1. Per Section 2 “Excluded Services” subsection 2.5, can the government clarify the phrase “Contractor’s responsibility to obtain an engineered equivalent product from a commercial source”? Furthermore, a part or component cannot be manufactured or available from a 3rd party. Will the Government consider a like or equal replacement part or component?
Government Answer: PWS Paragraph 2.4 “Any part, component or assembly unavailable from the manufacturer due to obsolescence, remains the Contractor’s responsibility to obtain an engineered equivalent product from a commercial source.”
1. Can the government clarify if the Contractor will be required to be available 24/7 or otherwise on-call during the duration of the Period of Performance (POP)? If so, can the Government clarify if Contractor will be able to bill overtime portion of labor to the Government?
Government Answer: PWS Paragraph 5.2 “The Contractor shall respond in person to the VTE and begin work on emergency service calls within one hour during normal business hours and two hours during other than normal business hours after receipt of the call.”
PWS Paragraph 5. Repair Service Calls: “Contractor shall provide service calls (routine and emergency) under the full maintenance service agreement at no additional charge.”
1. Can the Government provide clarification on the requirements for preexisting/premaintenance issues known to the Government prior to the Contractor submitting a response as this information is material in order to price accordingly?
Government Answer: 4.1. “The Contractor with the CO/COR (or representative) shall determine the working order and condition of all VTE listed in Appendix A within thirty (30) calendar days of contract award. The Government will either replace missing items or repair all items not in working order or serviceable condition, or the CO will direct the Contractor to replace the missing items, accomplish the repair, and reimburse the Contractor in accordance with the contract.”
1. Can the Government clarify if an elevator priority list for routing/emergency service calls will be provided? Additionally, can the Government clarify if the Contractor will include such elevators in restricted areas?
Government Answer: The COR will determine emergency versus routine service calls. Some of these will include elevators in restricted areas.
1. Can the Government provide clarification if badging will be required? Furthermore, will there be an escort as needed to perform onsite activities?
Government Answer: 8.4.1. “For contractor employees needing access to Offutt AFB restricted areas for work reasons, they will need to request a United States Air Force (USAF) Restricted Area Badge (RAB) for the duration of the contract. This will require a “favorable” National Agency Check (NACI) investigation which will take approximately 45 days duration for the following actions: 1) Contractor employee to fill out the security investigation paperwork (i.e., eQIP application) and submit to the Air Force (including fingerprints); 2) Air Force to complete the security investigation and issue a final determination as to suitability of contract employee to receive a “Favorable” investigation result; and 3) 55 CES to finalize the paperwork (Form 2586) and issue to contractor employee so they can get their RAB. The 55 CES (Security Manager) will do the paperwork needed to submit the contractor for the NACI.
Please note, the need for a NACI investigation (i.e., access to the Offutt AFB restricted areas) must be noted in the contract. If not, Offutt AFB will not assume responsibility for the cost of the investigation. While paperwork for badges is being processed, escorts will be provided by the unit Area Functional Manager (UAFM) on an interim basis for areas that requires access. The contractor will wait no longer than twenty (20) minutes after initial notification for an escort to gain access into the restricted area. It is the contractor’s responsibility to fully document all cases where entry to restricted areas was not granted. The contractor’s personnel shall have proper identification prior to entry into restricted areas. It is the responsibility of each UAFM to brief all contractor personnel working in their area on procedures and policies of their particular restricted area and document the briefing for their files.”
1. Per the Solicitation page 3, it states on ITEM NO 0002 that the maximum amount is listed as $5000.00. Can the Government clarify if the $5000.00 is for each VTE unit or is the $5000.00 the total “over and above” amount for all VTE unit serviced per year?
Government Answer: That $5,000.00 is for excluded repairs listed in section 2 of the PWS.
1. Will the Government provide an on-call Contracting Officer (CO) and/or a Contracting Officer Representative (COR) in the event emergency and/or unexpected maintenance is required?
· If not, in the event contact cannot be made with the CO or COR, will the Government provide clarification on the required protocol in the event of an emergency call?
· In the event of an emergency call, will there be a contact list to include a building/facility manager that the Contractor can coordinate performance with?
