SUBJECT: Amendment 1: Answer questions

The purpose of this amendment is to answer questions:
1. Is this a brand-new contract or was there an incumbent performing these services?
New contract
2. On the weeks where the contractor needs to ramp up capacity quickly to meet the trucking requirements, can some of the work be brokered out?
Yes, that can be a viable solution. However, the company who was awarded the contract will provide dispatch and operational control of the brokered out commercial trucks.
3. Given the strain on capacity in the carrier market, do all of the potential subcontractors need to be other small businesses?
Please refer to clause 52.219-14 (Limitations of Subtracting) or question 14 below.
4. How long do we have to deploy and load all of the trucks?
This will be completely dependent on the serviceability of the aircraft. However, our hope is to complete this requirement within 6-8 weeks.
5. Can we bid on just part of this project?
No
6. Do you know how many hours we would need a crane for?
We estimate the crane will be needed in four-hour increments.
7. CLIN005 states quantity of 6 cranes, will it be required at both locations?
There is a total of six movements that require a crane to load and offload. A crane will be needed at both locations for each of those moves.
8. Would it be ok for this RFQ to have the crane as a variable expense depending on the hours it would take?
Please refer to revised CLIN structure below.
9. Will the crane loads be consolidated into consecutive days?
The crane requirements are based upon mission and supporting aircraft. The units have identified different days so a crane will need to be provided on different days. I will try to consolidate to the most extent possible.
10. Could crane services break the unloading and loading into separate days? For example, one day to load in Lincoln and the next day to unload at Offutt AFB?
This doesn’t matter to me. However, we will need the same amount of trucks picking up every day. If this process decreases the amount of trucks requested, this would not be an option.
11. For crane availability & planning purposes, which days are planned for crane operations according to the 55th LRS load plan? Or will this be left up to the TSP based on our crane availability?
We will provide the dates that the crane will be required once the contract is awarded.
12. Can we preposition our cranes at each location prior to planned movement dates?
Yes, as long as installation procedures are being followed.
13. Are crane operators and riggers a TSP requirement or will the government provide these resources?
TSP requirement.
14. In reference to clause 52.219-14 (Limitations of Subtracting) do I understand it correctly that a prime contractor can sub more than half of the services if the subcontractor is not considered a small business?
[A small business] will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not [small businesses]. Any work that a similarly [small business] subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded.
15. Will the fuel trucks be purged of all jet fuel before they are ready for transport? If the fuel is going to be purged will a purge certificate be provided? If the fuel trucks are not going to be purged are they used in the handling of jet fuel?
The fuel trucks will be empty, however, drain and purge certification is for equipment not for vehicles (AFTO Form 20).
16. Is a C300 a fuel truck? If so, what type of fuel does it haul/provide for another vehicle or aircraft?
C300 holds diesel fuel.
17. Can we receive photos of the following items?
These items below are similar to the items identified. Once the contract is awarded we will have pictures of the asset available for the carrier.

18. Will there be access to a dock to load some of the vehicles and other materials?
There will be one above ground dock and origin and two docks available at destination. One of the docks at destination has a weight limit of 60,000 lbs.
19. Are the two aircraft tow vehicles inoperable? Is that why it is necessary to load them with a crane?
The clearance is too low (about 6 inches off the ground).
20. Will there be any particular order the equipment needs to be hauled in or is that at the contractor’s discretion?
The equipment priority has been load planned and sequenced by 55 LRS. This list and tentative load plan will be provided at the time of award.
21. Will the fuel trucks bulk tanks be empty and declared so on the Bill of Lading? By bulk taking I am referring to the tanks where the fuel that is used to fuel other vehicles or aircrafts.
Yes, they will.
22. Based on the schedule provided on the SOW showing the dates and number of trucks, is it possible to know which loads and equipment will be moved on which days?
Yes, once the contract is awarded.
23. For CLIN 0001 (Flatbed truck): There are a number of "flatbed w/ wench" equipment requested on the equipment list which is different equipment from a flatbed with a different cost. Does the Gov't want us to break that out as a separate CLIN line item#? This will save the Gov't money on this contract instead of paying for a single (higher) flatbed price including the winch equipment.
55 LRS will provide a tow wrecker to wench assets on the flatbed. Please disregard the “flatbed with wench.”
24. Will the liquid oxygen carts be full or empty?
They will be empty.
25. What is a BDOC-in-a-Box? Is it possible to get pictures? Is it collapsible, retractable or is it a small structure or bldg? Is it crated?
The BDOC in a BOX is an extendable 20-foot container. However, this asset will be transported as a 20-foot container with the assets packed inside the container.
26. Is it possible for the crane crew to have a site visit in Lincoln NE for a visual of the assets for more insight for loading and unloading purposes? If not, could pics of the assets needing the crane service be provided?

27. Industry standards allow some items that are indicated as hazardous materials on the equipment list to be transported without placards due to the amount of fuel and size of the tank. Will these assets need driver endorsements to transport?
Most, if not all, cargo can be transported without placards. However, LRS will certify any cargo that meets CFR Hazmat requirements.
28. How far or mileage radius from the origin and/or destination locations are the, "another specific delivery location that may be identified?” If this alternate delivery location is needed.
The ultimate destination of all cargo deliveries are on the installation and are within 1 mile of each location.
29. Is there a possibility to have loading/unloading plans each week for the weekly plan?
Yes, this will be provided the day the contract is awarded.
30. It is suggested to provide quotes for each equipment per load. Can a daily rate of each equipment be provided instead as long as there is a record of each load per equipment for that day? Any accessorials would be itemized.
The quote should be based off number of trucks, not equipment.
31. For CLIN 0004, what types of equipment should be included under “hazmat load?” Or does the Government want to know how much additional cost it is for the hazmat charge alone on top of the other CLINs (without any equipment included)?
CLIN0004 is for a hazmat fee as an additional cost. We anticipate 271 pieces of equipment to require this fee, however, that will not equate to number of trucks. The number of trucks should be a maximum of 113. CLIN0004 unit will be switched from “truckload” to “each.” See revised CLIN structure below.
32. Does the prime contractor need to have an MC or DOT number? Or is it okay if the subcontractor possesses all the required certifications, bonds, licenses, MC and DOT numbers for CONUS freight movements?
Yes, the prime contractor will need to have a DOT number.
33. Can you clarify the HAZMAT classification for the Flightline Extinguishers? On the equipment list it states UN1974. After looking it up on the Hazardous Materials table it shows Chlorodifluorobromomethane or Refrigerant gas R 12B1 classified as UN1974. On the equipment list the hazardous material listed is Bromochlorodifluoromethane. Can you also please confirm the weight for each of the Flightline Extinguishers? The equipment list states they are 16080. Should that number be divided by 48? - this answer is still pending
34. Crane: Please clarify if the three-day minimum crane requirement is for three days in a row or three separate days within the period of performance. Please confirm the minimum hours required each day for crane services.
The crane will be required separate days. The minimum hours required per day will be 4 hours pending the experience of the crane loading and offloading team.
35. Crane services: Please confirm the number of cranes required at each site and the number of riggers required at each site.
There will be one crane required at each site and one rigger.
36. With regards to the performance bond, please specify any additional terms required, for example, whether bond is for a 2-months exposure, or whether a catchall is required. Please let us know if there are any other specific terms required.
This bond should be available during the full PoP of the contract.
37. Please confirm that the Government will reimburse for all required permits on a cost basis.
The permit cost should be included into the quote. Dimensions and weight characteristics were provided.
