Question# 11
REFERENCE: RFP, Section M
Question. There seems to be some confusion between M3.1, M3.2.2.2, and M3.2.2.3. There are five subfactors listed under Mission Capability in section M3.1. The assessment of relevancy is to focus on MASS II mission capability subfactors per M3.2.2.2. Cost/Price is not a mission capability subfactor, it is an evaluation factor and is not part of the relevancy assessment per M3.2.2.2; however, it is listed as a relevancy factor in M3.2.2.3. Can the Government clarify?
Answer. RFP, Section M, para M3.2.2.2 also states that the determination of relevancy is contingent on an assessment of the contract type, dollar value, similarities and complexity of the efforts performed on the contract being reviewed to those of the MASS II requirements.
Question# 12
REFERENCE: RFP, Section M
Question. There is ambiguity in the instructions in Section J, Attachment 8, Section M3.2.2.3 and Section M3.2.2.4. Is it the Government’s intent that the instruction in Attachment 8, Section D is to have offerors describe the contract in terms of the Relevancy Criteria specified in Section M3.2.2.3? Further, is it the Government’s intent that the instruction in Attachment 8, Section H is to have offerors describe their contract performance in terms of Section M3.2.2.4 in lieu of describing experience for each of the applicable subfactors under the Mission Capability Factor in Section M?
Answer. Section M3.2.2.4 is changed to “An Offeror’s past performance information will be evaluated in the areas of MASS Architecture and Systems Engineering, Staffing/Personnel, Transition Plan, and Small Business Subcontracting Plan as related to the Mission Capability subfactors of this acquisition.” Removed “and highlight portions considered most relevant to current acquisition” from Attachment 8, Section D. “For each of the applicable Relevancy Criteria under paragraph M3.2.2.3 in Section M, illustrate how your experience on this program applies to that criteria” is added to Attachment 8, Section H.
