STATEMENT OF WORK
55TH LOGISTICS READINESS SQUADRON
COMMERICAL TRANSPORTATION
OFFUTT AFB, NE
01 September – 15 November
DESCRIPTION OF SERVICES
The Transportation Service Provider (TSP) shall provide commercial truck services to move aircraft and support equipment from Lincoln Airport to Offutt Air Force Base (AFB). All work shall be performed in accordance with all applicable federal, state, and local laws, regulations, codes, including any supplements or revisions, industry standards, and this Statement of Work (SOW).
Offutt AFB runway construction project is currently scheduled to be complete by September 2022. Due to the runway closure, Offutt AFB relocated their flying operations to Lincoln Airport. Which includes a combination of personnel, support equipment and heavy machinery. The 55th Logistics’ Readiness Squadron (LRS) has identified 455 increments that weighs 2,268 tons which needs to be transported back to Offutt AFB. The LRS is requesting a single source carrier to facilitate the commercial transportation to move assets back to Offutt AFB. The LRS has estimated that this move will require at or around 139 x 53 ft Flatbed Trucks, 33 x Removeable Gooseneck Trailers (with extensions capabilities and 7 x 48 ft Step deck trailers for a total of 179 commercial trucks. Also, to include and any special accessorial requirements which will include crane services at origin and destination, oversized and weight permits. Suggested Route is for the TSP to use I-80 Route and main highways.
Plan, reserve and dispatch exclusive use commercial transportation vehicles and equipment to complete the Offutt AFB Runway Re-opening transportation requirement.
PERSONNEL
The TSP shall employ competent and qualified supervisory, administrative, and direct labor personnel to accomplish the work performed under this contract. The TSP shall not hire off-duty Air Force Personnel whose employment would result in a conflict of interest or would otherwise violate the Joint Ethics Regulation, DOD Directive 5500.7-R.
The TSP shall provide a point of contact (POC) that shall be responsible for ensuring that the contract services are provided satisfactorily. The name of this person, and an alternate or alternates, who shall act for the TSP when the POC is absent, shall be designated in writing to the contracting officer.
The POC or alternate shall have full authority to act for the TSP on all contract matters relating to daily operation of this contract.
The POC and alternate must be able to read, write, speak, and understand English and have the authority to act as a binding agent in regard to this contract.
The POC shall maintain a telephone answering service for receiving complaints and requests for service and repairs 24 hours per day, 7 days per week. The telephone number for the answering service shall be publicly listed and printed on each subscriber’s monthly bill. The identified personnel must provide a solution within 24 hours of a reported malfunction or outage. If a solution cannot be identified within 24 hours, the POC must advise government personnel on the estimated timeframe for repairs or solutions. If the problem cannot be resolved within the arranged timeframe, the government should receive credit for the loss of service.
SCOPE OF WORK
The TSP shall pickup all identified assets from Lincoln Airport, 4300 NW 36th St, Lincoln, NE 68524 (Origin) to Offutt AFB, Garland St, Offutt AFB, NE 68113 (Destination) to include any other specific delivery location identified by military personnel on the installation.
The TSP shall provide all labor, tools, materials, and services required to secure assets to any and all vehicle used for transportation. This will include chains, devices straps and approach shoring.
The TSP shall have valid commercial driver’s licenses, Department of Transportation approved medical certification, Insurance, Bond and valid Hazmat Certificates. TSP must be self-certified for NDAA compliance.
The Performance Bond secures performance and fulfillment of carrier obligations to deliver DOD freight. It will cover any instance where a carrier cannot or will not deliver DOD freight tendered to them. This includes default, abandoned shipments, and bankruptcy by the carrier. The bond will not be utilized for operational problems such as late pickup or delivery, excessive transit times, refusals, no shows, improper/inadequate equipment, payment of subcontractors, or claims for lost or damaged cargo. Local drayage, commercial zone, barge, rail, sealift and pipeline carriers are exempt from the Performance Bond requirements. Trust Funds, Customs Bond, DOT Bond, and Letters of Credit are not accepted in lieu of the Performance Bond. The amount of the Performance Bond is based on the size of the company and the number of states intended to service. Movements must begin and end in one of the selected states.
