SITE VISIT
QUESTIONS and ANSWERS
Held on 25 August 2020 Repair NC3, 2F, 55 WG/CP & CAT, B500 (SGBP 18-0041)
1. Question: Can MC Cable is acceptable in place of conduit for branch circuiting?
Answer: MC Cable is not approved per UFC 3-250-01, Table 2-1.
2. Question: Who is responsible for moving the furniture in all rooms? If it is the contractor's responsibility, do we have first right of refusal?
Answer: Refer to sheet G-001, General Note 15 which states the following: “All furniture not in contract (N.I.C.)
unless otherwise noted, shown dashed. Government will remove and store existing furniture before construction work begins. Systems furniture and files cabinets are to be removed prior to 1 Oct 20.”
3. Question: What is to be done with the TVs that are still on the walls?
Answer: Refer to sheet G-001, General Note 15 which states the following: “All furniture not in contract (N.I.C.)
unless otherwise noted, shown dashed. Government will remove and store existing furniture before construction work begins. TV’s will be removed by the government before 1 Oct 20.”
4. Question: Will escorts be required?
Answer: Not anticipated, however if required, escort will be available.
5. Question: What is to be done with the cypher locks and X-10 electronic locks once removed?
Answer: Government has first right of refusal, after that it will become contractor property.
6. Question: Who is responsible for removing the existing alarms or are they to remain in place? If new alarms are to be provided, what do they connect to?
Answer: The contractor removes alarms for spaces being remodeled. See Drawing ED100, flag notes 5, 6 and 14.
7. Question: What is to be done with the restroom floors as they connect to raised flooring? It also calls for tile so is the intent to lay tile over the raised flooring?
Answer: Restroom floors shall be kept separate from the Raised Access Flooring. Tile only occurs on the Restroom Floor structure. Provide a transition strip between Restroom floor finish and adjacent floor finish as specified.
8. Question: What is the detail for floor drains within raised flooring as the floor can't be sloped to the drain?
Answer: Locate the floor drains below the raised floor. The purpose of these floor drains are for the condensate drainage for the portable AC units. These units are for emergency use only. When the unit is in use, the drain line is to be routed to the floor drain through an open floor tile. Provide flexible drain line from portable unit with sufficient length to route below raised floor.
9. Question: The waste piping will need to be installed under the floor at each level. Will we have access during normal business or will it need to be scheduled on nights or weekends?
Answer: Shutting down rest rooms in occupied areas will require work outside of core business hours.
10. Question: Where is the fin tube heaters water piping and is it accessible during normal business hours.
Answer: Piping is located in the ceiling of the floor below. If the space is unoccupied assume core business hours, however if occupied, than the time may be during core business hours but if the mission requires other than normal duty time than the contractor will bid accordingly.
11. Question: It was discussed the south dock is shut down and would need to use the J dock which is substantially further. Please advise
Answer: South dock should be reopened before the start of this contract. It should be reopened before 1 Nov 20.
12. Question: Room 2F1 Communications Closet. Is the alarm to remain active? If so, who is responsible for rerouting cables to alternate communication closet? If it will be done under a separate contract, will it be complete prior to award?
Answer: The rerouting of the cabling is part of this contract. The alarm can be turned off each day while the contractor works to relocate the server and wiring. Reference sheets 58 & 59.
13. Question: What is to be done with the fire alarm control panel in BF24?
Answer: Panel shall remain in place and shall be protected throughout construction.
14. Question: The current fire sprinkler heads in the hallways are white concealed and there are chrome semi recessed in the rooms. Please advise if you want to keep the style in each location or should they all be concealed?
Answer: Provide white concealed heads.
15. Question: What is to be done with the existing electrical panel in 2F18 as it's not shown on the prints?
Answer: Record drawings and field notes do not indicate an electrical panel in 2F18. Remove panel and associated feeder or relocate panel to Room 2F22H. If the panel is removed, active circuits remaining after construction will need to be transferred to the nearest panel board with adequate capacity. Coordinate with Contracting Officer Representative (COR) prior to performing work. COR will be Dave Lott.
16. Question: Is the freight elevator near the south dock operational as there is a sign that says it doesn't work?
However, it was being used. Please advise
Answer: The freight elevator shall be available for use during this contract.
17. Question: Is there contact information for the person that is in charge of keys and cylinders for this project so we can find out information on the existing key and lock manufacture. This is referring to specs, page 5 section
2.3.6 and 2.3.8.
