Software, Networks, Information, Modeling and Simulation (SNIM)

Technical Area Tasks (TATs) for Defense Technical Information Center (DTIC).

DTIC and the 55th Contracing Squadron intend to solicit proposals for the SNIM TAT acquisition on a full and open competitive basis. DTIC is seeking participants to provide an advanced level of research and analysis to the DoD Research, Development, Test and Evaluation, and Acquisition communities with the capability of designing, developing, and demonstrating the requirements and objectives described in the solicitation.

The 55th Contracting Squadron, Offutt Air Force Base Nebraska, intends to award multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts. The IDIQ contracts will allow for the issuance of Cost Plus Fixed Fee and Fixed Price Technical Area Task orders. The IDIQ contracts will include a base ordering period of twelve months with four one-year optional ordering periods. The total of all Task Orders issued to the multiple award contract holders collectively under the SNIM multiple award IDIQ contracts shall not exceed the maximum ceiling amount of $2B. The place(s) of performance will be specified at the individual order level. The North American Industry Classification System is 541712, size standard is 500 employees.

The objectives of the SNIM requirement are to support the use and application of information technology (IT) in the design, development, testing, and evaluation of DoD systems, military systems and military infrastructure operated by the United States, allied and friendly nations, and the industrial and research base and other authorized organizations or groups which produce and support such systems; to conduct and/or support a wide range of SNIM related studies, evaluations, and analysis of IT and methods; and to promote standardization within the field of SNIM related IT in the DoD environment.

Only written proposals will be accepted. This acquisition will not be open to participation by foreign firms at either the prime or subcontract level. The proposed acquisition may involve a potential conflict of interest as set forth in Federal Acquisition Regulations (FAR) 9.5, which will be addressed IAW the OCI requirements in Section H of the RFP.

The estimated formal release date of FA4600-08-R-0025 is 17 February 2009. Proposals will be due 45 days after release of the solicitation. No paper copies of the RFP will be provided nor is a mailing list being maintained for this acquisition as all documentation will be posted on the FedBizOps website.
