SPECIAL NOTICE

This special notice is to inform industry that based on the Defense Technical Information Center 's Information Analysis Centers revised contract construct way ahead, the government is in the process of developing acquisitions for three Basic Center Operations (BCO):

· Data and Analysis Center for Software (DACS) (FA4600-09-R-0004)

· Information Assurance Technology Analysis Center (IATAC) (FA4600-09-R-0005)

· Modeling and Simulation Information Analysis Center (MSIAC) (FA4600-09-R-0006) Details:

· The BCO requirements include Information Collection, Processing, Management, Analysis, Dissemination, and other associated activities necessary in maintaining/operating the IAC’s Scientific and Technical Information (STI) repository. In addition, each BCO contract will allow for the issuance of separately funded orders for Core Analysis Tasks (CATs). CATs will include basic R&D STI requirements, such as extended inquires, search and summaries, conferences, etc., that originate from evolving/emerging government requirements. CATs will be limited to a total of $500K per order, a period of performance of no more than 12 months, no more than one open order per customer, and shall not be for the purchase of hardware and/or software.

· DACS/IATAC/MSIAC BCO acquisitions will be solicited as 100% small business set asides.

· Organizational Conflict of Information Restriction: The BCO contractors will be restricted from being a prime or a subcontractor on the DTIC multiple award IDIQ contracts for technical area tasks (Solicitation #FA4600-08-R-0025).

· Anticipated Request for Proposal Release Dates:

· DACS - 20 May 2009

· IATAC - 1 Oct 2009

· MSIAC - 1 Dec 2009

No responses are requested at this time. Interested parties should continue to watch Federal Business Opportunities as the government will begin to post draft documents as they are developed. For additional details on the DTIC IAC Program, refer to Requests for Information 1, 2, and 3 posted as Solicitation Numbers: DTIC-IAC-RFI; DTIC-IAC-RFI-2; and DTIC-IAC-RFI-3.
