STATEMENT OF OBJECTIVES
FOR
VALIDATE FACILITIES AND DGZ DATA
TASK ORDER
NATIONAL TARGET BASE/NATIONAL DESIRED GROUND ZERO LIST INTEGRATED DEVELOPMENT SYSTEM (NIDS) III
CONTRACT
NATIONAL TARGET BASE/NATIONAL DESIRED GROUND ZERO LIST INTEGRATED DEVELOPMENT SYSTEM (NIDS) III
VALIDATE FACILITIES AND DGZ DATA
STATEMENT OF OBJECTIVES (SOO)
1.0 SCOPE. USSTRATCOM requires software engineering, hardware, design, integration, technical support, and training services for planning software used by the Integrated Strategic Planning and Analysis Network (ISPAN) for Targeting Integrated Product Team (IPT). This planning includes creation and maintaining of the National Target Base (NTB) and The National Desired Ground Zero (DGZ) List (NDL) functions as performed by USSTRATCOM Joint Functional Component Command Global Strike (JFCC GS) in support of OPLAN 8010.
2.0 Background.
2.1 The applications presently maintained under the NIDS II system are used for the loading of NTB facility data from intelligence sources and the assignment of DGZs to these facilities using target island boundaries. The large amount of facility and DGZ data has constraints which must be validated. The planning process can be impacted by invalid data or missing data. The NIDS III contract includes the requirements to accommodate and implement changes which have interdependencies and data constraints that must be followed to create the nuclear war plan.
3.0 Objectives.
The objective of the priced optional task order is to provide a costed estimate to incorporate a facility and DGZ data validation tool. The Targeting NTB and DGZ Planners desire the ability to validate facilities and DGZ Data. This task will provide a web interface to enable validation of facilities and DGZ data in selectable configuration. This task will allow operators to: specify multiple conditions to be checked, via a user-friendly interface that supplies data fields and operators; save and modify sets of conditions for re-use; identify data to be reported for all facilities that do not meet the specified conditions (e.g., facility key), as well as data specific to each failed condition; and provide results in a report format that can be sorted, viewed, and saved.
This task will provide the planner the ability to identify facilities in which required weaponeering coding values are blank, identify facilities that contain invalid attack options, identify facilities in which the vulnerability data does not match the physical vulnerability characterization, Identify facilities that do not have DGZs, and identify facilities that do not have Target Isles.
The minimum requirements and expectations in performance of this task include:
1) A Performance Work Statement
2) A Technical Volume that details the methodology to modify the NIDS software to provide the capability described in the requirement statement, to include high level design artifacts, assumptions, limitations, and constraints.
3) A Cost Volume that details contractor staffing skill sets and levels of effort, associated rates, and delta SLOC estimates required to accomplish the basic task described above
Optionally, the Offeror may provide a description of innovative measures that might be employed to gain efficiencies or leverage the benefits of accomplishing the basic task. This description should be in the form of a Technical Volume, but does not require a Cost Volume.
The contractor will provide a clear scoring and justification to address the following priorities in order of: responsiveness to the planners’ requirements, schedule risk, cost, technical risk and maintainability and supportability.
4.0 Summary. The objectives of NIDS III are to provide target planning and DGZ support for ISPAN at the best value to the Government. The government seeks the best value for the NIDS III contract. NIDS is a highly complex system that requires software maintenance, enhancements and possible development. Specific requirements for the pre-priced optional task order are listed above and in Section L.
