Old mattresses become available 24 hours after new mattress delivery and must be picked up within five days. Full contract performance, including delivery and old mattress pickup, must be completed within 120 days of contract award. Contractor personnel must be pre-approved on an Entry Authorization List at least two weeks prior to delivery, with background checks, valid picture identification, and exclusion criteria including terrorism links, criminal convictions, and weapon/explosive violations. All contractor vehicles must be registered on the Entry Authorization List. Services operate 0800–1700 hours Monday through Friday, excluding federal holidays, with any off-hours performance at no additional Government cost. Invoicing will be based on delivered and accepted quantities for mattresses and encasements, with delivery and disposal structured as a single job line item invoiceable only after final Government inspection and acceptance.

STATEMENT OF WORK FOR

MINOT AFB MISSILE ALERT FACILITIES

MATTRESSES AND PROTECTIVE ENCASEMENTS

9 June 2026

1. SCOPE. This Statement of Work (SOW) describes the requirements for the purchase of 456 mattresses (441 Twin XL and 15 custom size) and 912 protective mattress encasements. Mattresses must be delivered to 15 separate facilities.

Appendix A includes a map indicating the location of each facility. Appendix B indicates the approximate distance from Minot Air Force Base, North Dakota, to each facility. Due to operational security restrictions, exact physical addresses and zip codes for the MAFs will not be provided prior to contract award. During the solicitation process, potential Offerors should utilize the regional data and estimated mileage provided in the Appendices to calculate fully burdened freight costs when preparing their firm-fixed-price (FFP) quote.

Appendix C lists the quantity of each item to be delivered at each location. The quantities listed in Appendix C for each MAF must be delivered and unloaded at that single, specific MAF location in a single, scheduled delivery (all-at-once). Due to site access, security, and escort requirements, partial or incremental deliveries to an individual MAF site are strictly prohibited.

The Government will not provide a separate main delivery site to receive semi-loads; it is the Contractor’s responsibility to manage its own logistics and warehousing in performance of this contract. The Contractor will be responsible for unloading new mattresses and loading the old mattresses at each location.

The Contractor will schedule new mattresses to be delivered to all MAFs within 30 days once shipping is available. While each individual MAF must receive its entire shipment in a single delivery, the overall effort across the 15 different sites may be phased over a period of time within this 30-day window (e.g., servicing multiple sites per day). Contractor shall coordinate delivery with the designated Government Point of Contact (POC) 72 hours prior to delivering and/or picking up mattresses to ensure the required security escorts are available. The Contractor must be escorted onto each MAF property; however, will not be required to check into/access Minot Air Force Base proper each day of a scheduled delivery. New mattresses will be unloaded to the on-site vehicle garage.

The Contractor will be responsible for pick-up and disposal of old mattresses from the 15 facilities.

Old mattresses will be available for pick-up 24 hours after delivery of new mattresses and must be picked up within 5 days of being available.

Full performance of the contract, including delivery to all locations and the pickup of the old mattresses, must be completed no later than 120 days after date of contract.