Answer: Please coordinate with CE project manager during construction. We will work with the base locksmith.
18. Question: Reference Drawings, sheet E-402, Note #1. Does the project have a separate shielding specification?
Often there is a shielding-specific section detailing project requirements, etc.
Answer: There is no shielding spec. Comply with MIL-STD 188-125-1.
19. Question: Reference Drawings, sheet E-402, Note #1. Armag includes shielding effectiveness testing IAW MIL-STD-188-125-2. “-2” is used for mobile applications while “-1” is used for fixed. I had interpreted this installation as fixed (in its final configuration). Is there a reason why it should be considered mobile?
Answer: No. Use the fixed standard.
20. Question: Reference Drawings, sheet E-402, Note #1. Armag includes shielding effectiveness (SE) testing but does not seem to include PCI testing of the HEMP electrical filters. Both forms of testing would be needed to meet the requirements of the MIL-STD. The SE and PCI testing are Appendix A and Appendix B, respectively of the Standard. Are you aware of any reason why PCI testing would not be included?
Answer: No. Include PCI testing to meet the MIL-STD
21. Question: Reference Drawings, sheet E-402, Note #1. Armag notes that SE testing is included but does not specify if the testing is “Acceptance” or “Verification” or both. Each type is completed with slightly different objectives in mind, per the Standard. I assume they mean Acceptance. Acceptance, in this case, would generally be completed at the factory while Verification would be completed onsite, after installation is completed and the system is operations. Acceptance would be needed, at minimum, but Verification is often required as well and is good practice. We can perform both but it is not certain what the expectation is here. Same goes for PCI testing – there is Acceptance and Verification.
Answer: Provide both acceptance and verification testing.
22. Question: Reference Drawings, sheet E-402, Note #1. Armag notes that WG-F12 waveguides are included for fiber. From our experience, these types of waveguides are used for higher-performing applications than is required per MIL-STD-188-125. Can you confirm that the performance range required here is consistent with MIL-STD-188- 125 and nothing else?
Answer: There are no HEMP requirements in addition to complying with the MIL-STD.
22. Question: Reference Drawings, sheet E-402, Note #1. Armag includes a ¼” steel exterior. This thickness of steel would not be necessary to meet only the MIL-STD-188-125 shielding requirement and could add unnecessary weight if not needed. Do you know if there are other reasons why ¼” thick steel may be included? Is there a ballistics requirement for this?
Answer: No.
23. Question: Reference Drawings, sheet E-402, Note #1. Understand the enclosure is to be “weatherproof”. Are there specific requirements of standards for this? Will testing need to be performed to validate operate-through certain environmental conditions?
Answer: “Weatherproof” requires an outdoor enclosure suitable for installation at the project location. Testing shall be as required by the MIL-STD.
24. Question: Reference Drawings, sheet E-402, Note #1. Does the enclosure need to be provided with any specific structural or seismic certifications?
Answer: Coordinate with building code and UFC documents for installed location.
25. Question: Confirm that the Power Filters listed on Drawing Sheet 47 of 64, Flag Note 1, are to be HEMP power filters. We would like confirmation that these should be compliant to MIL-STD-188-125-1 requirements as pricing for non-HEMP filters can vary significantly.
Answer: HEMP power filters are required.
26. Question: Assuming the filters listed in the above reference are to perform to HEMP standards, does the government require Acceptance PCI testing per MIL-STD-188-125-1?
Answer: Yes.
27. Question: Assuming the HEMP protected generator shelter is to be performed under MIL-STD requirements, should on-site Acceptance Shield Effectiveness testing, as defined by MIL-STD-188-125-1, be considered a requirement? The intent of this test is to ensure HEMP Critical assemblies such as RF doors, WBCs and removable panels continue to meet minimum thresholds after shipping.
Answer: Yes.
28. Question: Attachment 3, Section 1.2.2 states: “Provide each generator set with power equal to the sum of service load plus the machine's efficiency loss and associated ancillary equipment loads. Rated output capacity shall also consider engine and/or generator oversizing required to meet requirements in paragraph Engine-Generator Parameter Schedule.”
In the Engine-Generator Parameter Schedule, 1.2.1, the section for service load states “See Drawings.” The defined service load for the HEMP protected generator is not summarized in the drawings. Please define this parameter or indicate where it is located in the drawing package, for accurate system sizing. It is our assumption that this is the sum load of Panel 2F22HH on drawing E-502.
Answer: The service load is the sum of the loads on Panel HEMP. Generator shall be 60kW per Drawing E-402, Flag Note 3.
