Q&A #6 Industry Questions/Comments
RFP FA4600-13-R-0002 PMEAS II
15. Question: Is there any requirement to provide letters of commitment or proof of contingent offers the key personnel as identified in the Final RFP?
Answer: No.
16. Question: Does the gov’t have any expectation that the "qualifications" identified for key personnel will be the actual personnel provided for support on the contract?
Answer: Yes, but as long as the qualifications are met that is all the Gov't is requiring/expecting (IAW L4.4.1 Key Personnel)
17. Question: Is there any time period that the govt expects the key personnel identified in the proposal to be on contract and is there a joint contractor-govt approval process to remove/replace key personnel?
Answer 17a.: Is there any time period that the gov't expects the key personnel identified in the proposal to be on contract? (This should be addressed in your Transition Plan. Key Personnel should be available from start of transition through to full performance. IAW L4.5.1.2 Transition Plan - The offeror will ensure adequate staffing with qualified/skilled personnel processing appropriate security clearances from award (i.e. during transition) to full performance).
Answer 17b.: Is there a joint contractor-gov't approval process to remove/replace key personnel? (No. It is the contractor's responsibility to ensure that the removal/replacement of key personnel with appropriate qualifications and clearances is coordinated in advance with the PMEAS II Gov't Program Manager with as little interruption or degradation of PMEAS II requirements as possible IAW L4.5 Subfactor 3 Transition Plan, L4.5.1, L4.5.1.1, L4.5.1.2 and L4.5.1.3).
