STATEMENT OF OBJECTIVES
FOR
“TARGET SLBM THIRD STAGE AND EQUIPMENT SECTION” TASK ORDER
MISSILE APPLICATIONS SOFTWARE SUPPORT II (MASS II)
CONTRACT
MISSILE APPLICATIONS SOFTWARE SUPPORT II (MASS II)
TARGET SLBM THIRD STAGE & EQUIPMENT SECTION
STATEMENT OF OBJECTIVES (SOO)
1.0 SCOPE. USSTRATCOM requires software engineering, hardware, design, integration, technical support, and training services for planning software used by the Integrated Strategic Planning and Analysis Network (ISPAN) for ballistic missile planning. This planning includes Intercontinental Ballistic Missile (ICBM) and Submarine Launched Ballistic Missile (SLBM) planning accomplished by the Joint Force Component Command (JFCC) Global Strike and Integration (GSI)/J5.
2.0 Background.
2.1 Missile Applications includes the Dynamic Application and Rapid Targeting System (DARTS) and Missile Applications Reusable Services (MARS). The DARTS software rapidly and accurately allocates, and then assigns, ICBMs and SLBMs to targets. This software produces the ballistic missile portion of Operations Plan (OPLAN) 8010. DARTS is a comprehensive system that also considers the allocation and application of aircraft weapon systems to ensure the ballistic missile portion of OPLAN 8010 is fully integrated with aircraft weapon systems. This process, called “timing and deconfliction”, includes analyses of missile and aircraft weapons effects, and subsequent adjustments of mission plans to meet the requirements of OPLAN 8010. The software is also used to perform maintenance operations, as required, for an existing OPLAN. The system has inherent reusability features that allow other systems with similar planning or analysis needs to re-use one or more of its components, via MARS. MARS provides ballistic missile mission planning capabilities very similar to those available in DARTS. Indeed, it is built on the same core set of planning software components used within DARTS. MARS differs from DARTS primarily in that it possesses no user interface; all of its capabilities are accessed via “head-less” web services that are integrated into client applications other than DARTS. The present users of MARS are the Automated Windowed Planning System (AWPS) and Nuclear Planning and Execution System (NPES).
2.2 The MASS II contract includes the requirements to accommodate and implement changes resulting from weapons system evolution. The planning process can be impacted by changes in deployed weapon systems, new weapon systems or weapons carried by these systems, tactics changes, changes in Service-furnished planning support products, and the national military policy that defines the use of weapons planned by USSTRATCOM.The nature of war planning requires that DARTS/MARS incorporate or model weapon system changes as defined by the Services.
3.0 Objectives. The objective of the pre-priced optional task order, “Target SLBM Third Stage and Equipment Section”, is to provide an update to DARTS to provide the capability to target the Trident II third stage and equipment sections to non-nuclear aimpoints on a mission-by-mission basis, in order to alleviate hardware overflight and impact concerns. The planners additionally want the aimpoint selection capability to be automated within DARTS, subject to user- specified impact region constraints. The automation would be directed toward planning the mission to optimize various user-selectable mission performance goals, such as maximizing damage expectancy, minimizing CEP, and avoiding probability of Clip, while meeting the specified impact region constraints.
4.0 Summary. The objectives of MASS II are to provide ballistic missile planning and analysis support for ISPAN at the best value to the Government. The government seeks the best value for the MASS II contract. MASS is a highly complex system that requires software maintenance, enhancements and possible development. Specific requirements for the pre-priced optional task order are listed above and in Section L.