29. Question: It is our assumption that HEMP power and signal filters will be required at the input (Panel HEMP) and output (Panel 2F22HH). Based on these tables: the incoming power will be 3 Phase 4 Wire 208/120V, 200A.
Output power will be 3 Phase 4 Wire, 225A. Please verify.
Answer: Input and output circuits are 200 Amp. Additional output circuits are required per Drawing E-402.
Conductors are increased in size for voltage drop.
30. Question: During the site visit we observed an outbuilding currently installed in the area indicated for installation of this structure. Is it the intent of the contract to place the HEMP protected generator in this location and to remove the shed?
Answer: Locate west of the shed. Coordinate exact location with Government per 1/S-202.
31. Question: Is the desired installation location capable of supporting the structure (weight, vibration, etc.). Is it the intent of the contract to pour a concrete foundation prior to installation?
Answer: See Drawing S-202.
32. Question: Are there any requirements for the addition of HEMP protection on the LOAD being connected to the generator?
Answer: No.
33. Question: Do the conduits connecting the HEMP shelter to existing structures need to be HEMP protected (ex.
continuously welded)?
Answer: No.
34. Question: Does the transfer switch require HEMP protection?
Answer: No. The transfer switch is located within the HEMP-protected enclosure.
35. Question: Which drawings indicate the generator and ATS dimensions?
Answer: Dimensions are not indicated on drawings. Coordinate with equipment suppliers.
36. Question: The solicitation states the that "The space will be classified Top Secret Collateral". Is there a requirement for the prime contractor to have a top-secret facility clearance for this project?
Answer: No
37. Question: Will all rooms be vacated before construction begins?
Answer: yes, assume space will be vacant.
38. Question: Is there any need to phase this project?
Answer: Not necessary.
39. Question: Will the contractor have to demolish the existing furniture?
Answer: Refer to sheet G-001, General Note 15 which states the following: “All furniture not in contract (N.I.C.)
unless otherwise noted, shown dashed. Government will remove and store existing furniture before construction work begins. Systems furniture and files cabinets are to be removed prior to 1 Oct 20.
40. Question: Does the Government already have a contract in place to supply new furniture?
Answer: New Furniture is not part of this contract. Existing furniture will be removed before 1 Oct 20.
41. Question: Will the contractor be coordinating location of outlets, power poles, etc based on a furniture plan?
Will this be provided to us before the start of the project?
Answer: It is an assumed furniture plan. See Sheet A 101.
42. Question: Are we rebuilding the SCIF?
Answer: This space is not a SCIF.
43. Question: The drawings mention page A-108. Will this page of the drawings, along with any other missing pages, be provided?
Answer: The Index of Drawings does not list a sheet A 108.
44. Question: For every room that we are installing a raised floor, will we be raising the ceiling?
Answer: Refer to the Room Finish Schedule on Sheet A-601 for ceiling heights.
45. Question: When we do raise the ceiling will we be expected to move any infrastructure in the ceilings such as conduits, fire sprinklers, etc?
Answer: Revise fire sprinklers per NFPA 13. See plans for mechanical demolition. Relocate electrical and telecommunications items per Drawing E-000 General Note 15, Drawing ED100 Flag Note 10, and Drawing T-000 General Note 6.
46. Question: Can you provide the clearance in the elevator?
Answer: Doorway is 59 ½ “. Cab width is 79 ½ “. Cab depth is 74 ½”.
47. Question: The window next to the dumpster was discussed to be used as an opening to a chute refuse to the dumpster to expedite demolition. This is in an area that is currently under renovation so we cannot use this space.
Are there any other windows that this would work at? Can you provide pictures of this location? This would drastically reduce demolition price.
Answer: This will be discussed after award. However, it seems reasonable to accommodate as long as the window gets restored its original condition.
48. Question: Please provide any pictures of the roof.
Answer: Pictures are not part of the bid documents and are not readily available.
49. Question: Can a load bearing assessment be provided for the roof to determine if it can hold the infrastructure we are providing? If not available, should we provide a price for this to ensure the roof has the capacity to withstand what we are installing?
Answer: The roof was evaluated by a structural PE during design.
50. Question: TOPR Section I Contract Clauses: FAR 52.211-10 Commencement, Prosecution and Completion of Work states "complete the entire work ready for use no later than 30 June 2020." Please provide a revised contract period of performance or completion date, since the 30 June 2020 date has expired.
Answer: Should read 30 June 2021.
