COMBINED SYNOPSIS/SOLICITATION

FA460025Q0011

Cable Television Programming and Related Services at Offutt AFB Offutt AFB, NE

This is a combined synopsis/solicitation for commercial services prepared in accordance with (IAW) the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued.

This solicitation is being issued IAW FAR Parts 12 and 13 as a Request for Quote (RFQ). The RFQ number FA460025Q0011 shall be used to reference any written quote provided under this

RFQ.

A single-award Indefinite-Delivery Indefinite-Quantity contract will be awarded based off of this solicitation.

This solicitation is for Full and Open Competition under NAICS Code 516210. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov. Lack of SAM registration will make an offeror ineligible for award.

DESCRIPTION OF REQUIREMENT

This acquisition is for the ongoing base-wide cable television programming service. Services within the acquisition will include the monthly cable programming services in addition to other services like installation, repair, maintenance, upkeep, and troubleshooting.

See Attachment 01 – Cable TV Service - PWS - 12.11.24 for full scope of the requirement.

APPLICABLE LABOR LAWS

This solicitation is subject to the Service Contract Labor Standards FAR 52.222-41.

SPECIAL INSTRUCTIONS

Offerors shall be required to return this solicitation, FA460025Q0011 with per unit pricing for base plus all option periods. Offerors shall also be required to return Attachment 03

- TOPR Pricing Template Ver 2, filled in appropriately with pricing information, along with any additional information required to be submitted by FAR 52.212-2 Evaluation— Commercial Items Addendum and any additional fill-in provisions.

SITE VISIT

A site visit will take place on 20 December 2024 from 9:00 - 11:00 AM CST at Offutt AFB, Nebraska. Vendors interested in attending the site visit must send a filled out copy of Attachment 03 - Site Visit Form to daniel.kuchar@us.af.mil and casey.hupton.1@us.af.mil no later than 18 December 2024 at 9:00 AM CST. Further site visit information will be sent to interested parties ahead of time.

Questions for solicitation are due on or before 23 December 2024 at 11:00 AM CST.

ADDENDUM TO 52.212-1, INSTRUCTIONS TO OFFERORS

To assure timely and equitable evaluation of the quotation, the offeror must follow the instructions contained herein. The quote must be complete, self-sufficient, and respond directly to the requirements of this solicitations.

Offerors must be currently registered in the System for Award Management (https://sam.gov) and agree to remain registered while performing the services on Offutt AFB. The offerors response shall consist of:

1. Price Quotation: Price Quotation: Offeror shall submit a copy of this solicitation, FA460025Q0011 with per unit pricing for all option periods. Offeror shall also submit a copy of Attachment 03 - TOPR Pricing Template Ver 2. In doing so, the offeror accepts the proposed contract terms and conditions as written in the solicitation, with attachments.

a. Offerors shall provide per unit and total pricing for the entirety of each Line-Item.

b. Quotes must be valid for 60 calendar days after submission due date.

c. Offerors who do not submit a copy of the above meeting the requirements listed here in

2. Price Quotation will be considered unresponsive and ineligible for award.

3. Technical Approach: Offerors shall submit between 4 – 15 pages in a Word Document or PDF format with the following:

a. Offerors shall submit a plan describing how they will meet the requirements outlined in the PWS.

b. The offeror shall demonstrate that they can provide all content within the PWS.

Additionally, the plan shall describe how the Vendor will conform to the requirements outlined within the PWS.

Offerors who do not submit a technical approach document meeting the requirements listed here in 2. Technical Approach will be considered unresponsive and ineligible for award.

3. Past Performance: The offeror shall submit past performance citations for no more than five recent contracts they consider relevant that demonstrate the ability to perform the requirement.

Each citation shall be no more than three pages in length. A recent citation is an effort that is ongoing or was performed during the past five years from the date of issuance of the solicitation.

A relevant citation is an effort that involves similar scope and magnitude that this solicitation requires.

4. Fill-In Clauses/Provisions: Offerors shall complete all clauses/provisions that require fill-ins and submit them with their quotes or provide a statement that all representations and certifications are current on their SAM.gov profile. Offerors who do not complete all fill-in clauses/provisions or provide a statement on their representations and certifications will be considered unresponsive and ineligible for award.

