About this file
This is a Questions and Answers document for federal contract solicitation FA452826QPKB8, addressing vendor inquiries regarding a Chaplain and Religious Affairs retreat event.
The Government is procuring event planning and venue services for an estimated 56 participants at Great Wolf Lodge for a three-day blended retreat (families and Airmen) scheduled for September 22-24, 2026, with an alternate date of September 24-27, 2026. Key requirements include overnight accommodations with two queen beds per room (sufficient for either two Airmen or a family of four), water park access (armband room key) for all 56 participants, five meal vouchers per attendee totaling no more than $100 per person (covering breakfast on Saturday and Sunday; dinner on Thursday, Friday, and Saturday), and a chartered bus for transportation. The Government will accept proposals exceeding the $100 meal target only if necessary to satisfy venue mandatory food and beverage minimums. Coffee and water service for General Session meetings may be priced separately under the Conference/Meeting Room line item. All required audio-visual equipment for the meeting space is specified in section 1.1.3 of the Performance Work Statement and should be included in pricing. No contractor onsite presence is required, no printed materials are needed, and only parking for the chartered bus must be provided. Standard hotel check-in and check-out times are acceptable, and tax-exempt documentation may be provided if required. Award will be made to the offeror whose quote represents the best value to the Government, determined by considering price, past performance, and compliance with required specifications. Line items for pricing are listed in the SAM.gov posting, and offers must contain sufficient information to ensure RFQ compliance with no specific proposal format required.

FA452826QPKB8 Questions and Answers
1. Is there an incumbent contractor performing these services (or who recently performed these services)?
a. If yes, please provide the incumbent’s name and the current contract number.
b. If yes, please confirm whether the incumbent is eligible to compete for this solicitation.
c. If there is no current incumbent, is there a contractor who has recently provided similar services that is eligible to bid on this opportunity?
This is a standalone contract. There is no current contract for these services. You must submit a FOIA request for information on prior contracts.
2. Section 1.1 states that the Government requires five (5) meal vouchers per attendee, totaling no more than $100 per person, while Section 1.1.2 describes catered buffet breakfasts, lunches, and dinners served in the General Session Room. Could the
Government clarify whether offerors should provide (1) meal vouchers redeemable at onsite dining outlets, (2) catered buffet meals served in the meeting room, or (3) a combination of both? If a combination is required, please specify which meals should be catered and which should be provided via meal vouchers.
The vouchers must be redeemable at all onsite dining outlets. The section regarding catered meals has been removed.
3. Please identify the specific five meals that are expected to be included during the retreat (e.g., Thursday dinner, Friday breakfast/lunch, Saturday breakfast/lunch, etc.) for pricing purposes.
Breakfast – Saturday & Sunday; Dinner – Thursday, Friday & Saturday
4. Is the $100 per person meal budget a firm maximum, or may offerors propose pricing that exceeds this amount if necessary to meet the venue's minimum food and beverage requirements?
We prefer proposals that remain within the $100 target but are open to reviewing proposals that exceed this amount if it is deemed necessary to satisfy a venue's mandatory minimums.
5. Please confirm that the coffee and water service required during the General Session meetings may be priced separately and are not required to be included within the $100 per person meal budget.
Coffee and water can be priced with the Conference/Meeting Room line item.
6. Please confirm whether the estimated fifty-six (56) participants includes the Chaplain and Religious Affairs Airman, or whether they are in addition to the estimate.
Pricing should be for up to 56 participants per the PWS. No further attendees should be included in the pricing.
7. Please confirm whether two-day Water Park passes are required for all estimated attendees (56 participants), or only for registered Airmen and their family members. If
Water Park passes are required, please confirm the total number of passes offerors should include in their pricing.
Overnight stays include water park access (armband room key). Water park access should be provided to all participants.
8. Beyond the projector, computer connectivity, podium, and onsite AV support identified in the PWS, are there any additional audio/visual requirements (e.g., microphones, speakers, internet access, recording, or other equipment)? If so, please specify the required equipment and quantities (e.g., two lavalier microphones).
All required equipment for the meeting space is listed in para 1.1.3.
9. Please confirm whether the Government will provide its own laptop for presentations, or whether offerors should include a laptop in their proposed AV pricing.
All required equipment for the meeting space is listed in para 1.1.3.
10. Please clarify whether the contractor is required to have an onsite representative present during the retreat, or whether event coordination may be performed remotely in coordination with an onsite Great Wolf Lodge representative and the Government's event personnel.
Contractor is not required to be onsite.
11. Please confirm that the property's standard check-in and check-out times are acceptable for this event. If early check-in or late check-out is required, please specify the
Government's expectations.
Standard check-in and check-out times are acceptable
12. Please confirm whether the contractor is responsible for providing any printed materials
(e.g., agendas, participant packets, signage, name tents, handouts, or other meeting materials), or whether these items will be provided by the Government.
No printed materials are required.
13. Please confirm the anticipated number of parking spaces that will be required for this event. Additionally, please confirm whether offerors should include parking fees in their proposed fixed price or whether parking costs, if applicable, will be paid separately by the Government.
The only required parking space is for the chartered bus provided by the contractor per para 1.1.4.
14. Will award be made on a Lowest Price Technically Acceptable (LPTA) basis, Best Value
Tradeoff, or another evaluation methodology?
Award will be made to the offeror whose quote represents the best value to the
Government. Best value will be determined by considering price, past performance, and compliance with required specifications and this RFQ.
15. Please confirm whether the Government will provide tax-exempt documentation for applicable state and local taxes. If so, should offerors exclude applicable taxes from their proposed pricing?
Tax exempt documentation may be provided if required.
16. Please clarify the required proposal format and contents. Specifically, should offerors submit only a price proposal, or is a technical narrative also required?
There is no required format. Line items for pricing purposes are listed in the SAM.gov posting. Offers must contain sufficient information to ensure compliance with the RFQ.
17. Given that responses to these questions may materially impact both technical and pricing approaches, will the Government extend the submission deadline to at least three business days after answers to vendor questions are released?
No extension will be granted at this time.
18. Please be advised the hotel (Great Wolf Lodge) is closed from 18-21 of September for their annual maintenance at the property. Do you have additional dates that the trip can be held on?
If needed, the alternate day is 24-27 Sep 2026 (The website stated that the GWL would re-open on the 18 Sep)
19. Regarding the room breakdown and the 56 airmen: how many people will be in each room, will it be two people on each queen bed and then one on the pullout sofa?
We normally do 2 queen beds which suffices for either 2 Airmen or a family of 4, due to our event being a blended retreat. (Families are always made aware of 2 queen beds set up before committing)
20. As for the day passes, which days work best for you?
Overnight stays include water park access (armband room key) which gives the members the flexibility to use them anytime during the stay.
21. Will there be any children attending?
Historically, there have always been families with children signing up.
