Task Statement of Work
Date: 16 September 2022
Project #: Re-compete Seed Project

Project Title: USSTRATCOM Furniture Support – Seed Project, N2.178 and N2.178A
Objective: Provide Contractor Design Services for Room N2.178 and N2.178A. For the purposes of this sample task order, the Contractor shall base design and reconfiguration services on Attachment 1 through Attachment 5. The sample task order represents a typical projects that would be routinely executed during the life of this contract.
Place of Performance: Building 1000, Offutt AFB NE 68113
General Requirements:
The contractor shall furnish all labor, equipment, materials, services and incidentals per the requirements of the Performance Work Statement (PWS), USSTRATCOM Furniture
Support. For the purposes of this task order, site visits by respective Offerors – including subcontractors – will not be supported. The Offeror’s response shall be based solely upon the solicitation’s PWS; this task order statement of work (SOW); and task order
Attachments 1 through 5.
No alterations, additions, or deletions shall be made unless by prior approval of the
Government Procuring Contracting Officer (PCO) or the Contract Officer’s
Representative.
1. In-house Design Services, PWS Reference Section 3, Para. 3.2, Reconfigure
Systems Furniture, Rooms N2.178 and N2.178A
The objective of this project is to reconfigure 56 individual workstations in Rooms N2.178 and N2.178A with the objective of creating cubicle clusters which are aligned with the organizational structure of room occupants. Contractor shall validate the Government-furnished conceptual design noting that the conceptual design will require updates and/or modifications to achieve the Government’s overall design objective – See Attachment 1, N2.178 Furniture As-Built and Future. The number of workstations will decrease from the current total of 56 to a reconfigured total of 51. Two (2) Allsteel workstations that are currently configured in Room N2.178A will be removed and replaced with a small executive conference table and corresponding seating (executive conference table and seating to be provided by others).
a. Design and Reconfiguration Requirements (N2.178 and N2.178A)
PWS Para 3.1.1 – This project is best described as a comprehensive reconfiguration effort which may or may not be executed as a separately funded task order after award of the IDIQ furniture contract.
PWS Para 3.2.3 – Design Updates. As referenced in the introduction to
Section 2, Attachment 1 represents the current “as-is” configuration and the desired “future conceptual configuration.” The Government recognizes that the conceptual design requires changes to verify efficient use of space and equity of space between cubicles. The objective is to ensure workstation occupants have an equivalent amount of usable space. The Contractor shall validate and update the design as needed and provide a budgetary estimate for all reconfiguration services. Since this is a reconfiguration effort only, the budgetary estimate should not include costs associated with new furniture or furniture installation components. The budgetary estimate shall be priced in accordance with newly established catalog pricing.
• PWS Para 5.3 – The budgetary estimate assumes that any potential Allsteel furniture component and/or installation material item is readily available within the current configuration or at the USSTRATCOM Bldg. 73 warehouse; in other words, this reconfiguration effort will be limited to costs associated with disassembly and reassembly of existing Allsteel furniture.
Individual cubicles shall be reconfigured using existing 57”H x 36”W Allsteel panels and existing 15”H x 36”W single-pane glass cubicle stackers (See Attachment 5). Cubicle partitions/panels that border interior/perimeter office walls or windows shall not be reconfigured with glass stackers. The budgetary estimate shall further include logistical costs associated with moving furniture/installation materials to and from the USSTRATCOM Bldg. 73 warehouse (located ~800 meters from the USSTRATCOM loading dock facility) – this includes returning excess workstations/installation components to Bldg. 73 and updating existing inventory records after excess furniture items are delivered to Bldg. 73.
• PWS Para 3.3 – The design shall include a budgetary estimate for all installation/reconfiguration services. Installation/reconfiguration services are limited to Allsteel furniture items which include connection/reconnection of modular power in-feeds; reconfiguration of raised access floor tiles; and modification/reconfiguration of releasable carpet tiles. See attached technical documentation – Attachment 3, raised access floor systems (includes cutting instructions for TecCrete floor tiles) and Attachment 4 –
Modular Power Feed Assy-WKS-P Allsteel Workstation. Non-catalog seating for N3.178/N3.178A and non-catalog conference room furniture for
N3.178A shall be shown in design drawings, but not included within budgetary estimate(s). Dimensions and general descriptions of non-catalog furniture items are included in Attachment 2, Non-Catalog Furniture Items -
For Reference Only.