51. Question: General: Does the existing roof have a warranty in place that will require to be maintained? If so, please provide the roofing manufacturer, warranty number, warranty start/completion dates and the roof installer.
Answer: Yes there is a warranty and the Government can provide after award.
52. Question: General: Please provide the most recent roof inspection survey that has been completed for this facility.
Answer: N/A
53. Question: General Specifications: In reviewing the specifications we did not locate the requirements for Quality Control Procedures/Requirements. Please provide this specification for the Bidders to be able to review.
Answer: Quality Control Procedures/Requirements are outlined in Section 00 10 00 General Conditions and throughout the technical sections in Divisions 2 through 41.
54. Question: General: Will one of the existing elevators be dedicated for construction access or will the contractor be able to remove windows for a trash chute?
Answer: See question 47 response.
55. Question: General: Please provide record drawings of the existing fire suppression system, fire alarm system and mass notification system for Bidders to review.
Answer: If needed. Will provide to acceptable bidder upon request.
56. Question: Sheet A601 Door and Frame Schedule: The door schedule indicates some doors will require card readers, if so could you please provide the specifications for the card reader security system?
Answer: Card readers are furnished and installed by the Government.
57. Question: Sheet A601 Detail 5: Please specify the exact location(s) this detail is required to be installed.
Answer: This detail occurs at the sill of Frame F02, located in the Guard station, per 3/A-601.
58. Question: Specification 001000 General Conditions 1.40: These paragraphs requires a Commissioning Plan, please provide the specification for Commissioning.
Answer: Commissioning is not required.
59. Question: Specification 001000 General Conditions 1.42: Please clarify if Pest Control is required for this project. If so, please provide a specification for Pest Control.
Answer: Pest Control is not required.
60. Question: Specification 001000 General Conditions 1.44 & 1.45: Please provide the specifications for the O&M Manuals and Warranty Book.
Answer: These paragraphs are the specifications for the O&M Manuals and Warranty Book.
61. Question: Specification 001000 General Conditions 1.25: Please clarify will this project require the completion and submittal of FAA Form 7460 prior to the start of construction. If so, please provide the anticipated duration that will be required to receive the FAA Form 7460 approval.
Answer: Depends on crane activity and height. Government cannot dictate contractor work plan.
62. Question: Specification 001000 General Conditions 1.26: Please confirm that during construction cell phones will be allowed in all of the areas to be constructed in this facility.
Answer: Cell phone use is approved as of 1 Sept 2020.
63. Question: Specification 013300 Shop Drawings/Submittals 1.10: Please clarify since this project is primarily interior renovation will the requirement for Personal Geodatabase be required for this project?
Answer: No.
64. Question: Specification 083473 Sound Control Door Assemblies 2.3.1: This paragraph indicates the STC rated wood doors will require wood frames, but the door schedule on Sheet A601 indicated hollow metal door frames.
Please clarify the material type of door frame required for this project.
Answer: Paragraph 2.3.1 indicates “formed sheet steel or structural shapes and bars.”
65. Question: Specification 092200 Supports for Plaster and Gypsum Board: Please clarify the exact location(s) if required for the plaster ceiling.
Answer: Acoustical Plaster is indicated on sheet A-801.
66. Question: Will the gov't provide a copy of the sign-in sheet for both scheduled site visits?
Answer: Yes. The sign-in sheet is attached with the amendment posting answers to the technical questions.
67. Question: Please clarify if dual hats will be allowed on this project?
Answer: Yes.
68. Question: Please clarify if the project will require LEED and Third party certification?
Answer: Project does not require LEED or Third Party Certification.
69. Question: Will the gov't provide specification 01 50 00 Temporary Construction Facilities and Controls?
Answer: Not needed.
70. Question: Please advise if the gov't will provide photos of the existing mechanical rooms?
Answer: Photos are not bid documents and are not readily available.
71. Question: If cell phones are not allowed on the project. Please clarify the type of communication devices that will be acceptable.
Answer: Cell phone use is approved as of 1 Sept 2010.
72. Question: Will existing furnishings be moved out prior to contract start date or are furnishings part of the Items the owner wants to keep and have the contractor move?
Answer: Refer to sheet G-001, General Note 15 which states the following: “All furniture not in contract (N.I.C.)
unless otherwise noted, shown dashed. Government will remove and store existing furniture before construction work begins. Systems furniture and files cabinets are to be removed prior to 1 Oct 20.”