Categories for Large companies: a) one (1) state for bond amount of $25,000 and will be accepted upon award of contract or inquiry.
In accordance with the Military Freight Traffic Unified Rule Publication -1, all motor carriers must maintain a minimum $150,000 cargo insurance (exception: bulk fuel carriers must maintain $25,000 cargo insurance) to transport DOD freight. Cargo Insurance Certificates are accepted upon award of contract or inquiry. The subject line of the email needs to contain the SCAC and the carrier’s name. Cargo insurance must remain active at all times and yearly updates must be provided. Failure to provide updated information or retain active cargo insurance will result in TSP disapproval.
TSP HAZMAT carriers are required to obtain and maintain a valid Hazmat Certificate issued by US DOT Pipeline and Hazardous Materials Safety Administration in order to transport DOD Hazmat Commodities. A copy of the certificate must be submitted to upon award of contract or inquiry.
In accordance with FY2019 National Defense Authorization Act (NDAA) Section 889(a)(1)(B). Additionally, all TSPs registered are required to indicate their compliance/non-compliance with the FY2019 National Defense Authorization Act Section 889(a)(1)(B).
The TSP shall conform to all safety and security requirements and regulations applicable to TSP activity on Offutt AFB to include the Real ID ACT. The TSP shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to provide internet services to Offutt AFB government owned buildings.
The TSP shall provide the government POC with all assigned drivers information 7 days in advance prior to any pickup. This will include but not limited to name, driver’s license number and picture, date of birth, Social Security Number, Citizenship. This will allow entry authorization into Lincoln Airport and Offutt AFB.
The TSP shall coordinate with the government POC prior to all pickup and delivery.
Upon contract award, a listing containing the primary and alternate POCs, email addresses, and telephone numbers will be provided.
TSP Equipment Listing. Upon request, the TSP shall provide the government with maps, plans, or equivalent documents describing the location of all TSP equipment and materials on government property.
TSP shall provide commercial vehicle assets staged and available for loading at origin by 0800. This will allow for an additional pickup at origin by no later than 1300.
The 55th LRS and unit augmentees will manifest a local Commercial Bill Lading and identify specific equipment that will be loaded each day (load plan). Provide and attach radio-frequency identification (in transit visibility), loading and offloading of all assets unless they require crane services. Crane services will be required for an expected or minimum of three days at Origin and Destination. TSP assistance will be required for transportation permits for assets that are oversized, overweight capacity, escorts and exceed height restrictions. TSP shall provide dispatching services for replacement vehicles if an asset becomes inoperable by the next duty day.

The TSP shall provide a dedicated dispatch POC. Dispatch POC will coordinate with Offutt Project Officer for daily sequence of events. Forecast daily commercial truck requirement for Origin and Destination. Notify 55th LRS if any vehicle becomes inoperable and source a new equipment as required. Advise the 55th LRS of any commercial transportation delays.
Ensure any and all drivers communicate through the dispatch office for pickup and delivery information.
GENERAL INFORMATION
Normal hours of operation are Monday through Friday 0730-1630, excluding federal holidays. For TSP’s requiring access to Federal installations, the TSP shall coordinate not less than 24 hours in advance with the primary POCs provided in a separate letter. In the event that access is required immediately following a weekend or holiday, the TSP shall coordinate the business day prior to the weekend or holiday.
The TSP shall not attempt coordination with personnel not identified as a Contracting Officer Representative (COR) or designated government POC unless instructed to do so by the Contracting Officer or Contract Administrator. The contractor shall accomplish all communication in writing and include, the Contract Administrator, COR or designated government POC, and the Contracting Officer.