• PWS Para 5.6.1 – The Government does not anticipate the budgetary estimate to include costs for drilling new 2-1/2” floor tiles or providing replacement carpet tiles. The Government assumes that existing pre-drilled floor tiles (already installed in Room N2.178 and N2.178A) will be sufficient to support the entire reconfiguration effort. Where required, the Government will provide replacement solid floor tiles and/or replacement releasable carpet tiles (as Government furnished material).
• PWS Para 6.1.3 – The reconfiguration service shall leverage four (4) existing power distribution modules (PDMs) distributed throughout Room N2.178. A minimum of three (3) circuits are readily available at each PDM – see Attachment 1, N2.178 Furniture As-Built and Future (includes electrical).
The Government assumes that one modular power feed assembly can service a maximum of six (6) individual workstations or three (3) workstations and three (3) printers. For the purposes of the budgetary estimate, the Government assumes that power in-feeds currently used within the existing space are sufficient to support the reconfigured space; in other words, this reconfiguration effort will be limited to costs associated with relocating or reconfiguring existing power in-feeds. No new power in-feeds will be required.
2. Coordinating Actions:
The Contractor shall furnish all required services, labor, tools, material, and equipment necessary to complete designated tasks in accordance with approved room designs and reconfiguration plans. In addition, the Contractor shall be responsible for the following actions:
Obtaining all necessary security and safety clearances for facilities and personnel.
This includes obtaining escort badges necessary for unaccompanied work within a secure area.
Obtaining necessary certifications for installation equipment and technologies to be installed.
Obtaining environmental and life safety approvals.
Acquiring all necessary federal, state, local and base environmental and civil engineering permits and approvals.
Redlining drawings based upon actual installation results and accommodations due to real-time installation change requirements.
Cleaning-up and restoring the site to its original or better condition within 10 work days after project completion.
When required, repairing damage to Government property resulting from contractor activities, assuring the property is returned to its original or better condition.
When required, removing all debris at the end of each shift or more frequently if required to keep the work area safe and useable.
When required, preparing “as-built” drawings depicting the actual installation results. Electronic format of “as-built” drawings provided to the Government shall be in AutoCAD .dwg and Adobe Acrobat .pdf formats.

Electrical System Submittal – XXXXX Modular Power Feed Assembly for use Under Raised floor to connect PDM to Systems Furniture Panel Power.
XXXXX offers to provide the following Modular Power Feed Assembly. This is the System of parts and labor to provide connectivity between the Government provided Power Distribution Module (PDM) and the Allsteel “Terrace” Panel System base electrical power.
The Modular Power Feed Assembly is not considered a single product because, like any building wiring system, it is built to conform to local codes from UL rated components manufactured and supplied by various companies and combined by a certified electrician into the building electrical system. The specific and on-site requirements to build this unit make it an Assembly of parts and labor, and not a single manufactured product.
Photographs below depict the Typical Situation for XXXXX to provide an assembly connecting PDM to Systems furniture under raised flooring, using standard UL rated parts from Allsteel, CII, Byrne, Anderson, and others. Tags or labels on component parts refer only to that component and not to the entire system (Assembly).
Wires from the these parts are hard wired inside the CII Coupler Module box by XXXXX utilizing a certified electrician who hard-wires the 8 wires provided in the Allsteel base power infeed to the corresponding 8-wires connected to the plug inside the CII Coupler Module box. This connection is analogous to any electrical hard wire connection within an electrical junction box. Such junction boxes are neither airproof nor waterproof.
Parts are mechanically fastened to each other to form a complete, movable, and reusable Assembly.
This Modular Power Feed Assembly is offered as a variation to the systems jumper described in PWS 6.1. It accomplished the objective of Eight-Pin Quick-Connect Modular Connector:
Fitted to one end of cable for modular, quick-connect connection to PDM. However, it incorporates the Government provided 18” Jumper and Coupler Module electrical box as described below. An electrician provided hard wire connection is required for B1000.
This variation and subsequent contract modification is justified because it accomplishes the technical requirement utilizing the Government provided hardware already in the B1000 electrical systems plan. This will avoid waste and save the Government additional cost.

Every Modular Power Feed Assembly is wired identically, so all circuits that may be provided from any PDM output port, will carry through to the Allsteel base power system. This provides connectivity of up to three 20 amp circuits per Modular Power Feed
Assembly.