73. Question: Will an FAA waiver be required for roof work?
Answer: Depends on crane activity and height. Government cannot dictate contractor work plan.
74. Question: On sheet 6 of 64, note 14 on the corridor side of Room 2F22 says to remove wall covering, patch wall as required for new finish. The existing wall (clay tile) appears to have cracked and raised up the existing wall paper. It is unclear as to what is meant by patching at this condition.
Answer: Patch plaster finish and feather out to create a smooth finish ready for paint.
75. Question: There is no note on demolition sheet 6 /64 and 7/ 64 to remove ceiling. Is it to be demolished in its entirety?
Answer: Refer to Amendment 2 of the solicitation. Sheet 6 and Sheet 16 is replaced in its entirety.
76. Question: Will the contractor be permitted to remove a couple window for trash removal and material stocking on 2nd floor, and then reinstall at the end of the project?
Answer: This will be discussed after award. However, it seems reasonable to accommodate as long as the window gets restored its original condition.
77. Question: Will any of the loading docks be dedicated or available for use for this project?
Answer: Yes
78. Question: Detail 3 on sheet A-103 shows anchors for the jib crane feet. There is no indication of size or depth of anchor. Please provide
Answer: Jib crane attachment should be coordinated with jib crane manufacturer.
79. Question: What type of Roof are we flashing into.
Answer: Existing roof membrane is TPO, but contractor shall field verify prior to work.
80. Question: Is there a manufacturer’s Warranty on the existing roof?
Answer: yes
81. Question: Is there any roofing involved HF Antenna just below the platform on the roof plan?
Answer: Flashing may be required. Coordinate with Government per note on 1/A-103.
82. Question: Is there any roofing involved with the lightning protection?
Answer: Lightning protection is required for the platforms and antennas. Coordinate extend of roofing work requires with lightning protection supplier.
83. Question: Is the electrician going to handle the blocking for the conduit?
Answer: Division of work is the contractor’s responsibility. Support bases are specified on Drawing E-203, General Note 4.
84. Question: Is the flashing noted on the roof plan 3/A-103 the only flashing needed for the Jib Crane?
Answer: Coordinate exact flashing requirements with jib crane manufacturer. The Contractor shall provide a water-tight seal.
85. Question: Is the electrician going to install a curb for the conduits going through the roof. See notes flag notes 5 & 6 on E-203
Answer: Division of work is the contractor’s responsibility.
86. Question: Will the government move all office furniture and partitions?
Answer: Refer to sheet G-001, General Note 15 which states the following: “All furniture not in contract (N.I.C.)
unless otherwise noted, shown dashed. Government will remove and store existing furniture before construction work begins. Systems furniture and files cabinets are to be removed prior to 1 Oct 20.”
87. Question: Is the asbestos floor tile, noted for removal, located under the existing carpet?
Answer: Yes.
88. Question: Will the government provide as-built drawings?
Answer: The Government can provide as built drawing to the acceptable bidder upon request.
89. Question: On drawing sheet 11 of 64 please clarify the location of the existing shed with respect to the proposed location of the generator?
Answer: Exact location of HEMP Generator should be coordinated with the Government per 1/S-202.
90. Question: On drawing sheet 6 of 64 please clarify note #4 of the proposed removal of the demountable partition, it was observed during the site visit in room 2F18, the existing framed walls and not demountable and extend to the deck?
Answer: The contractor shall assume that the wall is not demountable and requires demo of GWB and metal studs to deck.
91. Question: Please confirm whether flag notes #3, #6 & #13 located in the corridor on drawing sheet 7 of 64 apply to the entire length of the 2F corridor?
Answer: Yes.
92. Question: The mechanical schedule shows power being 480/1 for the electric reheat coils, is this correct?
Answer: Yes.
93. Question: On the South end of Second Floor Area A, note 14 calls out for removal of wall covering & wood chair rail complete and to patch in new surfaces. Note 5, and site visit indicates that these are clay tile walls. Room Finish Schedule indicates these walls to be GWB with a painted finish. Please advise as to the expected finishes and level of finish on these existing walls.
Answer: Portions of the wall will be GWB as a result of infilling doors, etc. The rest of the wall will remain existing clay tile with plaster finish. After removal of wallcovering, contractor shall patch any damaged areas to bring surface of blemished areas level with adjacent finish and feather out areas to provide a smooth finish ready for paint as scheduled.
94. Question: Please confirm all new walls are non-rated, but are still to go all the way to top of structure.
Answer: Correct. Refer to wall types for walls that extend to the structure above
