FA4600-17-R-0008 ATTACHMENT 4

TECHNICAL LIBRARY NOTIFICATION AND ACCESS INSTRUCTIONS

A technical library has been established for the High-Altitude Electromagnetic Pulse (HEMP) Hardness Maintenance/Hardness Surveillance (HM/HS) Engineering/Technical Support Contract. The library contains the HM/HS Plans and Procedures for each building (PWS Appendixes B – E). This information will be available via AMRDEC Safe Access File Exchange (SAFE) for all interested contractors upon submitting the required documents. When submitting the required documents, the contractor shall indicate the email address to receive the AMRDEC link. Once the required documents are received by the Contract Specialist/Contracting Officer, then the contractor will receive an email with a link and unique password to download the technical library. The contractor will have no more than 14 days to download the technical library. After the contractor has downloaded all the files in the technical library, the password will expire.

The required documents to be submitted in order to receive the technical library are:

1) A completed and signed Non-Disclosure Agreement (NDA) must be completed by the person viewing the technical library (see attached technical library NDA). If multiple people in the Contractor’s organization/team have a need to know or require access to the technical library data, each person must sign the NDA and return it to the Contract Specialist/Contracting Officer.

2) A completed and signed Standard Form 328 Certificate Pertaining to Foreign Interests must be completed by contractor (see attached SF328).

3) A signed letter by the contractor indicating the contractor has read, understood and shall comply with Department of Defense Instruction 8582.01 (Attachment 7) and Department of Defense Manual 5200.01, Volume 4 (Attachment 8).

Library users are cautioned that although the Government has made every attempt to gather current and relevant material, the Government does not warrant that the material is fully accurate or complete.