Product and Service Components of the Modular Power Feed
Assembly are further described as follows:
CII 18” Jumper: This UL rated component is provided by the
Government. It is constructed from 18”steel cable sheathing wired with the 8 wires (3 hot, 3 neutral, and 2 ground wires). One end has the 10-pin plug that plugs into any PDM port. The other end has a 10-pin plug that plugs into the 10-pin port of the CII Coupler
Module.
CII Coupler Module: This is a rectangular box with removable lid provided by the Government. It is constructed from a galvanized steel box with 10-pin plug in one end and 8 loose wires connected to the plug, within the box. This CII Coupler Module operates as a unique version of an electrical Junction box. It is intended to contain hard wire connections. The Allsteel base power infeed is mechanically fixed to the other end of the box.
Allsteel Base Power Infeed: This is Allsteel’s UL rated 8-wire (3 circuit) power feed (whip) provided by XXXXX. It is a length of
25’ to conform to the PWS. The base power feed input is wired with the 8 wires (3 hot, 3 neutral, and 2 ground wires).
Connectivity Process: Certified Electrician Wiring within Coupler
Module and connecting components together. XXXXX uses a Nebraska certified electrician to physically connect the above components together as well as properly connect the
8-wires from the Allsteel Base Power Infeed to the corresponding 8-wires in the
CII Coupler Module box.
Engineering to redesign the system and make it work:
XXXXX engineers have analyzed the documents presented by the COR and CII. Hardware and process errors have been identified. Solutions have been engineered by XXXXX. XXXXX has requested and obtained the correct hardware from various suppliers. XXXXX has engineered the processes and personnel to achieve a working electrical system.
The Coupler Module box cover will remain disconnected after the electrician box wiring and testing date, until completion of the security inspection by the designated USSTRATCOM security officer. XXXXX will be responsible to connect each Modular
Power Feed Assembly between the appropriate PDM Output Port and the Allsteel systems panel. This may require removal of carpet and concrete floor tiles at various places in the floor along the route from PDM to system furniture panels, under floor connections, and proper replacement of floor and carpet tiles.
Since the assembly is part of the Government’s overall electrical system, the Government must provide the power. XXXXX’s warranty is only to assure that the Modular Power Feed Assembly will carry the power through to the Allsteel Systems panel base power receptacles.
CIRCUIT IDENTIFICATION, ENGINEERING, AND DESIGN DRAWINGS
Each XXXXX Wave Area Submittal under the contract modification will contain drawings showing the application of the Modular Power Feed Assembly to the power source for each room. This planning is not part of the Modular Power Feed Assembly, but is necessary to consider in the context of the electrical system.
Specifically, the Government will identify each circuit by number in each power closet (breaker box) for an area and show them on the electrical plan drawings. The Government will identify each numbered circuit as it carries forward to each Power Distribution Module (PDM). Each PDM has up to six possible output Ports. The Government will identify which of the approximately 37 different types of PDMs appear in each room and label the PDM Output Ports (a, b, c, d, e, or f) and the circuits numbers available through each port, keyed to the electrical closet circuit number.
The Government will designate the PDM output ports as either a, b, c, d, e, or f as tags on the electrical drawings.
Each port can carry up to three 20-amp circuits. Typically one circuit can feed power to two work stations.
Pursuant to PWS Section 6.3.4.5 Electrical Drawings, XXXXX will provide as part of XXXXX’s systems furniture electrical plans, its portion of the Modular Power Feed Assembly as the “Base Power Feed”. XXXXX designers provide electrical panel plans that show the power distribution within the panel system. Each panel electrical drawing will tag each Allsteel Duplex Receptacle on the drawing as circuit “I”, “II”, or “III”. This corresponds to the label on the Allsteel Duplex Receptacle according to its internal wiring to accept power from either circuit I, II, or III.
For Example: All duplexes in a pair of work stations may be tagged "a1A" on the furniture plan.
"a" designates that power comes from PDM Port a shown on the Government’s electrical drawing.
"IA" designates it is circuit I in Allsteel's 3-circuit power system.
Another workstation pair could carry circuit II coming from Port a, and powering its duplexes IIA.
A third workstation pair could carry circuit III coming from PDM Port a, and powering its duplexes tagged IIIA.
The same scenario could apply to PDM Output Port b, though Port b might carry only I circuit or only II circuits depending on internal wiring coming forward in the PDM.
The connection to each port requires a separate Modular Power Feed Assembly.
