Definitions
| RESEARCH and DEVELOPMENT | ADVISORY and ASSISTANCE SERVICES |
| Research and development (R&D) refers to systematic investigation or experimentation undertaken to advance or obtain new scientific or technical information or knowledge (with or without a specific practical application), new or improved materials, products, devices, processes, or services. Most R&D contracts are directed toward objectives for which the work and/or methods of performance cannot be precisely described in advance. The contracting process shall be used to encourage the best sources from the scientific and industrial community to become involved in the R&D program and must provide an environment in which the work can be pursued with reasonable flexibility and minimum administrative burden. | Services provided under contract by nongovernmental sources to support or improve: organizational policy development; decision making; management and administration; program and/or project management and administration; or information technology and R&D activities. The furnishing of professional advice or assistance rendered to improve the effectiveness of Federal managment processes or procedures (including those of an engineering and technical nature). All advisory and assistance services are classified in one of the following three subdivisions where requirements may entail providing information, advice, opinions, alternatives, analyses, evalutation, recommendations, training, and day-to-day aid of support personnel needed for the successful performance of ongoing Federal operations. |
| Basic Research | 1) Management and professional support services |
| Research directed toward increasing knowledge in science. The primary aim of basic research is a fuller knowledge or understanding of the subject under study, rather than any practical application of that knowledge. | Services that provide assistance, advice, or training for the efficient and efficetive management and operation of organizations, activities, or systems, which may include management and professional support services for information technology and R&D activities. Services are normally closely related to the basic responsibilites and mission of the agency originating the requirement. Includes efforts that support or contribute to improved organization or program management, logistics management, project monitoring and reporting, data collection, budgeting, accounting auditing, and adminstrative/technical support for conferences and training programs. Also includes services to review and assess existing managerial policies and organizaton; develop alternative procedures, policies, and organizations; and to examine alternative applications and adaptations of existing or developing technologies. |
| Applied Research | |
| The effort that |
(a) normally follows basic research, but may not be severable from the related basic research;
(b) attempts to determine and exploit the potential of scientific discoveries or improvements in technology, materials, processes, methods, devices, or techniques; and
(c) attempts to advance the state of the art. When being used by contractors in cost principle applications, this term does not include efforts whose principal aim is the design, development, or testing of specific items or services to be considered for sale; these efforts are within the definition of “development,” given below.

| Services that provide organized, analytical assessments/evaluations in support of policy development, decision-making, management, or administraton, which may include studies, analyses, or evaluations in support of information technology and R&D activities. Includes support for models, methodologies, and related software supporting studies, analyses, or evaluations. This may include, but is not limited to, cost benefit or effectiveness analyses of concepts, plans, tactics, forces, systems, policies, personnel management methods and programs; studies specifying the application of information technology and other information resources to support mission objectives; technology assessments and management or operations research studies; evaluation of foreign force and equipment capabilities, foreign threats, and geopolitical subjects; analyses of material, personnel, logistics, and management systems; and environmental impact statements. | |

| The systematic use of scientific and technical knowledge in the design, development, testing, or evaluation of a potential new product or service (or of an improvement in an existing product or service) to meet specific performance requirements or objectives. It includes the functions of design engineering, prototyping, and engineering testing; it excludes subcontracted technical effort that is for the sole purpose of developing an additional source for an existing product. | |

| Services used to support the program office during the acquisition cycle by providing such services as systems engineering and technical direction to ensure the effective operation and mainteneance of a weapon or major system as defined in OMB Circular No. A-109, or to provide direct support of a weapon system that is essential to research, development, production, operation, or maintenance of the system. |