Evaluation-Commercial Products and Commercial Services (Nov 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(1) Price: The quotations will be ranked according to their total evaluated price (TEP) as identified by contract line-item total pricing provided from Attachment 03 - TOPR Pricing Template Ver 2. The Government will evaluate offers for award purposes by adding the total price for all CLINs for the required period of performance.

The offeror's price quotation will be evaluated using one or more of the procedures and techniques defined in FAR 13.106-2 and FAR 13.106-3 in order to determine price reasonableness. For a price to be reasonable, it must represent a price that a prudent person would pay in the conduct of competitive business. Normally, price reasonableness is established through competitive quotations as described in FAR 13.106-3.

(2) Technical Capability: The Vendor shall submit a plan describing how they will meet the requirements outlined in the Performance Work Statement (PWS). The Vendor shall demonstrate that they can provide all content within the PWS.

Quotes will be evaluated to be technically acceptable or not technically acceptable based on the evaluation factors listed above.

(3) Past Performance: The lowest total evaluated priced, technically acceptable offeror’s past performance will be evaluated on an Acceptable/Unacceptable basis. In order for the Government to have a reasonable expectation that the offeror will successfully perform the required effort, the offeror must demonstrate that they have performed cable television programming and related services either with the Government or other entities.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Basis for Award. If the lowest total evaluated priced, technically acceptable offeror receives an “Acceptable” past performance rating, evaluation of that quote is complete, award will be made to that offeror, and the evaluation process will stop. If the lowest total evaluated priced, technically acceptable offeror receives an “Unacceptable” past performance rating, evaluation of that quote will stop. In that instance, the next lowest total evaluated priced offeror will be evaluated using the methodology above and the process will continue (in order by price) until a technically acceptable offeror is evaluated to have an acceptable past performance rating, or until all offerors are evaluated.

Clarifications conducted to resolve minor or clerical errors will not constitute discussions and the Contracting Officer reserves the right to award a contract without the opportunity for a quote revision. The Government intends to award a contract without discussions (while keeping with FAR Part 12 and 13).

WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)

(a) As used in this clause- Definitions.

"Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization.

"Document type" means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

"Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system.

"Payment request" and "receiving report" are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Electronic invoicing.

(c) To access WAWF, the Contractor shall- WAWF access.

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and

(d) The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before WAWF training.

Special Contract Requirements The 55th Contracting Squadron (CONS) at Offutt AFB, Nebraska intends to award a single-award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract.

Ordering period (if all options are exercised): 1 January 2024 - 30 June 2030

Total Performance Period (if all ordering period options are exercised): 1 January 2024 - 30 June 2032

Base award minimum value: $1,000.00

Total contract value ceiling: $1,999,999.99

Initial task order information:

The government intends to issue the first task order against this IDIQ at the time of awarding the parent IDIQ contract. The initial task order will be for the minimum needed cable drop locations across base and will be for an amount greater than the base award minimum value of $1,000.00.

Subsequent task order ordering procedures:

Any future cable drop installations and/or additions will be issued as task orders against the parent IDIQ. Any squadron or unit at Offutt AFB may submit a purchase request for any installation fees and/or monthly service payments for cable drop locations physically present at Offutt AFB, Nebraska. A task order will then be issued, which will need to be signed bilaterally by the IDIQ awardee and the government.

This is an indefinite-quantity contract for the supplies or services specified, and effective for the period stated, in the Schedule. The quantities of supplies and (a) services specified in the Schedule are estimates only and are not purchased by this contract.

Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. The Contractor shall furnish to the (b) Government, when and if ordered, the supplies or services specified in the Schedule up to and including the quantity designated in the Schedule as the "maximum." The Government shall order at least the quantity of supplies or services designated in the Schedule as the "minimum."

Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Deputy Director of Contracting, AFICC/KC (OL-ACC), 114 Thompson Street, Bldg 586, Room 129, Langley AFB, VA 23665, telephone (757) 764-5372 (DSN 574-5372) email: acc.a7k1@us.af.mil. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU/SMC ombudsman level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431.

(d) The ombudsman has no authority to render a decision that binds the agency.

(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
