camp Ashland with passenger cargo.
· 31 March
i. Scoop of Aircrew members and luggage/mission cargo from Lincoln ARNG hangar to Ashland. Crews will have luggage, bus support in conjunction with pax van support is likely needed for this movement.
· 31 March to 4 April
i. Movement of personnel from Camp Ashland (SW Omaha) to Nebraska Air National Guard (Lincoln, NE) and vice versa to execute shift changes.
ii. Day and night shift change transportation services for up to 80 personnel/run.
iii. A schedule will be provided for shift changes, drivers should be able to flex/add/adjust runs to the schedule within 1-hour notice from deployed A4.
iv. Anticipated schedule is 2x large shift changes/day, 80x personnel per shift, in 12-hr increments, with intermittent transportation needed in between large movements (ie on call for small groups) with a 1-hr notice.
v. Vehicles and Drivers will need to be able to access military bases, drivers need to be able to obtain a temporary pass (Entry Authorization Letter EAL) to military instillations.
vi. Vehicles will need to be able to drive at speeds at or above 70mph for safe and timely highway transport.
· 4 April
i. End ex commences with a mass movement of up to 200 personnel from Camp Ashland/Lincoln ARNG to Offutt AFB with passenger cargo. Aircrew will depart with the aircraft.
4. Contractor shall provide services that meet or exceed requirements listed above.
